About this file
This Single Source Justification document details a procurement for the 99th Medical Group at Nellis Air Force Base. The requirement is to purchase seven specific GE ultrasound probes, including Linear Array, Matrix Linear Array, Convex Array, Microconvex Array, and Real Time 4D Microconvex Probes. The justification for a single-source procurement stems from the need to replace end-of-life probes with identical manufacturer equipment, as only GE-produced probes are compatible with the existing ultrasound units. To promote competition, the procurement will be set aside for Service-Disabled Veteran-Owned Small Businesses, with market research indicating at least two such businesses are expected to submit offers. The Contracting Officer has determined, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available, with the document signed on 28-Aug-2025 by Robert J. Trapani, GS-13, DAF.

Section A: General Contract Information

Contracting Activity: 99th Contracting Squadron, 5865 Swaab Blvd Bldg 588, Nellis AFB, NV 89191
Project/Program Name: Ultrasound Probes
Purchase Request / Local ID Number: HT11500012323861

Section B: Description of the Supplies/Services Required
The 99th Medical Group requires purchase of the following GE ultrasound probes:
L2-9-D XDclear Linear Array Probe ML6-15-D Matrix Linear Array Probe L8-18i-D Linear Array Probe C1-6-D XDclear Convex Array Probe C2-9-D XDclear Convex Array Probe IC5-9-D Microconvex Array Probe RIC5-9-D Real Time 4D Microconvex Probe
Section C: Justification for Soliciting from a Single Source or Brand Name
The 99th Medical Group requires the brand name purchase of GE ultrasound probes. The current ultrasound probes were considered end-of-life as of November 2024. To maintain normal operations and leverage the familiarity of technologists with the existing technology, the organization has requested replacement probes from the same manufacturer. The ultrasound units in use are manufactured by GE. Due to design specifications and proprietary technology, only probes produced by GE are compatible with the current equipment. Probes manufactured by other companies are not supported and will not function properly with the system. Attempting to use non-compatible probes would result in equipment malfunction, degraded imaging quality, and potential damage to the unit. Procuring the correct probes from the same manufacturer ensures system reliability, maintains diagnostic accuracy, and upholds warranty and service agreements. This purchase is essential to sustain mission readiness and support ongoing medical requirements.
Section D: Efforts to Obtain Competition
Market research conducted determines that there is a reasonable expectation that at least two or more Service-Disabled Veteran-Owned Small Business concerns will submit offers. Therefore, this requirement will be solicited as a Service-Disabled Veteran-Owned Small Business set aside.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The 99th Contracting Squadron will continue to promote the use of Defense Logistics Agency Electronic Catalog and Prime Vendor among 99th Medical Group Logistics team to procure medical supplies, which would preclude the use of brand name justifications.
