Q&A’s for DP Data Support (HT0011 13 R 0001)
1. Section 2.2.1.21 indicates that all personnel will work off site with the exception of the two positions noted in Section 2.2.1.19, but to clarify, that should be the Optional CLIN “On Site Business Analyst and Mid Level System Engineer” positions identified in Section 2.2.1.20, correct?
A. Yes that is correct…it’s those positions identified in Section 2.2.1.20
2. Section 2.2.1.20 discusses an optional tasking CLIN for an on site business analyst and a mid level system engineer supporting on site testing and DP program support. Are these the same as, and map to the optional IGCE labor categories Administrative/Clerical and Test Engineer Journeyman that are identified in Section L.6.3?
A. Yes but it’s in Section L.6.4
3. The pricing CLIN’s identified on Pages 3 9, Page 27 or Pages 30 32 of the solicitation do not specifically support the Optional Labor CLIN positions, although they are listed as part of the estimated level of effort/IGCE. Should we assume that the Govt wants these positions included in the FFP pricing or does the Govt want two firm fixed prices for each labor CLIN period – one that includes the optional positions and one that doesn’t?
A. An Optional Labor CLIN had been added to the base period and all options.
4. Does the GOVT require a Transition Out plan with this proposal (no due date was provided) or will this be requested at a future date, post award?
A. Yes the Government requires a Transition Out plan and should be provided at time of proposal submission.
5. Regarding the recently released RFP entitled, DESIGNATED PROVIDER/USFHP DATA SUPPORT Solicitation Number HT0011 13 R 0001, Section 1.6, Capability Maturity Model Integration (CMMI) Level 2 Certification – Deliverable 1, requires that, “As part of industry's best practices a Capability Maturity Model Integration (CMMI) Level 2 certification will be required at award (Deliverable 1).”This requirement severely limits small business competition under this designated NAICS and size standard without providing any value to the customer for this program’s requirements. CMMI certifications are largely intended to validate the quality of processes for the development of software products in a project cycle. A level 2 certification is also generally achieved in one of three constellations (e.g., services, development or acquisition).
There is no clarity in the RFP for the constellation required for Level 2 certification, and there is no requirement in the RFP that necessitates competency in software development. Consequently, it creates an unfair restriction of small business competition. Will the Government consider removing this requirement, since it is not relevant to the effective management of this program or the quality of services that must be delivered?
A. The Government will not remove this requirement.
6. What MINIMUM percentage of the direct labor must the small business PRIME contractor perform?
A. Refer to FAR clause 52.219 14, Limitations on Subcontracting. In the case of a contract for services (except construction), the concern (should this be Prime) will perform at least 50 percent of the cost of the contract incurred for personnel with its own employees.
7. Are third party / cloud hosting monthly charges acceptable as an ODC?
A. If this is part of the vendor’s solution, then it should be included in their fixed pricing.
8. It is unclear to me based on the RFP whether this solicitation is only to maintain and support an existing technology infrastructure, or whether TRICARE is open to solutions which propose an alternate technology. My company provides web based, registry software that would be ideal for this project, but I want to make sure that you would consider a new solution before I submit an RFP response.
A. The government is open to all solutions.
10. Is the Task Order Management Plan the same thing as the Program Management Plan?
A. Correct, the Task Order Management Plan language has been removed.
11. What browser(s) and version(s) are expected to be supported for the secure website?
A. There is no specific browser; the vendor should propose what they will use to support the secure website.
12. Are there specific tools that the solution must use?
A. No
13. Does the DoD have any specific Systems Development Life Cycle (SDLC) that is to be followed?
A. No
14. Please describe how often enhancements (new features) will be applied to the system?
A. We have no way of knowing how often this will occur but average 2 3/year.
15. We have the capabilities as a SDVOSB company to perform the services requested. However, we do not fall under the size limit of $14.4M of NAICS Code 541611. This does not appear to be 541611 Administrative Management and General Management Consulting Services type of effort. It seems that a more appropriate NAICS Code would be 541519 for Other Computer Related Services.
We would like to request that the NAICS Code be revised to the 541519 for Other Computer Related Services.
A. We don’t want to change this.
16. Please clarify the following, so that the pricing CLINS’s are correct and align with the Govt requirements. A discrepancy was identified between the Pricing Sheet included as part of the Solicitation (Pages 3–9), the Delivery Information (Pages 30 32) and Section L.1.2 (Page 34).
Some of the discrepancies are listed below:
The Transition In Period is 6 months, but CLIN 0001, CLIN 0002 and CLIN 0003 only cover a 4 month period. The month of September 1 – 30, 2013 is missing
The Base Period is 6 months, but CLIN 0005, CLIN 0006 and CLIN 0007 reflect a 7 month period of performance
The Option Year 4 Period is 6 months, but CLIN 4001 and CLIN 4002 reflect a 4 month period of performance and CLIN 4003 is 5 months
The Transition Out Period is 6 months, but CLIN 4004, CLIN 4005 and CLIN 4006 reflect a 7 month period of performance
Transition Out – Travel CLIN 4005 is listed as FFP, but should be COST
A. The CLINs have been updated to reflect the correct contract type and number of months per Period of Performance.
