Sources Sought (HT0011-22-RFI-0131): DHA Printing Solution

The Defense Health Agency (DHA) is issuing this Sources Sought as a means of conducting Market

Research to identify resources and capabilities to meeting the requirements of commercial Printing

Solution for DHA.

Description:

The Defense Health Agency (DHA) provides a centrally supported regionally administered printing solution for front-end and back-end business and medical printing. Front-end printing consists of print jobs sourced and generated at end-user devices (EUD). Back-end printing consists of print jobs generated by remote servers; a current use case is Military Health System (MHS) GENESIS (Cerner).

Today both front- and back-end printing are handled by Microsoft Windows Print Servers at approximately 150 locations. In most cases the front- and back-end printing are handled by the same two

Windows Print Servers. Front-end printing uses a DHA-managed Windows Network Load Balancer

(NLB) and back-end GENESIS print jobs use a DHA-managed F5 Load Balancer located in the

GENESIS/Cerner Data Center.

DHA has made a strategic decision to find a commercial off-the-shelf (COTS) turnkey solution to replace the current environment and add the technology to its underpinning product portfolio. The solution must support both front-end and back-end printing. DHA has 18 regional MHS Application

Access Gateways (MAAG) located in Department of Defense (DoD)-approved data centers throughout the globe that can be used to centrally host resources, and support a new solution to reduce and consolidate resource deployments. In addition to supporting the current MHS mission, the DHA has acquired additional component support requirements for the Coast Guard, National Guard, and Reserves to deliver back-end print services from MHS GENESIS. This feature is being called remote printing.

There is NO solicitation at this time. This request for capability information does NOT constitute a

Request for Proposal (RFP). Submission of any information in response to this market survey is purely voluntary. The Government assumes no financial responsibility for any information or costs incurred.

All costs associated with responding to this notice will be solely at the interested party’s expense. Not responding to this notice does not preclude participation in any future RFP, if any is issued.

Instruction for Submission of Response:

Respond to Sources Sought topics:

1. Provide Contractor's name, address, point of contact, phone numbers, and any designations.

Also, state whether your company is small business or large business, etc…

2. Specifically, identify if your business is interested in priming (either as a standalone prime or as a part of a joint venture) or in subcontracting opportunities.

3. Describe your company’s commercial off-the-shelf (COTS) printing capability.

4. Describe your company’s history within the last 5 years working with DoD and DoD IT systems.

5. Describe your company’s capability with applying the DoD Risk Management Framework

(RMF) processes, maintaining cybersecurity with regards to Government Data and Government-related data.

6. The DHA enterprise environment consists of 150 locations and 55,000 printers. Describe your company’s capability to enact an enterprise scale, centrally managed system that can provide front-end, back-end, and remote printing. Describe your products’ capability of treating all 150 locations as their own entity within the product.

7. Describe how your product can minimize complexity, support multiple printer vendors, provide redundancy for print jobs in transit, provide business intelligence about the printing environment, provide monitoring and proactive alerting of all network printers, and support thick, thin, zero, and mobile clients.

8. Describe your company’s capability in reducing complexity while increasing efficiency in the

DoD space while being inclusive and supporting multiple hardware, network and end-user device (EUD) requirements.

9. The potential product must minimize WAN traffic, be transparent to the user, support the LPD protocol for MHS Genesis printing, and provide user self-service for installing printers. Describe the geographic placement of your company’s resources, the roadmap for LPD support, and user self-service.

10. Describe your company’s capability in running a DoD 24x7x365 global call center environment as well as any training that has been given to DoD users to include military, civilian and contractor personnel for the administration of your product as well as its use.

11. Describe your products web site and/or management servers authentication protocols within a

DoD space and its ability to support Common Access Card (CaC) and smart card requirement(s)

12. Describe if your company’s product is Federal Information Processing Standard (FIPS) 140-2 or higher certified. Proof of certification must be provided upon request.

13. The potential product must have the option of supporting pull printing with existing printers using a CAC card. Describe how your company’s capability in implementing pull printing with the product/system and the end user process for using.

14. Remote printing must support traversing disparate networks with separate firewalls. Describe your company’s capabilities to support remote printing, the ports and protocols required, and where the resources to support would be located.

Statements should not exceed 30 pages in length. All responses must include the following information:

1) Most updated business Registration with https://sam.gov/SAM/ that include Company name, address, email address, website address, telephone number, and size and type of ownership for the company, Cage Code; and

2) Tailored Capability Statements addressing the particulars of this effort, with appropriate documentation supporting claims of technical, organizational and staff capability.

3) Potential response must provide a workflow diagram that includes all resources (virtual and physical), any clients/agents, traffic flow, and the ports and protocols required to provide front-end, back-end, and remote printing.

Draft Performance Work Statement/requirement description: Submit any comments/questions regarding the draft PWS/requirement description. This section is optional and does not count towards page limit. If responding, include the page number and paragraph of the draft statement of work/requirement description with each comment/question.

Responses should demonstrate the respondent's capability and expertise to potentially fulfill the requirement identified. Responses should identify the company name, company size (small or large), and contracting vehicles (e.g. GSA, NASA SEWP, etc) that you are affiliated with. If significant subcontracting or teaming is anticipated in order to deliver the technical capability, respondents should address the administrative and management structure of such arrangements. In addition, if a small business, indicate what portion of the work is within your capabilities.

San Antonio, Texas). All responses and any questions under this Sources Sought must be emailed to:

Note: In accordance with FAR 10.001(b), potential sources are not to submit more than the minimum information necessary. In accordance with FAR 15.201, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any potential set-aside for this requirement will be based on the responses to this Sources Sought and additional Market Research.

Maximum participation by small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns is encouraged. ANY CONTRACT THAT MIGHT BE AWARDED BASED

ON INFORMATION RECEIVED OR DERIVED FROM THIS SOURCES SOUGHT WILL BE

PART OF A COMPETITIVE PROCESS AND POSSIBLE DIRECT AWARD (IF NECESSARY). At this time, the DHA does not guarantee any future contracts; and, responses to this Sources Sought do not bind DHA to any agreement with the responder, be it explicit or implied.

No Solicitation or Marketing Materials shall be submitted. Any response submitted for this Sources

Sought constitutes consent for that submission to be reviewed by military personnel, Government civilians, and associated support contractors who are regulated. If a response contains propriety information, it must be clearly marked as such. No information will be disclosed outside DHA. Government compensate a respondent for any costs incurred in developing the information provided.

This Sources Sought is a Market Research effort to understand industry’s capability. New information is welcome. The description of the requirement is not intended to be all-inclusive. There is no solicitation at this time. Submission of any information in response to this Sources Sought is purely voluntary.
