About this file
This is a Limited-Sources Justification document from the Defense Logistics Agency (DLA) Troop Support, Medical Supplier Operations, Electronic Catalog Division for the sole-source procurement of 8 Olympus Slim Colonoscopes with Dual Focus NBI (model PCF-HQ190L) for Walter Reed National Military Medical Center.
The justification explains that only Olympus pediatric colonoscopes meet the requirements due to their unique variable stiffness feature, dual focus capability, and compatibility with existing Olympus endoscopy processors and cleaning equipment at Walter Reed. The devices will replace end-of-life "180" generation pediatric colonoscopes with new "190" generation models. The purchase will be conducted under the ECAT Multiple Award Schedule Program, with an RFQ to be sent to Medical/Surgical contract holders to obtain best pricing. Market research using FDA, Google, and ECRI sources confirmed Olympus as the only viable source. The justification was signed by the Contracting Officer on 11/13/2024 and Technical Branch IST Chief on 11/15/2024.

4. This action is being conducted under the authority of the ECAT Multiple Award Schedule Program. The circumstances justifying waiving the competition requirements is FAR 8.405- 6(a)(1)(i)(B) – Only one source is capable of providing the supplies required at the level of quality required because the supplies are unique or highly specialized. As explained below, this particular brand name product is essential to the Government’s requirements, and market research has established that other companies’ similar products cannot meet the Government’s needs.
Olympus pediatric colonoscopes include variable stiffness, a feature not available on any other pediatric colonoscopes from other companies. All these scopes and other equipment work together to allow the physicians to treat and diagnose disease and prevent colon cancer in the most superior manner possible. These pediatric colonoscopes also offer a dual focus feature, allowing the examination of colonic features at a minimum amount of distance, an Olympus feature. Dual focus is technically a preference. Olympus scopes are considered superior to other company’ scopes on the market.
Additionally, the endoscopy processors in the rooms are only compatible with Olympus scopes, specifically, the display equipment, monitors, are made by Olympus as well and contain the inputs and video processing that is optimal for Olympus equipment. The equipment that is used to clean or High Level Disinfect the rooms is only compatible with Olympus endoscopes.
Furthermore, the rest of the Olympus inventory of endoscopy scopes owned by the Gastroenterology Service are all Olympus and are compatible with the equipment listed above, approximately 80 units. The optimal is in reference to the endoscopy monitors that the physician views, however that matters less because no other companies’ product is compatible with Walter Reed’ setup. These pediatric colonoscopes are required to be used in Olympus endoscopy processors, which provide all the power and other imaging requirements. Endoscopy scopes made by other companies will not work in or function in the processors at Walter Reed.
The existing and at end-of-life pediatric colonoscopes are not in suitable condition to maintain use during the case load that the Gastroenterology Service requires of their medical instruments.
No other manufacturer has the capability of meeting the Walter Reed National Military Medical Center’s requirements listed above. Only Olympus SLIM COLONOSCOPE W/ DUAL FOCUS NBI can satisfy the requirement.
5. DLA Troop Support has already determined the prices of the supplies under the ECAT Multiple Award Schedule Program fair and reasonable based on a favorable comparison to other than certified cost or pricing data. Request for Quotation (RFQ) will be sent to all Medical/Surgical contract holders prior to placement of the delivery order to obtain better pricing. This acquisition represents the best value to the Government consistent with FAR 8.404(d).
6. Market research was conducted using the FDA website, Google, and Emergency Care Research Institute (ECRI) website. Within the product catalog of pediatric colonoscope with dual
