CSO Amendment 0001 - Responses to Potential HCD CSO Applicant Questions
Question # Ref. Doc Section Question/Comment Government Response
1 Attachment 3 Cybersecurity
Section 3.0, Pages 1 and 2
There appears to be some remaining question on whether the list of Cybersecurity Requirement in Section
3.0 is still relevant to JOMIS HCD prototyping phase.
Would the Government please confirm that these requirements will apply to prototyping efforts?
Yes, cybersecurity is a critical requirement for all JOMIS products; however, as the Attachment 3 Purpose states “… it is not expected for proof of all requirements to be demonstrated through the Abstract-Down Selection-Award Prototyping Phases…”
2 CSO C. Full Proposal Phase; Page 9
If the pitch is accepted by the Government, would the Government please clarify how long applicants will be given to submit a full proposal?
It is the USG’s desire that full proposals will be received no later than thirty days upon request
3 CSO Page 4, Section II, Solicitation
Overview, Subsection A, Procurement
Approach.
In order to be awarded an OT, the Government has outlined 4 conditions, 1 of which has to be met. In the first condition, it is stated that “There is at least one nontraditional defense contractor or nonprofit research institution participating to a significant extent in the prototype project.” Will the Government please provide a definition for “significant extent”?
While there is no specific definition relating to “significant extent,” consideration is not limited to the level of participation, but may also include any specific key unique contributions offered by the nontraditional defense contractor or nonprofit research institution
4 CSO Page 16, Section D (10)
Will the Government please confirm that a small business subcontracting plan is not a requirement? In this subsection, it speaks to Applicants may include a small business subcontracting plan in their Business Documents.
If invited to provide a Full Proposal, an Applicant will be required to submit a Small Business Subcontracting Plan if a FAR based instrument is being pursued and if required by FAR Part 19.702
5 CSO Page 4, Section II, Solicitation
Overview, Subsection A, Procurement
Approach.
In order to be awarded an OT, the Government has outlined 4 conditions, 1 of which has to be met. The last bullet states “The senior procurement executive determines that exceptional circumstances justify the use of an OT to provide an innovative business arrangement not feasible under a contract or to expand the defense supply base in a manner not practical under a contract.”
It is likely a SPE approval would be pursued only as a last resort as a basis to award an OT and only if other CSO solutions were unavailable using an alternative FAR or non-FAR based
Has this justification been made yet? If not, when do you expect it to happen?
approach as an instrument to award
6 CSO B. Pitch Phase, In order to ensure offerors are able to successfully provide timely responses, would the Government please provide the anticipated the timeline between applicants being notified and executing their pitch?
Applicants invited to the Pitch Phase as a result of an Abstract submitted by the Abstract Submission Initial Cut-off Date will be required to present its Pitch within approximately one week upon being notified
7 CSO B. Pitch Phase, Pages 9 and 13
“These presentations will be conducted through either live, virtual or in-person settings.”
“While the pitches will be presented live to a panel of evaluators, whether virtual or in-person as mutually agreed, the Applicant must deliver the content 48 hours in advance as a read ahead.” To facilitate pitch preparation and to ensure the Government receives high-quality pitches, will the Government confirm that the pitch will be presented live and not submitted pre-recorded.
It is confirmed that the pitch will be presented live and not submitted pre-recorded.
8 CSO B. Pitch Phase, “While the pitches will be presented live to a panel of evaluators, whether virtual or in-person as mutually agreed, the Applicant must deliver the content 48 hours in advance as a read ahead.” Will the Government confirm that the read ahead content referred to is any slides intended to be used in the live presentation (vice complete script or recording)?
It is confirmed that the read ahead content referred to is any slides intended to be used in the live presentation (vice complete script or recording).
9 CSO Page 6 When does the government anticipate that OMDS & OMIG will be available for integration testing?
OMDS is an ongoing modernization effort external to this prototype and will not be complete for the prototype phase. We will simulate the functionality of OMDS by simulating OMDS endpoints for the purpose of the prototype.
10 CSO Page 14 Is there a page count specified for the solution volume? There is no page count limitation for the solution volume.
11 CSO Page 17 There are endpoint and server software required to exercise the prototype. Where does the government want the server-side components hosted? On vendor-owned data center or cloud accounts? Or government-owned environments?
The short answer is, either.
JOMIS has a testing center where a virtualized server can be created to host server/endpoint software. OR the test center can reach out to external resources hosted at vendor owned data center/cloud environments. It just needs to be specified in the Abstract for the proposed demonstration setup.
12 Attachment 1 Page 1 Will the government be providing a node for testing integration of the data seeding process? If not, will government be providing test data or will it be the responsibility of the vendor to provide either a mock node or test data for Turn 0?
JOMIS has cloud based API endpoints for testing the integration of data seeding.
JOMIS needs to know the expected/supported format(s) for data ingestion (FHIR, HL7, etc.).
13 Attachment 1 Page 1 Will the government be providing the Role 1 and 2 hardware for the prototype demonstration? Or is it the responsibility of the vendor to procure hardware aligned to the specifications provided?
