1) Can I assume each item is a combination of parts and labor? Yes
2) What should I factor in for wire distance with devices (such as the keypads, contacts, motion detectors) Yes
3) Is the wire for #2 surface mounted (stapled) or fished in the walls (hidden)? Fished in the walls for finished areas and stapled for unfinished areas.
4) I do not see a line item for wire. Should I price it in the unit cost for each wired item? Yes
5) How do you want me to account for short, long wire runs as well as the type of wire i.e. PVC vs. PLENUM By the foot and separately for each type of wire.
6) Can I submit prices for two different alarm panels each with wireless capability? Yes
7) I do not see a siren. Am I to assume a siren has not been included? Yes
8) There is no mention of a RJ31X jack which is required unless you are providing a dedicated phone line. Should I assume the USSS is providing either the dedicated phone line or the RJ31X jack? Include the RJ31X jack.
9) Do you have any other specific features the alarm panels need to have?
10) Are the door/window contacts wired or wireless or a combination of the two? Wireless.
11) Should I provide separate line items for each device, wired – wireless? If you choose.
12) If the contacts are wireless, screws are more permanent with less problem calls but double sided tape is faster and less labor to install – which method is preferred? We have always used screws but will price/install what you prefer. Screws.
13) Is the motion detector wired or wireless (similar question as #11)? Wireless.
14) The only wireless device I see is the glass break sensor. I do not see a wireless receiver which is needed to receive this one or many wireless zones. Should I make an additional line item for this device? Yes.
15) Do you have specific features you want the Keypads to have such as a text LCD display w/ time/date, bypass, etc or no display at all, just status lights?
LCD Display.
16) Are the smoke detectors wired or wireless (similar question as #11)? Wireless.
17) If a cellular back up is selected and the signal is low (The alarm panel may be mounted in the basement), the device may have to be located higher in building. Would you prefer me to price it mounted next to the alarm panel or up the highest floor/level practical? The reason for this question is to provide you the best value of superior equipment and installation versus cost/functionality. Both.
18) Ground lighting – very dependent on the landscape and aesthetic: A) Is the lighting high or low voltage? B) Are the lights photocell or switch controlled? C) Our design’s primary objective is security (for the onsite detail) and secondly to blend in with the surroundings. We trench in the wiring with PVC conduit but it could be placed on the ground with mulch covering it (more susceptible to future damage) and lower cost. Also the fixture types have a range based on whether the material is metal or plastic, etc. What type of lighting installation are you looking for? Should I list different fixtures with separate pricing or different lighting packages? example: 5 lights, 1 transformer, 100ft 12-2 wire, 1 photocell = $ ------- or --------10 lights, 2 transformers, 200ft 12-2 wire and on photocell =$$
A) Low level pathway and shrubbery lighting and high voltage motion detector spotlights
B) Low level - photocell, High voltage - switch control C) Price out trenching and covering with mulch, Price high, mid and low end fixtures. The example you give is a good for pricing.
19) Should I apply what I asked for in item #17 to the CCTV system? I see you have specified the PELCO Spectra IV or technically equivalent. Since there are 50 plus versions of the Pelco PTZ, what specs are you looking for? Example 24X or 36X zoom, true Day/Night capability, Color by night, lux, indoor vs. outdoor, etc. What type of mount? Wall, ceiling, parapet (looks kike upside-down umbrella handle, pole mount, etc. Also there is no mention of a video matrix switch or quad so should I assume there is one monitor per camera? I can provide package pricing but how would I account for a 4 camera job with 5 camera pricing? Also the camera quality is a concern. I would price what is best value (Quality vs. cost) but if the spec is technically equivalent and not specific in model, one could price a fixed camera 1/3 the cost with similar specs as the Extreme EX27 camera (of which there are 4 models) but is inferior in operation and will not last.
24X zoom, true Day/Night capability, outdoor with wall mount.
Assume one monitor per camera for pricing.
Can the quad be priced separately?
20) What beam spread are you asking for the IR light? Price both spot and flood.
21) What wavelength are you specifying for the infrared light i.e. Less than 900nm or greater than 900nm (covert)? Greater than 900nm.
22) Which type of panic alarm are you requesting i.e. wired, wireless, one button, four button or waterproof? Wireless.
23) Section J talks about Contractor Personnel Access Application and the Conditional Access application as being attached. I do not see the attached documents. The solicitation itself is 34 pages. Do I need to fill these out? If so can you send me the files?
A copy of the Contractor Personnel Access Application and the Conditional Access Application will be forward with the amendment you.
24) Is any portion of this to be a HUD contract? I am not sure I know what you mean by a HUD contract. This contract will be issued by an agency of the Department of Homeland Security, not Housing and Urban Development.
25) Are there any indications of the number of CCTV devices (i.e., cameras, etc.) to be provided for each facility? Will there be a Digital Video Recorder at each location? It could be different for each location. The usual number is four. No digital recorder.
26) Will there be any cameras, security lighting, etc., to be mounted other than directly on the structure; and, if so, will we be able to bill time and materials for additional work required, such as trenching? If the specifics of the site require items that are not on the contract, T&M may be allowed on a case-by-case basis.
27) Schedule of Supplies: Can all of the alarm system components, i.e., motion detectors, window contacts, door contacts, be wireless or are there any that need to be hard-wired? Wireless.
28) For out of town contractors, can overnight accommodations be billed separately? All work is to be performed in the Washington DC metro area. No travel is anticipated to be required in the performance of this contract. Therefore, there will be no allowance for direct billing of travel costs.
29) Is there a good POC for us to link up with to conduct a site survey? This is an IDIQ contract. The successful offeror will be responsible for installing at a variety of sites within the Washington, DC area. Not all of them are known at this time. Following the competition, the successful contractor and the government representatives will perform full survey’s at each site required.
30) What city and state(s) will this work be performed? Is there only one protectee site covered by this solicitation or are there multiple sites throughout the U.S.? Most work will be in the Washington, DC metro area. There are multiple sites where work will be performed. Most/all of it will be in Northern VA, DC, or suburban MD.
31) Depending what products are needed for each site, the parts and pricing would be pulled from the list. Is this correct? Yes. We would want parts and price list as well as past performance and other requirements stated in Section L. The resultant contract will be at the pricing listed. Specific task orders will be placed for each individual site, depending on the needs of that location.
32) Is all of the work described in the SOW only in the District? Are some of the work sites located in other areas? Washington DC Metropolitan Area
33) Are local permits required for each work site and if so are they required individually? Local building codes will determine if permits are required. Each location could be in a different jurisdiction.
34) Are inspections performed by an authority other than the soliciting Agency? The soliciting Agency unless required by the permit process.
35) The SOW requests a wireless alarm panel; does the requestor also require wireless contacts to be installed as part of the installed system? A bid for the installation of wireless contacts, smoke detectors carbon monoxcide detectors, motion detectors, etc is called for in the solicitation.
36) The SOW specifies the installation of “Security Lighting”. Does the requestor have any specifications for the lighting (type, make, model, voltage, wattage, timers, etc.)? Does the requestor have site drawings that depict the quantity of lighting and desired coverage areas? The solicitation calls for security lighting on and around the job site (pathway, exterior, motion control, etc.). These could be low level lights for pathways and shrubbery or motion detector spotlights mounted on the physical structure.
37) Will the work sites be populated at the time of notice to proceed? Yes.
38) What is the size of the CCTV system in quantities of cameras To Be Determined
39) Does this need to be price under GSA? No
40) Can we walk or visit the site? No. All sites have not been identified 41) I didn’t see any bonding requirements in the Sol. Are there any? No bonding requirements
