About this file
This document is a Request for Information (RFI) issued by the Defense Health Agency (DHA) to gather information on existing, emerging, and novel approaches to address workforce wellness using biometric data. The DHA is seeking a comprehensive workforce wellness monitoring, biometric monitoring devices, wellbeing and recovery indicators, enterprise data analysis, and content delivery solution. The desired platform should include an integrated biometric ring device to build and deliver action plans and tools to address burnout, retention, and other workforce challenges. The platform should provide individual, group, and role-based interventions, content delivery and communication capabilities, real-time visualization of workplace wellness, and the ability to intake non-physiological data. The DHA is not seeking proposals at this time and will not pay for any costs associated with responding to this RFI. Responses are due by the specified date and should address the vendor's overall capabilities, biometric device, cloud-based functionality, integration with third-party vendors, and experience working with federal entities. The DHA will use the information gathered to refine requirements and develop future acquisition strategies.

1.0. Purpose:
The Defense Health Agency (DHA) seeks to gather information on existing, emerging, and novel approaches to address workforce wellness using biometric data. The information gathered on availabilities, capabilities, and other pertinent marketplace data will strengthen the DHA’s understanding of the current and future marketplace to enhance its ability to obtain quality services economically and to efficiently and lawfully establish potential vendor sources, listings and requirements. The DHA will not award any contracts under this notice.
1.1. Introduction:
The DHA lacks an ability to quantify the wellbeing of its workforce, identify leading indicators of occupational burnout, and to effectively measure the impact of organizational interventions on staff wellbeing on a continuous basis. The DHA seeks a complete framework and approach to gain insight into the overall function and wellness from the clinic/department level up through the highest levels of leadership in the Agency.
The goal is to inform future acquisition strategies and provide a meaningful mechanism to engage with staff, understand and better architect organizational choices, and align strategic priorities and communications. The DHA is interested in understanding the capabilities of existing and emerging technologies to develop and implement a standardized, data-driven framework for measuring wellbeing, fulfillment, and sentiment / human factors leveraging all data sources relevant to workforce; real-time monitoring of staff wellness across enterprise; and build and delivery of action plans and tools to various workforce populations to address burnout, retention, etc. including both direct and indirect wellness interventions. The information provided by industry will be used to refine requirements, develop future acquisition strategies, and identify potential solutions. The responses to this RFI will contribute to the planning process for a potential future solicitation.
1.2. Background:
The DHA has established a Wellbeing Office (WBO) to measure and improve personal wellness for DHA employees and to address overall workforce wellbeing for its professional and clinical staff. Healthcare burnout has reached epidemic levels as documented in national peer-reviewed studies, with consequences and negative effects on patient care, professionalism, individuals’ own care and safety, and the viability of healthcare systems.
Individually, allostasis is a key component of effectively measuring and addressing occupational burnout. The literature also indicates that both individual-focused and structural and organizational strategies can result in clinically meaningful reductions in burnout among physicians. The DHA will address the individual and social strategies through intervention and feedback programs specifically tailored for a healthcare organization. In conjunction with programs to mitigate burnout, the DHA requires biometric monitoring of the physiological biomarkers of allostatic load via a ring form-factor device, which has demonstrated substantially higher wear compliance, device utilization, and form factor preference from over 10,000 users across multiple DOD operational programs and research studies.
1.3. Description of Need:
The DHA is seeking a Commercial Off the Shelf (COTS)/Government Off the Shelf (GOTS) comprehensive workforce wellness monitoring, biometric monitoring devices, wellbeing and recovery indicators, enterprise data analysis, and content delivery. DHA requires an all-in-one digital platform with an integrated biometric ring device to build and deliver action plans and tools to various workforce populations to address burnout, retention, etc. including both direct and indirect interventions. By building these within a single platform, the DHA will leverage data (including biometrics) across all proposed programs and domains and track data at the enterprise level. This is in addition to being aggregated and analyzed as part of the data-driven Wellbeing approach. The platform should be able to deliver the following desired capabilities:
a. Individual, group, and role-based interventions to modify behaviors such as biometric feedback programs, qualitative measures, and other vendor-developed protocols. The measures of success for all delivered programs are enhanced individual resiliency to workplace stressors, decreased medical errors, and reduced employee turnover.
b. Content delivery and communication ability for DHA-developed messaging and campaigns on a real-time basis, specific to any given hospital or location.
c. Accurate, real-time visualization of workplace wellness across all the enterprise at echelons of the DHA, including but not limited to physiological data.
d. Data intake of non-physiological data from users.
1.4. Capability Requirements:
The DHA seeks an innovative solution that will meet the criteria listed above in para 1.3. The vendor’s capability should address the below functional needs:
a. Content and Program Delivery: Capability to provide a suite of programs as described in para 1.3 aligned with the desired outcomes.
b. Recruiting and Enrollment: Capability to actively recruit participants on a voluntary basis and conduct all enrollment activities necessary to onboard participants.
c. Engagement and Events: Capability to engage the DHA workforce through awareness campaigns, marketing, and on-the-ground efforts at 130 command-level Military Treatment Facilities to ensure maximum participation.
d. Participation Analytics and Metrics: Capability to provide data analytics and reporting metrics to individuals, and fully de-identified aggregate reporting to DHA.
e. Supplemental Hardware: Capability to furnish biometric devices and wellness programs to eligible participants based on the government provided distribution plan.
f. Monthly Reporting: Capability to provide a summary of all programmatic tasks and metrics undertaken in support of this activity, including but not limited to adoption, attrition, engagement, and other relevant data reporting that indicates program uptake and utility for the population.
g. Compatibility with both Android and iOS operating systems