JOMIS will provide virtualized/physical hardware for the prototype demonstration at the Testing Center.
14 Attachment 1 Page 2 Are we expected to connect to medical devices referenced in Turn 3 during the prototype phase? If so, what medical device(s) will be used in Turn 3? Will the government provide medical device(s) for the prototype effort or will vendor need to procure designated medical device(s)?
The government will not furnish any specific medical devices in the prototype review.
15 Attachment 1 Page 2 What ancillary data will need to be integrated in Turn 3?
What is the source of this data? Are we creating ancillary data, like prescriptions? Or are we consuming and displaying other ancillary data? Will ancillary data be provided, to be comparable across each of the vendor submissions?
Ancillary data will be provided for the turns (medications and prescriptions, images, lab values, etc.).
16 Attachment 3 Page 1 Does the government expect the vendor to be handling CUI, PII, and/or PHI in the prototyping phase?
All data will be test data; no CUI, PHI, PII.
17 Attachment 3 Page 2 Can the government clarify the term "operate in the DoD space" with respect to the prototype phase? Will software
"Operating in the DoD space" would equate to a Disconnected, be installed on government assets for the prototype? Will staff working on the prototype require any kind of clearance (e.g. Public Trust) in the prototype phase? Will staff be required to request and be approved for CAC cards in the prototype phase?
Intermittent, and Low-Bandwidth (DIL) environment. That will be simulated in the Testing Center by dropping connections/throttling bandwidth.
Additional information will be provided regarding access to the Testing Facility.
18 N/A N/A Does the government expect the prototype to function on the Windows 10 Secure Host Baseline specified? Or can work be done after prototype phase to get product working in the hardened environments?
Innovative solutions are not restricted by specific hardened environment requirements during the prototyping phase.
19 N/A N/A How does the government anticipate performer teams will demonstrate TURN 0 and Role 1 Encounter updates during the pitch phase of the proposal? Will the government provide specifications for the systems listed in the CSO diagrams (e.g. MIP & OMDS) as well as test accounts?
We will simulate the functionality of OMDS by simulating OMDS endpoints for the purpose of the prototype.
20 N/A N/A Can the government please define “minor surgery”. Does general anesthesia administration capability need to be included?
Minor surgeries in the office (MSO) include DNBI (sick call) procedures requiring only local anesthesia (toenail removal, cyst excision, abscess incision and drainage (I&D), joint injections).
Any procedure requiring general anesthesia is not minor. TCCC / Damage Control Resuscitation (DCR) interventions like NCD (Needle Chest Decmpresison), surgical cricothyrotomy, chest/finger thorocotomy, lateral canthotomy/cantholysis, are not minor.
Any surgery at the Role 2 (R2) done for advanced DCR (chest tube, escharotomy, fasciotomy, emergency resuscitative thoracotomy) are not considered minor. Any R2 Damage Control Surgery (DCS) is not minor.
21 N/A N/A Do role 1 facilities require the ability to complete medical orders?
No
22 N/A N/A Is pediatric functionality requested (drug dosing, specific decision support, etc.) as part of this solution?
Yes. Pediatrics (PEDS) are often seen at the Role 1 (R1), specifically Host Nation children in accordance with the Combatant Command Medical Rules of Engagement (MEDROE). Each R1 utilizes the Broselow Bag (Tape) for drug dosing by PED length, not weight.
23 N/A N/A Will this solution have access to a government licensed/owned medication formulary with allergy cross-check functionality, or are performer teams expected to provide that capability?
The Army Medical Equipment Set (MES) 269C has a standard formulary for DNBI (Disease of Non-Battle Injury / sick call) and trauma. ADTMC (Algorithm Directed Troop Medical Care) is the guide for drug dosing over the counter (PEDS and Adults).
TCCC (Tactical Combat Casualty Care) Guidelines guide the formulary for trauma resuscitation.
24 N/A N/A Can the government please provide additional details regarding the requirement for data seeding?
a. In what format will the data seeding be? (i.e. discrete, encountered based, text notes, PDFs)
b. Is there a defined process for feeding this data? (i.e.
on an as-needed basis, targeted based on role/deployment, location, etc.)
c. Will this data need to be purged?
d. Will it be duplicated and contain a unique identifier?
All data seeding functions will be performed by API calls;
Proposed solutions are not restricted by specific requirements during the prototyping phase; EDIPN will be a sufficient unique identifier for demonstration purposes.
Can the government please provide additional details regarding the requirement for data seeding?
25 N/A N/A In other CSOs additional pages were allowed for each additional teaming partner/sub. Will JOMIS authorize additional pages for each teaming partner/sub?
Page count remains unchanged.
26 Attachment 1 N/A Attachment 1 lists a specific challenge scenario for prototyping. The Abstract does not specifically ask us to describe the solution for that scenario. Does JOMIS expect abstracts to specifically discuss that scenario?
The expectation is to describe how the proposed solution can solve specific challenge scenario.
