1 BACKGROUND AND PURPOSE

The Enterprise Intelligence & Data Solutions (EIDS) Program Management Office (PMO) serves as the premier data and analytics provider for the Military Health System (MHS). Central to this role is the Data Exchange Platform (DxP), which enables interoperability across the Defense Health Agency (DHA), the Department of Veterans Affairs (VA), and external federal partners.

The Government is assessing potential approaches to modernize the EIDS DxP infrastructure while sustaining critical legacy data exchange systems. Through this effort, the Government seeks industry input on technical solutions, delivery methodologies, and implementation strategies that can provide an innovative, agile, and scalable approach to enhancing enterprise data exchange capabilities.

This Statement of Objectives (SOO) describes the Government’s high-level objectives and desired outcomes. Industry responses will help inform the Government’s understanding of available technical capabilities, associated risks, recommended implementation approaches, and the acquisition strategy best suited to meet the requirement.

The desired solution should support the sustainment of the current data exchange environment while enabling iterative modernization of DxP capabilities. The Government seeks a comprehensive, standards-based solution that can be validated, matured, and scaled across the enterprise, as appropriate. Any future acquisition approach, including the selection of the appropriate instrument and potential follow-on actions, will be determined based on Government requirements, applicable authorities, market research, and evaluation of industry input.

2 PROGRAM OBJECTIVES

The overall goal of this effort is to demonstrate a superior model for managing the DxP lifecycle. The vendor shall propose a solution to achieve the following primary objectives:

Objective 1. Maintain Operational Continuity: Ensure 24x7 operational availability, reliability, and performance of critical production systems (Data Exchange Services (DES), Access Control Services Data Access Layer (ACS-DAL)) in alignment with established Service Level Agreements (SLAs).

Objective 2. Modernize Data Exchange Architecture: Transition legacy data exchange flows to high-performance, containerized, RESTful microservices and modern Application Programming Interface (API) Gateway patterns.

Objective 3. Advance Healthcare Standards Adoption: Implement Fast Healthcare Interoperability Resources (FHIR) R4 compliant APIs and OMOP CDM transformations to align with national healthcare interoperability and research standards.

Objective 4. Enable Real-Time Interoperability: Establish robust event-driven architectures (EDA) and streaming pipelines to support near real-time clinical data exchange and decision-support systems.

Objective 5. Integrate AI/ML & Intelligent Automation: Establish standardized data preparation pipelines, feature stores, and inference endpoints to support AI-driven analytics, natural language processing (NLP), and automated workflows.

Objective 6. Improve Developer & Partner Experience: Create self-service developer portals, automated onboarding workflows, and comprehensive sandboxes to accelerate external partner integration.

Objective 7. Ensure End-to-End Security and Compliance: Maintain continuous Authority to Operate (ATO) postures under the Risk Management Framework (RMF) and implement a Zero Trust security architecture utilizing advanced authentication, authorization, and data encryption.

3 SCOPE OF WORK

The scope of this effort includes all program management, technical expertise, and operational support required to achieve the objectives in Section 2.0. The vendor’s proposed solution must address the dual nature of this effort:
