J&A Tracking No. JA19-0001B
1. Identification of the agency and contracting activity: DHA, Health lnfonnation Technology (Hin Directorate, 7700 Arlington, Boulevard, Falls Church, VA 22042
2. Nature and/or Description of Action being approved: The government intends to negotiate a Firm Fixed Price Task Order or procurement with the incumbent INTELLIDYNE, L.L.C. The current contract W81 XWH-08-D-OO I 3 Task Order number 0007 expires on 29 October 2018.
3. Description of Supplies/Services: The objective of this bridge is to use the ITSM ITIL framework to provide consistent, available, and reliable IT services to DHHQ locations that use the NSS supported local area network {LAN). In addition, the consolidation of all Network/IT support provided to the entire DHA, for all DHA facilities worldwide will require the integration of the IT support provided under this statement of work in to the DHA Enterprise Support footprint where ever possible.
Using proven industry standards, the contractor shall provide for the services required to effectively manage, operate, maintain, and in addition provide for the integrate or transfer of IT support to or with other DHA Enterprise IT support elements in order to modernize the OASD (HA)/DHA DHHQ Site automation environments. The contractor, will provide for the scaling back of direct support provided under this statement of work and the transition to a full partnership with the DHA Global Service Center and all other DHA IT support elements, to include but not limited to DHA Life Cycle Management, DHA Regional Operations, DHA Enterprise Service Management, and DHA Network Operations wherever possible in order to fully integrate into the MHS Joint Active Directory Management and MHS Medical Community of Interest network environments systems and infrastructures.
The goal and objective of these activities are to fully integrate all areas of support to an enterprise support model to include, but no limited to, desk side support, remote or onsite troubleshooting, Onsite IT touch Labor, NSS activity program management, network security and Infrastructure Assurance activities to include RMF/ATO support, in room video teleconferencing support, DHHQ site asset management, and network/systems engineering where required

4. Statutory and Regulatory Authority Permitting Other Than Full and Open Competition (see FAR 6.302),): IO U.S.C. 2304(c)( l ) 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements
5. Rationale Justifying Use of the Statutory Authority Cited: Currently INTELLIDYNE, L.L.C. is the incumbent performing the NSS task under W81XWH-08-D-0013 Task Order number 0007 and can start performance immediately, therefore, preventing any gaps in service.
It would be cost prohibitive and time consuming to bring on a new Contractor for the short time needed until the follow on acquisition is complete. To ramp up a new Contractor for such a short effort would cause a loss of efficiency and have a negative impact to the NSS operations for the DHA. In addition, other sources would result in unacceptable delays in fulfilling the agency's requirements.
INTELLIDYNE, L.L.C. possesses the unique insight into the operational infrastructure and situational knowledge required for successful performance without a loss of efficiency and negative impact to support NSS operations for l&O Division. INTELLIDYNE, L.L.C. has vast experience in this area. Their proposed personnel are well qualified and performance satisfactory on the current contract to date.
If the current legacy contract expires, the agency requirements will be seriously impacted by losing IT support services required. This includes but is not limited to, operating and maintaining the entire DHHQ sites network domain as well as its respective network support services and associated infrastructure. A competitive contract to replace the legacy contract is in process for FY19, but will not be completed in time to avoid a work stoppage.
6. Efforts to Obtain Competition: Bids, proposals, or quotations have not been solicited from additional sources as prescribed by FAR 5.207(c)(15). A Bridge contract will be issued to the incumbent INTELLIDYNE, L.L.C .. Based on the expected short term of the contract and the authority of FAR 6.302-1 (a)(2)(iii), the Government may make an award to the incumbent in the case of follow-on contracts.
Under Federal Acquisition Regulation 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements policy requires posting of a Request for Information (RFI) and Sources Sought notice prior to soliciting non-competitive acquisitions that are exempt from the requirements in FAR Part 6.
Waiver to the requirement of posting a Request for Information (RFI) or Sources Sought notice prior to soliciting non-competitive acquisitions citing FAR 6.302-1 {a)(2)(iii} "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Was approved by the HCA on October 4, 2018.
