FOR OFFICIAL USE ONLY - Source Selection Information – See FAR 2.101 and 3.104

DHA PGI 208.405-6, Attachment 1 (06-21-2018)

4. This acquisition is conducted under the authority of the Multiple Award Schedule Program, 41 U.S.C. 152(3) and 40 U.S.C. 501, and Regulatory Authority FAR 8.405- 6(a)(1)(i)(B) – Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

5. Rationale Justifying Use of the Regulatory Authority Cited: The incumbent, NetImpact Strategies Inc, possesses the operational infrastructure and knowledge required for successful performance. The Contractor can continue to provide the support required during this transitional contract without a loss of efficiency and negative impact to the Program Management support. Only NetImpact Strategies Inc can start performance within this short period of time and prevent a gap in services. These services must continue uninterrupted in order to meet the needs of DHA and HIT J-6/SDD.

Although there are other sources available that can meet the Government’s requirements, none would have the infrastructure or expertise available to support a fully functional Program Management Support Program without significant delays, lead-time, incurred costs, duplication of efforts and substantial investments of time and resources by the Government.

6. Determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 8.404(d): Bids, proposals, or quotations have not been solicited from additional sources as prescribed by FAR 5.207(c)(15). A Bridge contract will be issued to the incumbent NetImpact Strategies Inc. Based on the expected short term of the contract and the authority of FAR 8.405-6(a)(1)(i)(B), the Government may make and award to the incumbent in the case of follow-on contracts.

Currently, the follow-on contract is pending the Source Selection Authority’s (SSA) award decision, with an anticipated award date of 1 June 2019. The contracting officer felt it prudent to have a Bridge requirement prepared to issue in-case the award does not occur by 1 June 2019 or if a protest is received, preventing the award and performance of the follow-on contract.

7. Description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted:

This requirement is the result of aligning four separate task orders, all providing similar efforts for different activities now under SDD due to the reorganization, into one viable acquisition action. The task orders being merged are;

a) W81XWH-08-D-0028-0049 BUSINESS OPERATIONS AND PROGRAM

MANAGEMENTSUPPORT SERVICES: Currently being performed by Deloitte with an expiration date of 10 December 2017,

b) W81XWH-08-D-0032-0013 Defense Health Services System (DHSS) Program Executive Office Project Management, Configuration Management and Agile Support: Currently being performed by IBA with and expiration date of 17 October 2017,

c) W81XWH-08-D-0032-0018 Solution Delivery Division (SDD) Clinical Program Management Support: Currently being performed by IBA with and expiration date of 16 October 2017, and

d) HHSN316201400001W – W81XWH-15-F-0392 Program Management Support Services:

Currently being performed by Informatics Applications Group, Inc. with an expiration date of 16 October 2017.

e) HT0011-17-C-0019 - Program Management Support Services - Currently being performed by NetImpact, Inc. with an expiration date of 16 October 2017.

Market research was conducted through the issuance of an RFI which detailed the critical factors and the requirements of the PWS. Sixteen respondents provided their information for all questions asked. A board of Government technical leads reviewed each response against the critical factors to answer three main questions. First, would this requirement result in enough responses to justify adequate competition and ensure price fair and reasonableness? Second, is this a requirement which should be set aside for small businesses? Third, was GSA’s PSS schedule correct for the requirement and result in receiving the most proposals?

The results of the RFI is there is sufficient sources available who will provide a proposal which will ensure competition and fair and reasonable pricing. This requirement should not be set aside for small businesses, and GSA’s PSS schedule is the correct schedule to solicit this requirement on.

All requirements of the PWS are considered commercial in-nature and not written specifically towards Government specifications. GSA’s PSS Schedule is the proper avenue to solicit this requirement which will reach numerous contractors contained on USAMRAA’s TEAMS contract, meets the requirements of the PWS and offers the best pricing available to the Government

8. Other Facts: This resulting sole source FFP contract is being implemented in order to keep the current services operational until the logical follow-on is awarded.

a. The follow-on acquisition is currently pending review and approval by the SSA, followed by the Solicitation/Contract Review Board (SCRB) meeting.

b. The Bridge contract prices are the same as the current contract prices – Estimates detailed in the IGCE attached.

9. Actions to overcome barriers: PS-CD is currently in the process of awarding the follow-on solicitation for a follow-on contract under full and open competition on the GSA Professional Services Schedule (PSS) under FAR Part 16.505. The anticipated award dated is 1 October 2019, provided all award documentation is prepared and accepted and there are no protests preventing award.

The current Bridge contract HT0011-17-C-0019 awarded by CO-FC for Program Management Support services will expire on 31 May 2019.

SDD began preparations for a new contract competition in January 2016 with PS-CD assuming responsibilities on 26 August 2016. This request for a sole source contract is not due to the Agency’s lack of planning.

SDD and the Contracting Officer have decided that the new contract will be competed using full and open competition after exclusion of sources, and will not be set-aside for small business concerns. The award of a logical follow-on incurred unanticipated delays due to the refinement of acquisition documents and the inclusion of DAD IO/J-6 requirements.
