4. Statutory and Regulatory Authority Permitting Other Than Full and Open Competition:
10 U.S.C. 2304(c)(1) 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements
5. Rationale Justifying Use of the Statutory Authority Cited:
In accordance with FAR 6.302-1, full and open competition need not be provided for when the supplies or services are available from only one responsible source and no other type of service will satisfy agency requirement.
Only Travax can satisfy the Government’s requirements because there is a significant distinction between licenses that provide medical situational awareness for non-military travelers and the military traveler and planner. Other software of this nature generally provides pre-travel vaccination data based on the Centers For Disease Control or World Health Organization recommendations; however, Travax focuses its product on providing medical situational awareness information for the military traveler and/or planner by exceeding those standards and providing other relevant information such as recent unrest activities, terrorist activities, or information regarding biological or chemical attacks so that DOD trip planners and providers can ensure their patients are prepared for other potential situations.
On prior contracts, Travax has provided the necessary augmentation and updated its tools to meet the DoD’s requirements.
In establishing the system and functional requirements, the Government concluded only the Travax licenses could satisfy its requirements, as discussed below, because of the needed uses of the software and Travax’s unique capabilities that will fulfill the underlying requirement of augmenting information available from the JOMIS MSAT project.
Travax provides an internet-accessible, subscription-based, international medical risk, risk mitigation, and medical infrastructure layout COTS solution that aggregates and provides a single review of DoD medical information sources. This subscription-based, international travel medicine solution is deployed overseas and in theater to assist military medical professionals providing medical services to warfighters and others. As medical professionals in the theater of operations, end-users have a need for the most up-to-date medical information to make decisions regarding the most appropriate care for the patient.
An underlying requirement for the internet-accessible, subscription-based, international medical risk, risk mitigation, and medical infrastructure layout solution
Another requirement for the international travel medicine awareness solution is that it provide access to detailed information at different tiers.
The requirement for the international travel medicine awareness solution is to provide access to a repository of information that allows clinicians and planners to have the ability to devise contingency operations for its travelers. Contingency operations include different types of injury and preplanning depending on the health history of the individuals traveling and the type of contact expected with local communities.
Another requirement of the international travel medicine awareness solution is to provide continual updates on targeted areas to reflect the most current on-ground situation. This requirement is needed because the clinician or planner may be dealing with DoD personnel that is deployed for a few days to several months.
In addition to the requirement regarding information augmentation, The acquisition of this license will fulfill that requirement in that Travax provides electronic data interchange capabilities
Travax provides collaborative tools that will allow appropriately trained individuals to provide structured feedback and assessments of health-related conditions
The Travax web application provides health care and travel information for approximately 240 countries and territories with an "at-a-glance" overview that offers a quick assessment of issues while an in-depth medical summary provides carefully nuanced vaccine recommendations; disease prevention and treatment recommendations; health risk information
DHA is required to provide an internet-accessible, subscription-based, international medical risk, risk mitigation, and medical infrastructure layout solution that will complement other DoD information sources. Travax has previously been used to fulfill this requirement and, as a result, has updated and enhanced the information within their database to include relevant information
Additionally, the internet-accessible, subscription-based, international medical risk, risk mitigation, and medical infrastructure layout solution must interface with other DoD systems and applications and comply with DoD Enterprise Services standards.
all rely on the software to fulfill the underlying requirement of information augmentation. However, the fact that all of these offices rely on this software is also important because it ensures consistency in travel planning and provided treatment. By all of these offices having access to the same supplemental information, there is a greater likelihood that there will be consistency in the care provided.
The Travax database is the only one of its kind and is instrumental to in-theater medical providers and planners executing their core duties.
These experienced medical professionals have prior military medical experience, ensure end users receive the necessary information to perform their specialized work. Shoreland also utilizes a global network of subject matter experts and on-the-ground resources providing proprietary information and answering inquiries to emerging issues in real-time.
Overall, DHA’s systems and functional requirement is to procure internet-accessible, subscription-based, international medical risk, risk mitigation,
1) Creates a comprehensive, single source, easily accessible solution summarizing medical risks from disease, environment, and political threats enabling appropriate interventions throughout the deployment cycle.
