Questions in regards to Solicitation HT0011-14-R-00221, Other Health Insurance
1. Section L, Proposal Preparations Instructions, pg. 94 of 105 – Can the government please confirm that the requirement is correct in requiring both electronic and CD/hard copy submissions? Answer: No hard copy, ONLY electronic copy.
2. Section C, 1.6.9.1 System Security – Can the government confirm if there is a possible wrong reference to CDRL (Attachment 9) in paragraph? Answer: see updated PWS.
3. Section C, 1.6.9.3.5 – Appear to be missing Attachment 10 in proposal release. Answer: No attachment 10. See provision 252.204-7012
4. Section C 1.6.9.3.6 – Appear to be missing Attachment 11 in proposal release Answer: No Attachment 11. See provision 252.204-7012
5. Section L (page 98) reference a PP Template (Section J, Attachment 26) that appears to have not been included with proposal release and later on in that same location, multiple references are made to (Section J, Attachment xxx) which we assume is the same document. Can the government please verify that reference is correct and if so, can the template be provided? Answer: See attachment 10
6. Section C, 6.2.4 (page 53 & 54) talks about CMRA (Deliverable 16) that is to be completed and submitted online once a year. The purpose is to collect ALL contractor labor hours, but since this is a FFP contract is this requirement still valid? If not, can this deliverable requirement be removed? However, if the requirement remains, Technical Exhibit 2 requires this deliverable is due in both Hardcopy and Electronic, however to our knowledge this is only done electronically. Please verify. Answer: Electronically will suffice.
7. Due to the very tight page counts, specifically in Volume II (10 pages) we request that the cover page, table of contents, and past performance questionnaires/templates be excluded from page count. Answer: Cover page, table of contents are excluded from page count.
8. In the provided Pricing Table CLINS 0013, 1013, 2013, and 2014 are a line items for ODCs. However, the PWS in section C 1.6.16 states there are no ODCs. Can the government please clarify? Answer: Yes DMDC
9. The PWS has an Exhibit 5, DD-254 requirement, but the PWS does not address facility clearance requirement nor does it address the DD-254 submission. We recommend that a Facility Clearance level of at least Confidential be required because of the potential of having to store documents containing PHI and/or PII on site and the need for submit for and hold the ADP clearances. Answer: See attachment 5.
10. This contract is to identify and annually validate OHI coverage and put it in DEERS. However in Section 1.6.1 this solicitation also states "initial recovery", which is a billing and collection component, along with a statistical cost avoidance report. Typically billing and collection with statistical reporting is a different contract, based on a percentage of collections and if it were included it should be an additional CLIN. Please clarify the intent of the solicitation. Answer: The government will be doing their own cost avoidance report.
11. Section C, 5.10 requires that “The Contractor shall establish a Memorandum of Understanding (MOU) for the purpose of addressing necessary cooperation, exchange of information, contract specific OHI variables, and points of contact to include but limited to database updates, OHI discrepancies, beneficiary and congressional inquiries. ….” Can the government please be more specific in regards to whom the MOU would be established with as well as the other agreements that may be required under this contract.
Answer: The contractor will establish MOUs with whomever they deem necessary to obtain and validate OHI.
12. On page 94, the PWS references an Attachment 1 but it does not appear to be the same Attachment 1 as referenced on page 56, (Performance Requirements Summary). Can the government confirm which reference to Attachment 1 is correct?
Answer: Attachment 1 is the Performance Requirement Summary
13. Section L, pg. 98 appears to require 5 past performances at one point and 3 “primary past performances” at another section. IN addition, the process seems to indicate that only 3 submissions are required. Can the government please clarify it’s expectation as to number of past performances will be required?
Answer: 5 total references, at least three from the prime contractor
14. Section C, 1.6.9.3.7 Privacy Act and HIPAA Training – Can the government confirm if the specified training is required for our entire staff of just those working directly on the program? Answer: Privacy and HIPAA training is required for all employees
