REQUEST FOR INFORMATION (RFI)

inTransition Support Services

1.0 Description

1.1 THIS RFI IS BEING ISSUED IN ACCORDANCE WITH FAR SUBPART 15.2. The Medical Affairs, Clinical Support Division of the Defense Health Agency (DHA) has a requirement to provide support to transitioning service members and/or Veterans who are currently receiving psychological health care (i.e., mental health care or behavioral health care) and/or moderate to severe traumatic brain injury (TBI) care and wish to receive care at their new destination or with a new provider in their same location or wish to initiate psychological health care for the first time.

1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is being issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Either a notice of intent to sole source or solicitation synopsis will be posted via SAM.gov.

2.0 Background

2.1. The Department of Defense (DoD) created inTransition in response to a 2007 report by the DoD Task Force on Mental Health. This report revealed that a concerning number of Service members were disengaging from mental health care treatment as they transitioned from the DoD to VA healthcare systems and that disengagement contributed to worsening mental health. As a result, inTransition was established in 2010 to provide continuity of care support for Service members, National Guard members, Reservists, and Veterans seeking access to mental health care.

2.2 The program was codified in DoD policy under DoDI 6490.10 Continuity of Behavioral Health Care for Transferring and Transitioning Service members (March 26, 2012; Incorporating Change 1, Effective October 28, 2015). Initially, inTransition was an “opt-in” support service for which eligible Service members could choose to enroll in. However, in 2014, the Presidential Executive Action concerning “Improving Service members’ Transition from DoD to VA and Civilian Health Care Providers” directed inTransition enrollment be mandatory for all transitioning Service members receiving mental health treatment.

3.0 Requested Information

3.1. DHA has a requirement to provide inTransition Support Services, a transition support access capacity that provides a 24/7 response, to include a toll-free number and electronic engagement capability for a broad range of users, such as Service members and their families, providers, and others seeking information regarding inTransition or psychological health resources.

inTransition provides individual coaching to Service members and Veterans seeking a new mental health and/or moderate to severe Traumatic Brain Injury care provider or in maintaining care continuity as they transition between providers, geographic locations, and health care systems.

3.2. Capability Needs:

3.2.1. Capability to establish and maintain a 24 hour a day, 7 days a week (24/7) response, offering toll-free and/or electronic contact capacity that operates 365 days per year.

3.2.2. Capability to provide an fully operable external call center, staffed with Data Analysts, Outreach Specialists, trained Call Center personnel and licensed mental health coaches.

3.2.3. Capability to provide coaching support services by offering information and ongoing coaching to assist Service members and Veterans connect to care, overcome barriers to connecting to care, and otherwise encouraging the utilization of mental health services

3.2.4. Capability to provide personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision necessary to facilitate inTransition Support Services.

3.2.5. Capability to staffed professionals who are trained and licensed and provide mental health care.

3.2.6. Capable of identifying of mental health referral sources.

3.2.7. Capable of obtaining and meeting the Department of Defense (DoD) Common Access Card requirements prior to network access.

3.2.8. Capability of developing a Program Management Plan for use to manage, track, and evaluate performance.

3.2.9. Capability to designate a Program Manager, with experience in a medical/public health field, to oversee this contract and manage staff performing the tasks under this contract.

3.2.10. Capability to meet DoD and Federal Law requirements for cybersecurity and agreements (hospital participation and business/data sharing agreements) prior to the contract award.

3.2.11. Capability to provide an in-person and virtual outreach, such as logistical coordination and presentations for mental health.

3.2.12. Capability of developing and executing direct contact strategies (e.g., panel presentations, within and inter-agency briefings, MTF and VA site visits, conference presentations) and dissemination of information and materials

3.2.13. Capable of developing and implementing strategies to measure effectiveness and impact of inTransition, its supporting strategies, content, and elements; strategy may include current data analytics.

3.2.14. Capability to provide provides a live response of transitional and psychological health resources (PHRC).

3.2.15. Capability to provide an inTransition Resource Database that supports the inTransition coaches and the PHRC by providing a searchable repository of information and resources for use by personnel.

4.0 Responses

4.1 Interested parties are requested to respond to this RFI with a Capability Statement to include two sections: Section 1-Administrative Information per RFI Section 4.3 and Section 2- Requested Information per RFI section 3.0. Capability Statements should be tailored to the particulars of this effort. In addition, if significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management approach for such arrangements.

4.2 Capability Statements should be submitted in Microsoft Word for Office compatible format and are due no later than 1 PM EST, Monday, February 14, 2025. Responses shall be limited to 8 (eight) pages for Section 2 – Requested Information per RFI 3.0 and submitted via e-mail to Crystal Randolph, crystal.d.randolph.civ@health.mil. Please use the following title in your email subject line HT0011-24-RFI-0051 inTransition Capabilities. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. RFI submissions submitted after the due date will not be assessed.

4.3. Section 1 of the Capability Statement shall provide administrative information, and shall include the following as a minimum:

4.3.1. Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact.

4.3.2. Recommended contracting strategy.

4.3.3. In order for the Government to assess the market capability of your company or organization as to the administration of one or more aspects of the inTransition Call Center contract, please provide the following information:

b. DUNS;

c. CAGE CODE;

d. Applicable NAICS Codes;

e. Business size status and date of last certification; and

f. Applicable GSA SINs [to include description of SIN product/service classification/description];

g. Contracting vehicles that would be available to the Government for the procurement of the service. [i.e. GSA PSS, GSA OASIS, NASA SEWP, etc.] (This information is for market research only and does not preclude your company from responding to this notice.)

4.3.4. Questions to Respondents – Provide answers to the following questions, include assumptions or other conditions.

a. Given a complete solicitation, what would be the minimum time the business concern would reasonably require for preparing a quote or proposal for a competition?

b. Considering the answer to the previous question and the likelihoods the results of this

RFI could support a competitive solicitation, would the business concern respond to a solicitation for competitive quotes or proposals?

c. Given the uniqueness of this requirement, would your business consider these services being requested as commercially available?

d. In response to the previous question, what special requirements, if any, should be considered by the Government for this type of service?

4.3.5. In response to this RFI, please answer the following questions based on DFARS Clause 252.204-7008 and 252.204-7012.

a. Is your company currently compliant with the requirements for information systems in the DFARS provision 252.204-7012?

b. If your company is not currently compliant, and your company is interested in submitting a quotation or proposal under any future resulting solicitation, could your company become compliant with DFARS 252.204-7012 by the time of submission of a quotation or within 30 days of submission of a quotation?

c. Is your company and associated company employees working Cybersecurity (Information Assurance (IA))/Cyberspace functions compliant with DoD training requirements in Department of Defense Directive (DoDD) 8140.01 (latest version), and DoD 8140.03 (latest version)?

d. If your company is not currently compliant and your company is interested in submitting a quotation or proposal under any future resulting competition, could your company become compliant with DoDD 8140.01 and DoD 8140.03 by the time of submission of a quotation or proposal or within 30 days of submission of a quotation or proposal?

4.4 The number of pages in Section 1 – Administrative Information of the Capability Statement shall not be included in the 8 (eight) page limitation for Section 2 – Requested Information of the white paper. Section 2 – Requested Information of the Capability Statement shall provide the information as requested in Section 3.0 of this RFI and shall be limited to 8 (eight) pages.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide inTransition Call Center Services. The information provided in the RFI is subject to change and is not binding on the Government. The DHA has not made a commitment to procure any of the items/services discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. Telephone inquiries WILL NOT be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Questions submitted regarding this RFI will not be accepted or acknowledged nor will there be a response.
