Microbiology Automated Blood Culture Analyzer Services

1.0 GENERAL INFORMATION
1.1 This is a non-personal services contract to provide Microbiology automated blood culture analyzer for one automated blood culture analyzer and one automated susceptibility, organisms identification analyzer. This shall include reagents, quality control, maintenance, and consumable reagents.
1.1.1 Description of services/introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Microbiology Automated Blood Culture Analyzer supplies and services support as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this PWS.
1.1.2 Background: The microbiology analyzers are required to support NH Jacksonville for 24-hour continuous operation in support of the hospital clinics and the emergency services to the command. Installation, validation testing, maintenance, and training for the analyzers are required as are all consumables necessary for testing. The analyzers shall be capable of performing the tests needed at the anticipated workload in order to provide patient diagnosis and care.
1.1.3 Scope: The Navy Hospital (NH) in Jacksonville, FL has a requirement for one automated blood culture analyzer and one automated susceptibility, organisms identification analyzer. This contract shall include reagents, quality control, and maintenance, and consumable reagents for NH Jacksonville. The analyzers shall be compatible with each other to form a microbiology analyzer system and capable of meeting a total minimum workload of 3,000 cultures per year. The analyzers shall utilize a combined workstation with data management software. The data management software shall combine patient data and results to produce customizable reports. The analyzers shall be capable of performing blood analysis to detect bacteria in blood and the susceptibility microbiology analyzer shall be a fully automated analyzer capable of identifying organisms and performing susceptibility testing.
1.1.4 Period of Performance (PoP): The period of performance will include one 12-month period: 01 October 2024 – 30 September 2025
1.2 Administrative specifications
1.2.1 Place of performance: The work shall be performed at:

1.2.2 Recognized Federal holidays: Recognized Federal holidays: Contractor is not required to perform services on holidays.

1.2.3 Hours of operation: The contractor is responsible for conducting business on-site 8:00 A.M. to 5:00 P.M.
Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The contractor is responsible for providing Telephone support 24 hours a day, 7 days a week, 365 days a year excluding Federal Holidays.
Federal Government holidays are identified online at the following site: https://www.opm.gov/policy-data-oversight/pay-leave/federal-holidays/. The contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons.
1.3 Contractor Identification
1.3.1 Contractor personnel performing services in a contractor capacity in a Government facility are required to possess and wear an identification badge that displays his or her name and the name of their company. Ensure all those with whom the person interacts in any face-to-face dealings while supporting the Governemnt understands that the person is contractor support personnel.
2.0 SPECIFIC TASKS
2.1 Blood Culture Microbiology Analyzer
2.1.1 The blood culture microbiology analyzer shall be capable of performing the following tests: blood Culture standard aerobic, blood culture standard anaerobic, blood Culture Charcoal Aerobic, and blood culture charcoal pediatric. It shall be able to conduct a minimum workload of approximately 700 tests annually.
2.1.2 The blood culture analyzer shall be approved by the U.S. Food and Drug Administration (FDA) for the purpose of screening platelet units for bacterial contamination.
2.1.3 It shall maintain positive patient identification with at least two (2) sources of patient identification. It shall be capable of storing patient results, quality control information, and calibration reports. The blood culture analyzer shall be a closed system with minimal waste products and have safety features to avoid unnecessary exposure to biohazardous and chemical material.
2.1.4 It shall include a shared workstation with the susceptibility microbiology analyzer, a computer, a display monitor, and a printer. The blood culture analyzer shall follow Clinical and Laboratory Standards Institute (CLSI) guidelines and College of American Pathologists (CAP) requirements and meet performance characteristics as defined by the Clinical Laboratory Improvement Act (CLIA). It shall be capable of interfacing with the Military Health System's (MHS) Genesis laboratory information management system.
2.1.5 The blood culture analyzer shall include an uninterruptible power supply (UPS) that is compatible with all system components, is capable of conditioning the power to the system, and allows the system a minimum of 30 minutes run time in case of a power outage. It shall be capable of external data storage in compliance with Navy/Department of Defense (DoD) Information Assurance (IA) regulations. The power requirement is 120V, 60 Hz.
2.1.6 The blood culture analyzer shall include a minimum of two (2) operator training slots. The contractor shall provide validation testing, including normal range verification, demonstration of linearity, reportable range, replication studies, recovery studies, and establishment of initial control ranges using control materials.
2.2 Susceptibility Microbiology Analyzer
2.2.1 The susceptibility, aerobic, and anaerobic identification on the microbiology analyzer shall be capable of performing at least, but not limited to, 1,700 tests. The blood culture analyzer will perform the blood culture standard aerobic, blood culture standard anaerobic, blood culture charcoal aerobic, and blood culture charcoal pediatric with a minimum workload of approximately 700 tests annually. The total minimum workload of both analyzers totals to approximately 3,000 cultures per year.
2.2.2 The susceptibility microbiology analyzer shall perform complete identification and susceptibility testing of clinical isolates, including identification card types for Gram-positive, Gram-negative organisms, Haemophilus, Neisseria, anaerobic isolates, Corynebacteria, and yeast. It shall be able to perform an Antimicrobial Susceptibility D-Test without requiring additional supplies. The susceptibility microbiology analyzer shall be able to conduct simple organism testing with results in a minimum of 2 to 4 hours.
2.2.3 It shall maintain positive patient identification with at least two (2) sources of patient identification. It shall be capable of storing patient results, quality control information, and calibration reports. The susceptibility microbiology analyzer shall be a closed system with minimal waste products and have safety features to avoid unnecessary exposure to biohazardous and chemical material. It shall include software to aid in the reporting of drug/bug combinations and the reporting of antimicrobial interpretations.
2.2.4 The susceptibility microbiology analyzer shall include a shared workstation with the blood culture analyzer, a computer, a display monitor, and a printer. The contractor shall provide validation testing, including normal range verification, demonstration of linearity, reportable range, replication studies, recovery studies, and establishment of initial control ranges using control materials. The susceptibility microbiology analyzer shall conduct antimicrobial reporting following the CLSI guidelines and CAP requirements. It shall meet performance characteristics as defined by the CLIA and be capable of interfacing with the Genesis Electronic Health System.
2.2.5 The susceptibility microbiology analyzer shall include an uninterruptible power supply (UPS) that is compatible with all system components, is capable of conditioning the power to the system, and allows the system a minimum of 30 minutes run time in case of a power outage. It shall be capable of external data storage in compliance with Navy/Department of Defense (DoD) Information Assurance (IA) regulations. The power requirement is 120 V, 60 Hz.
2.3 The contractor shall be capable of administering repairs on-site within 24 hours. The contractor shall be available for telephone troubleshooting consultation 24 hours a day, 7 days a week, 365 days per year. Two (2) operational manuals and two (2) service manuals shall be provided for both analyzers. Both analyzers shall include a minimum of two (2) operator training slots.
2.4 The Field Service Engineers shall provide all labor, tools, diagnostic equipment, software, material, supplies, transportation, parts, and equipment necessary to perform Preventive Maintenance (PM), Calibration (CAL), Safety Testing (ST), and corrective maintenance (CM). The Field Service Engineers shall provide telephonic communications to discuss technical matters relating to the performance of this contract. An English-speaking systems operator shall be made available to answer technical questions regarding system operations and applications. Equipment listed in this contract will be maintained to meet and retain the OEM’s specifications and/or equipment certification.
2.5 All software licensing, warranty, and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. The fully operational interface (both hardware and software) must be immediately available for implementation to the hospital information system at the time of contract award.

