About this file

This file is a Questions and Answers (Q&A) log for a Commercial Solution Opening (CSO) by the Defense Health Agency (DHA) for Customer Care Prototyping. The Q&A document addresses eight questions submitted by industry vendors between November 4-7, 2025, regarding the HT0038-25-S-C002 solicitation. Key details include that Season 1 of the opportunity will be released in Q1 FY26, with submission instructions to be provided in the Season Notice. The government indicated that submissions must adequately address Advancement, Learning, Adjusting, and Solutions to be considered for award. As of November 7, 2025, the government noted a lapse in FY26 appropriations, with funding required prior to prototype agreement awards. The CSO is structured around "seasons" which represent postings for specific Areas of Interest (AOIs), and the government may accept submissions outside of published deadlines per Section 7 of the CSO.
