Solicitation Number:

Version: 7 Date: 6/29/2018

PART 1

1.0 GENERAL INFORMATION

1.1 This is a non-personal services contract to provide an Electronic Security System (ESS) for DHA leased space in the Bank of America Building, San Antonio, TX.

1.2 Description of services/introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the procurement, installation, and integration of Electronic Security Systems (ESS) for the DHA leased space in the Bank of America Building located in San Antonio. The ESS shall consist of an Electronic Access Control System (ACS), and Closed Circuit Television System (CCTV) in an integrated configuration. ACS components shall be standardized across all DHA facilities to the greatest extent possible for the purpose of minimizing operational and maintenance costs. The new ESS will be installed on the ground level DHA Mechanical Room and floors 3, 11, 17, and 18 of the Bank of America Building as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The Contractor shall perform to the standards in this PWS.

1.3 Background: The Bank of America Building in San Antonio is the worksite for approximately 700 civilian, military and contactor personnel assigned to the Defense Health Agency. The current access control system at this worksite is outdated and due to the many temporary “fixes” required over the years, the system has become untenable and is in jeopardy of not being able to maintain current DHA security requirements. The current system at this worksite requires a total over haul to ensure the safety and security of DHA personnel working or visiting the DHA leased spaces in the building.

1.4 Objectives: This action will allow for the installation of a new ESS that is compatible/intergratable to the other DHA facilities. This requirement is not a follow-on requirement and there are no other efforts underway to support this effort. Procurement, installation and integration of all necessary and appropriate network infrastructure, cabling, conduit, hardware, software, and peripherals to create a “turn-key” unified ESS the can be integrated with the existing network and other ESSs deployed throughout other DHA facilities in San Antonio. This new and upgraded ESS shall consist of an ACS which has electronic card readers to control the entry of personnel into the DHA leased work spaces in the building while still allowing for emergency egress when needed and a CCTV system which provides video monitoring. The ESS shall be Homeland Security Presidential Directive (HSPD-12) published August 2004 (http://www.dhs.gov/homeland-security-presidential-directive-12#1) and Federal Information Processing Standard Publication (FIPS 201) (http://csrc.nist.gov/publications/PubsFIPS.html) compliant.

1.5 Scope: The Contractor shall procure, install, and integrate all necessary and appropriate network infrastructure, cabling, conduit, hardware, software, and peripherals to create a “turn-key” unified ESS as described in this PWS with required equipment to provide access control, and video monitoring for the Dense Health Agency (DHA) facility located at the Bank Of America Building, San Antonio. This system shall be installed and configured in such a way that it can be locally and remotely monitored and managed via a Web-based solution. Contractor shall supply all equipment, materials, documentation and labor required to implement this ESS. Upon completion of work, Contractor shall turn over a complete and operational system as described in this PWS and the referenced documents. In addition, the Contractor shall remove and dispose existing system components as deemed necessary to implement the new ESS.

1.6 Period of Performance (PoP): The system will be tested and fully installed within 240 days of contract award.