3.0 Qualifications/Considerations
3.1 Special Qualifications/Considerations:
3.1.1 General cybersecurity requirements – Information Systems: The covered contractor information system shall be subject to the security requirements in DHA AI 042, “Security of Unclassified DoD Information on non-TMA Information Systems”, DoDI 8582.01, “Security of Unclassified DoD Information on non-DoD Information Systems”, and National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171, “Protecting Controlled Unclassified Information in Nonfederal Information Systems and Organizations” (available via the internet at http://dx.doi.org/10.6028/NIST.SP.800-171) in effect at the time the solicitation is issued or as authorized by the Contracting Officer. (User will need to include all cybersecurity requirements if applicable. See DHA-IPM 18-015
The Contractor shall maintain within the United States or US territories all Government data that is not physically located on DoD premises, unless the Contractor receives written notification from the Contracting Officer to use another location, in accordance with DFARS 239.7602-2(a).
3.1.2 The Field Service Engineers shall be original equipment manufacturer (OEM) trained, experienced, and English-speaking personnel.
3.1.3 The contractor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)
(a) Definitions. As used in this clause—
“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.
“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.
“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall—
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:
(1) Document type. The Contractor shall submit payment requests using the following document type(s):
(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.
(ii) For fixed price line items—
(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

(B) For services that do not require shipment of a deliverable, submit either the Invoice 2in1, which meets the requirements for the invoice and receiving report, or the applicable invoice and receiving report, as specified by the Contracting Officer.

(iii) For customary progress payments based on costs incurred, submit a progress payment request.
(iv) For performance based payments, submit a performance based payment request.
(v) For commercial financing, submit a commercial financing request.
(2) Fast Pay requests are only permitted when Federal Acquisition Regulation (FAR) 52.213-1 is included in the contract.
(3) Document routing. The Contractor shall use the information in the Routing Data Table below only to fill in applicable fields in WAWF when creating payment requests and receiving reports in the system.

(4) Payment request. The Contractor shall ensure a payment request includes documentation appropriate to the type of payment request in accordance with the payment clause, contract financing clause, or Federal Acquisition Regulation 52.216-7, Allowable Cost and Payment, as applicable.
(5) Receiving report. The Contractor shall ensure a receiving report meets the requirements of DFARS Appendix F.
(g) WAWF point of contact.
(1) The Contractor may obtain clarification regarding invoicing in WAWF from the following contracting activity’s WAWF point of contact.
