Attachment 7 – Samples Task Orders, Version 1 (8/25/11)
Sample Task Order 1
Requirements:
The Government has a requirement for a stand-alone, secure web medical application to document all Operating Room Management Activities in Theater settings and insertion of this information into the chronological electronic health record into the EHR system of record. The system will be required to pull information from the beneficiary enrollment and eligibility system. The web-based system shall include static reports required by clinical staff, the capability to perform ad hoc reports by time period, and by type of procedure.
Security for the system shall be compliant with Health Insurance Portability and Accountability Act (HIPAA). The system must function on all web-browsers currently in general usage. Connectivity will be handled by the existing network infrastructure. The contractor is required to provide the Government with a prototype system supported by a system design document, system documentation, and unlimited rights to the system. On-site training will be conducted at six (6) Government sites within the period of performance. Each site will require two (2) half-day training sessions held on separate days to no more than twenty (20) people per session. This is a twelve (12) month period of performance.
Minimal functional capabilities required in this application include:
1. Scheduling – Rooms, personnel, equipment, and patient appointments
2. Recording date/time-in/time-out
3. Verifying provider credentials for physicians
4. Documenting procedure performed using CPT codes, supplies/pharmaceuticals used, and implantable device tracking.
5. Interface with Inventory Management and Pharmacy applications.
6. Interface mechanism to draw information from the beneficiary enrollment and eligibility system
Assumptions:
· The Contractor shall bid this as a Firm Fixed Price task order. The Government requires a full breakdown of costs for labor and material (if any).
· The Contractor is supplying labor, all facilities, at a location of their choice. Costs for facilities should be included in the burdened cost rates.
· The Government owns the call center system and data. Both will be provided to the Contractor as GFE/GFI.
· Access to the Government owned systems are currently available via the existing Government network infrastructure.
· Individual patient information will not be available on this system.
· Telecommunications costs will be the responsibility of the Government
· Travel costs will be borne by the Government
· Pricing of travel is not required
Sample Task 2 Requirements:
The Government has a requirement for a predictive medical logistics support application for humanitarian missions. The Contractor will be required to identify, deploy, and test medical logistics predictive applications to estimate the medical supplies and assets necessary for first response/medical care are focused on battlefield injuries. There exists a complimentary mission that the department is called upon to respond – medical humanitarian missions. There would be great value in re-use of the battlefield approach in defining medical mission needs to be used to identify those for most common morbidity encountered in specific humanitarian missions. Determine medical supplies and needs DRG based to specific humanitarian missions: tsunami, earthquake, flooding, fire, hurricane/typhoon, etc.
1. Scope the business case and availability of databases that may be available for integration to assist humanitarian missions.
2. Complete Common User Database (CUD) by DRG for humanitarian missions based on data gleaned from past DoD missions, American Red Cross and other Non-Governmental Organizations (may have collected data).
3. Prototype/pilot application that presents the data to medical planners similar to JMLRT>JMAR and JMAT for mission planning purposes that allows “what-if” scenario questions to be analyzed (ops research models) for predictive modeling of the mission. Integration on the high side with MSAT would be valuable in further exploring the link of the analyses results with other data linked within MSAT (medical asset visibility (DoD and other) and Medical C2).
4. Evaluate the potential for prototyping queuing and process modeling software into the application (ProModel/MedModel [Navy])
5. Prototype/pilot an application that would allow predicting medical supply needs based on prioritized (most numerous to least numerous) injuries sustained by children, adults and seniors seen in natural disasters (most to least); utilize MSAT like presentation of data Assumptions:
· The Contractor shall bid this as a Firm Fixed Price task order. The Government requires a full breakdown of costs for labor and material if any.
· The Contractor is supplying labor all facilities, at a location of their choice. Costs for facilities should be included in the burdened cost rates.
· The Government owns the call center system and data. Both will be provided to the Contractor as GFE/GFI.
