About this file

This document is a Justification and Approval for Other than Full and Open Competition to purchase three advanced hearing aid verification systems from a single source. The Defense Health Agency (DHA) requires the hearing aid verification systems to automatically verify and adjust hearing instruments, measure high frequency amplification, and be compatible with the hospital's existing equipment. The Audioscan Verifit 2 system was selected due to its capabilities and the familiarity of the Audiology Department with the Audioscan interface. E3 Diagnostics is the sole authorized provider of the Audioscan Verifit 2 and related NOAH Hearing Aid Testing Equipment in California. The contracting officer will determine the proposed price is fair and reasonable prior to award. The contract, awarded to E3 Diagnostics for $52,500, has a 30-day delivery period and is a Firm Fixed Price contract funded by the Defense Health Program.

4. Statutory Authority Cited permitting other than full and open competition: 41 U.S.C. 1901;

E3 Audiometrics offers multiple hearing aid testing devices from various manufacturers, but the Verifit 2 was selected over the other hearing aid testing devices due to its range of functions and the familiarity the providers at the Audiology Department have with the Audioscan interface and software, mitigating operational down time and the need/cost for retraining.

6. Efforts to Obtain Competition: e3 Diagnostics is only source capable of providing the required equipment. e3 Diagnostics, located in San Diego area/ Modesto and Los Angeles area offices, are the sole source factory trained representatives for the Audioscan Verifit 2 and NOAH Hearing Aid Testing Equipment. The representation includes the sale, installation, calibration, and service maintenance of the entire product portfolio within the state of California. There are no opportunities to obtain additional competition for this specific brand name product.
