About this file

This document is a Questions and Answers (Q&A) Log for the Healthcare Delivery Solution (HCDS) Electronic Health Record (EHR) Follow On (MHS GENESIS) contract, solicitation number HT003826X0000, dated 19 November 2025. The log contains eight questions from prospective vendors and corresponding government responses, focusing on key aspects of an upcoming healthcare IT contract between the Department of Defense (DoD) and Veterans Affairs (VA). Key topics include potential joint contract coordination, system integrator model, transition period requirements, vendor licensing, and ongoing system migration considerations.

The government's responses indicate an ongoing strategic partnership between DoD and VA, with a Memorandum of Understanding signed in May 2025 to strengthen inter-agency cooperation. The contract is still in the exploratory phase, with the government seeking industry feedback on critical aspects such as system integration approaches, transition period management, vendor partnerships, and comprehensive sustainment baseline reviews. Notably, initial market research suggests the current Service Provider Integrator (SPI) should maintain the system until the migration is completed, and the government is actively soliciting industry input to refine the procurement strategy.

GOVERNMENT'S RESPONSE

1 13-Nov-25 Scope

Is the DoD coordinating contract activities with the VA for a joint contract, or is the intent to continue having separate contract vehicles for both departments?

19-Nov-25

A Memoradum of Understanding (MOU) between the Secretaries of Defense and Veterans Affairs was signed May 23, 2025. It reaffirms both Departments commitments to strengthen the partnership with a focus on delivering quality health care and the seamless delivery of benefits and services. Both Departments are committed to the signed MOU and are formulating the approach. While many details are unknown at this time, we understand that further inter-agency cooperation (to perhaps include joint efforts) is likely.

2 13-Nov-25 General

Does the DoD intend on changing the current structure and resourcing based on the final approach for the SI model, or does the DoD see the current structure as sufficient to operate within a new model?

19-Nov-25

The stucture and resourcing has not been finalized. As briefed during industry day, the Government requested industry to assist in helping us understand the benefit of a system integrator, if multiple system integrators are more appropriate, or if system integration is even needed given the complexity and make up of the current system. (see industry day brief slide # 22)

3 13-Nov-25 Scope

Does the DOD envision a mandated overlap or “dual operations” period between the current and the new contractor(s), and if so, for how long?

19-Nov-25

The Government requested feedback from industry to support this question. Will begin to refine this as feedback is received. (see industry day brief slide #20)

4 13-Nov-25 Scope

What functions does the DOD intend to retain during the transition period (e.g., program oversight, change control, cyber authorization, operations, etc.)?

19-Nov-25

The Government requested feedback from industry to support this question. (see industry day brief slide #20)

5 13-Nov-25 General

Has the DOD performed a comprehensive sustainment baseline review:

systems inventory, workflows, functional and technical requirements, SLAs, cyber dependencies, etc.?

19-Nov-25

As part of capability support, the Government started a comprehensive sustainment baseline review and is in the process of updating some of the key documents. The Government views this as a continuous process necessary to maintain a comprehensive sustainment baseline.

6 13-Nov-25 Licensing

Are you planning to contract directly with the primary vendors (Oracle, Solventum, Amwell, Henry Schein, Artera, TrackCore, etc.)? If not, will those vendors be required to partner with anyone awarded items requiring that vendor's support/assistance?

19-Nov-25

As briefed at industry day, the Governmetn requested industry to assist how best to build that construct grouping capabilities, such as vendor management, together for performance, cost, efficiency, and optimize competition. (see industry day brief slide #21)

7 13-Nov-25 Scope

Consider including transaction fee assessment / monitoring / forecasting as part of scope. FHIR, ambient listening, and other "per transaction" usage will grow and it's important to understand the impact of change

8 13-Nov-25 Scope

How will the OCI migration, slated to run for a few more years, impact the scope of the procurement?

19-Nov-25

This is a topic the Government will be seeking additional information from industry shortly. As discussed at industry day, initial market research showed the current Service Provider Integrator (SPI) should stay maintain the system until the migration is completed.