2) Complements other DOD information sources and interfaces with other DoD systems and applications and complies with DOD Enterprise Services standards; and
The Travax commercial licenses are foundational to operational medicine information systems because of the substantial investment that has already occurred to ensure that the DoD Systems are compatible with this software. Shoreland is the original architect, developer, manufacturer and owner of Travax and related publications, including the multinational collaborative database and Medical Visa and, as such, they are the only company with access to source code and the capability to provide continued access for and requirements. Only Travax can satisfy these requirements and ensure that operational medical professionals will have continued access to critical information in the field to allow them to assess and treat warfighter patients appropriately and effectively.
6. Efforts to Obtain Competition:
In order to determine potential offerors and in accordance with FAR 5.201 and FAR 5.203(a), a Notice of Intent to Sole Source was posted to FedBizOpps on 22 August 2019 with responses due 6 Sept. 2019. No responses were received.
DHA and PEO DHMS are continuously reviewing data in the industry that provides similar software applications. To date, no alternative COTS product has been identified as being able to provide the unique capabilities described above.
7. Determination that Anticipated Cost to the Government will be Fair and Reasonable:
This effort will be negotiated as a new contract action requiring a fair and reasonable determination. The contracting officer will conduct a price analysis to determine the price fair and reasonable. The contracting officer anticipates the price for this supply will be considered fair and reasonable based upon the following: (1) historic cost information currently available under the existing contract and (2) the technical evaluation that will be performed by the Program Office.
8. Market Research:
The approach for market research consisted of a series of steps to collect and analyze market data. As a descriptive method, the intent was to understand what capability exists in the market.
Data for this research was collected and reviewed from many sources including:
• Publically available information to include websites and documents describing software capabilities
• Third party reports providing health IT (HIT) domain assessments (e.g., KLAS, Gartner, and HIMSS)
In addition to static data sources, the Contracting Office and Program Office engages in multiple industry days, one-on-one meetings with industry partners, participates in conferences (HIMSS, DHITS, AFCEA, etc.), and provides panelists for Government-Industry panels. Further, the Contracting Office participated in reverse industry days each time one is held by DHA to allow industry flexibility to describe unique and innovative solutions. The Contracting Officer and PEO also engaged in site visits with other healthcare industry partners to ascertain lessons learned and obtain information from those who have implemented similar scale solutions recently.
Market research indicated that there are two similar products, but an evaluation of their specifications determined that they do not offer the unique capabilities described herein to fulfill DHA’s underlying requirement of procuring information to augment JOMIS MSAT that is compliant with DoD systems.
Finally, as described in Paragraph 6, the Government posted a notice of intent and invited responses from capable firms on the Government-wide Point of Entry. The notice specifically identified the unique capabilities the Government required for JOMIS MSAT information augmentation and invited other interested parties to register their ability to provide them. No responses were received.
9. Any Other Facts Supporting the use of other than full and open competition:
Not applicable.
10. Interested Sources:
As noted above, no other vendors responded to the Notice of Intent posted on FedBizOpps.
11. Actions to overcome barriers:
There are no actions to overcome present barriers to competition. However, barriers to future competition will be explored as part of the overall DHA and PEO DHMS military medical systems modernization. DHA, as the functional champions for Operational Medicine, and PEO DHMS are tasked with sustaining and modernizing military medical information systems. In order to complete this mission, DHA and PEO DHMS are continually evaluating, justifying, and updating the requirements for the information systems that are designed to transform and improve the delivery of healthcare. Throughout this process, numerous COTS products and information systems are being evaluated to determine their potential for inclusion in Defense Healthcare Management Systems and this review is being conducted with the goal of maximizing the use of competitive awards across the entirety of medical information systems marketplace. The requirements for international medical surveillance and medical planning systems, which are being met by the Travax Enterprise License, will be reviewed as part of this process and competitive procurements will be solicited as necessary to meet these specific requirements.
The JOMIS PMO is in the process of finalizing its complete acquisition strategy, which will formally address how it plans to satisfy requirements for the non-Increment 1 portions of its Program, including Travax. JOMIS will ultimately replace or modernize the current system, will continue to monitor the marketplace (as described in Paragraph 8), and will focus on the goal of maximizing competition for replacement systems and components.
