Title: DEPARTMENT OF DEFENSE PATIENT SAFETY PROGRAM SUBSCRIPTION AND DISTRIBUTION
OF PHARMACEUTICAL PUBLICATIONS
Requiring Activity Name: Office of the Chief Medical Officer, TRICARE Management Activity
1.0 SCOPE
This PWS requests for services and materials to furnish the Department of Defense (DoD) with subscriptions to existing pharmaceutical publications and advisories that address the importance of patient safety and medication errors. The publications will be based upon current and valid concerns within the healthcare industry to prevent actual or potential medication errors. Moreover, the publication will be associated, accredited, or collaborate with national institutions and national reporting on medication errors and address both the medical personnel and patients.
1.0.1 Background
The DoD Patient Safety Program is a comprehensive program with the goal of establishing a culture of patient safety and quality within the Military Health System (MHS). The program encourages a systems approach to create a safer patient environment; engages MHS leadership; promotes collaboration across all three Services; and fosters trust, transparency, teamwork, and communication.
Currently, medication errors account for a high percentage of all actual and near miss reported events within the MHS. The DoD Patient Safety Program recognizes the need to decrease the incidence or potential of a medication error. Therefore, the program has taken the initiative to provide the tools necessary to the MTFs to decrease the likelihood of a medication error. One of these tools will be to inform and notify all MTFs, Tri-Service wide, of important and relevant information to increase patient safety and awareness when prescribing, dispensing, and administering medications.
1.0.2 Objectives
Provide DoD with currently published pharmaceutical publications that create and promote an awareness to increase patient safety and decrease medication errors within the medical arena.
The publications will be based upon national standards and address current and upcoming issues on actual and potential medication errors within healthcare.
2. Products and Maintenance Services
The contractor shall provide products as configured below with associated maintenance services. This requirement has been reviewed and contains no services that are inherently governmental functions. All services are strictly non-personal in nature. All equipment is required to be new equipment. The products are:
Pharmaceutical and medication error publications that will cater to an audience consisting of medical personnel and beneficiaries.
Publications that will address a variety of medical specialties.
Publications that are nationally respected in the field, recognized as being timely, and function as one of the comprehensive medical alert systems in the world.
2.0.1 The Contractor will provide a 36-month subscription for 181 DoD hospital/clinic and ambulatory sites and five medical headquarters to currently published pharmaceutical newsletters focusing on medication errors and patient safety. Specifically, the Contractor will provide three newsletters focusing on 1) acute care health systems,
2) community/ambulatory systems, and 3) consumers (patient & family).
2.0.2 The DoD Patient Safety Program requires a pharmaceutical newsletter focusing on patient safety within acute care health systems. The newsletter (Deliverable 1) will be distributed electronically via e-mail and will be forwarded to Points-of-Contacts within the MHS healthcare facilities as determined by the COR. The newsletter will provide a systems approach to implement improvements and changes within healthcare organizations and relate vital and potentially life-saving information about medication and device errors and adverse drug reactions, as well as timely notifications on emergent advisories. The newsletter may be reproduced and circulated in whole or in part within MHS healthcare facilities.
2.0.3 The Contractor will provide a newsletter (Deliverable 2) focusing on the community/ambulatory healthcare arena. The newsletter will be distributed electronically via e-mail to Points-of-Contacts within the MHS healthcare facilities as determined by the COR. The newsletter will provide recommendations to physicians, nurses, pharmacist, pharmacy staff, and other healthcare team members that will help reduce the risk of medication errors and other adverse drug events within the community/ambulatory healthcare setting. The publication should allow healthcare professionals to keep up-to-date on actual medication errors, contributing factors, and prevention suggestions that can assist healthcare practices to avoid the occurrence of similar errors. The newsletter may be reproduced and circulated in whole or in part within MHS healthcare facilities.
2.0.4 The Contractor will provide a consumer (patient & family) oriented newsletter (Deliverable 3) that engages consumers to become active partners with their healthcare practitioners and take a leading role in preventing medication errors. The newsletter will be distributed electronically via e-mail to Points-of-Contacts within the MHS healthcare facilities as determined by the COR. The newsletter may be reproduced and circulated in whole or in part within MHS healthcare facilities.

Use of WAWF will allow for the submission of an invoice and receiving report as a combined form. This is the preferred method of processing electronic invoices and receiving reports within the TMA. When submitting documentation via WAWF, the contractor shall use the WAWF Combo format.
Information regarding WAWF is available on the Internet at: https://wawf.eb.mil/. Prior to submitting the first WAWF electronic form for a given task order, Contractors should first coordinate with the assigned TMA COR.
When initiating a Combo document within WAWF, vendors must use the appropriate two-part TMA location code to include BOTH the Government Ship To Code / Extension (Ext) fields and the Local Processing Office (LPO) DoDAAC / Extension fields as displayed within the WAWF application and illustrated below:
