The requirement is for Yorkshire or Landrace Cross swine, male or female, weighing 30-75 kg (5-7 months old), to be delivered in 13 groups of 5 animals per delivery over three potential one-year periods from May 2025 through May 2028, with base and option years requiring 65 swine each year.

Vendors must be USDA licensed per the Animal Welfare Act or allow DoD veterinary inspection if claiming exemption. The swine must be delivered in climate-controlled vehicles, with facilities within 2 hours of NMCP having the option to coordinate transport with NMCP at no cost. Vendors must provide disease monitoring, treatment programs, vaccination schedules, and health records. Animals must be free from illness/injury and delivered within 2 weeks of request at specified weights. The solicitation includes a 6-month option to extend services and requires vendor registration in SAM.gov and use of the WAWF system for invoicing.

Section SF 1449 - CONTINUATION SHEET

SALIENT CHARACTERISTICS

SALIENT CHARACTERISTICS

The Animal Resources Division at NMCP requires a source of healthy, live domestic swine for use in approved research and training protocols.

· Swine should be Landrace or Yorkshire Cross, male or female, ranging in weight from 30-75 kg (approximately 5-7 months of age).

· Vendor must be licensed by the United States Department of Agriculture (USDA) in accordance with 7 USC Sections 2133-2134 (Animal Welfare Act) and 9 CFR Parts 1-4 (Animal Welfare Regulations). If vendors claim to meet exemption criterion as stated in 7 USC Parts 104, the vendor will agree to allow a DoD veterinarian to conduct a program review and facility inspection to confirm that the supplier care for the animals according to accepted US industry standards or practices and meets the exemption criteria.

· Swine will be delivered by vendor in climate-controlled vehicles in accordance with 7 USC Sections 2131-2159 and 9 CFR Parts 1-4.

· Vendor shall deliver swine in 10 groups of swine (5 animals per delivery) upon request.

· A minimum of 1 monthly delivery with potentially some months having 2 deliveries.

· Alternatively, vendors located in Virginia and within 2-hour radius of destination will coordinate transport with NMCP Animal Facility at no cost to vendor.

· Facilities located outside the 2-hour driving distance of NMCP should include delivery fees for 10 groups of swine (5 animals per delivery), and health certificates since they would need to be transported from outside Virginia.

· Facilities that are shipping (to avoid stress on the swine), shall require no more than one (1) day of transit.

· Vendor shall provide an active disease monitoring program and treatment regimen when animal care is needed and must follow an appropriate vaccination schedule.

· Vendor shall provide animals free from apparent illness and/or injury to include, but not limited to, treatment-resistant respiratory illness, gastrointestinal illness, subcutaneous abscesses, lameness, fractures and/or significant trauma, abdominal herniation, or other health concerns that may adversely affect research results.

· Vendor shall provide animal care staff ample time on date of animal pick-up or delivery to inspect animals for signs of illness and/or injury before accepting the animals.

· Vendor shall provide a replacement animal if an animal is rejected for health reasons.

· Vendor shall provide animals of requested sex within at least 2 weeks of request, and within 2-5 kg of requested body weight.

· Vendor shall provide health records to include treatment and vaccination records maintained on the animal population, when available and appropriate, prior to or on the day of transport.
