About this file

This document is a Limited-Sources Justification for the Defense Logistics Agency (DLA) Troop Support Medical Supplier Operations, focusing on acquiring 22 Stryker System 9 Dual Trigger Rotary Handpieces for Brook Army Medical Center (HT0853). The procurement is specifically for surgical equipment used in orthopedics, sports medicine, podiatry trauma, and neurosurgery, with the Stryker System 9 handpiece being the only product capable of meeting the facility's unique requirements.

The justification emphasizes the critical need for equipment interoperability with existing Stryker units, highlighting significant patient safety risks if incompatible components are used. Market research conducted using FDA, Google, and Emergency Care Research Institute sources confirmed no alternative manufacturers can meet the specified requirements. The acquisition will be made under the ECAT Multiple Award Schedule Program, with DLA Troop Support having already determined the pricing to be fair and reasonable. The document notes that ECAT vendors can add products to the contract in the future, and DLA Troop Support will continue seeking alternative sources that can meet the medical center's specific needs.

The required product is interoperable with existing Stryker units in place at the facility (listed above) and utilizing products from two different manufacturers (incompatible by design by the manufacturers), greatly increases risk to patient safety. If the wrong component is accidentally placed into the wrong drill or saw and used for a patient procedure, due to the high drill (1200 rpm) and ream (270 rpm) speeds the component could wobble, shake, or spin out of the handpiece causing bone or tissue damage to a patient or inaccurate wire or pin placements. This endangers the life of not only the patient, but also the lives of the staff.

No other manufacturer has the capability of meeting the Brook Army Medical Center requirements listed above. Only the Stryker System 9 Dual Trigger Rotary Handpiece is capable of satisfying the requirement.

This suggested source can furnish the requirements to the exclusion of other sources.
