Bldg T-5
Washington, DC 20223
Ship each item no later than the due date for this solicitation; each item need not be received by the due date.
BASIS OF AWARD
The Government will award at least one or more IDIQ contract(s) resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. An award will be made to the lowest price technically acceptable offer. Technical acceptability, past performance, and price are of equal importance. However, technical acceptability and past performance, when combined are more important than when compared to cost/price. The Government intends to evaluate the proposal on the following factors: 1) technical acceptability which is pass/fail (step 1); 2) technical quality of the product (step 2); (3) past performance; and 4) price.
The government will perform a two-step evaluation for technical acceptability. In step one, the initial evaluation will ensure that the sample is in compliance with the stated requirements (e.g., presences of the embroidery, correct color). Any sample not meeting the stated requirements will be found technically unacceptable. Samples meeting step one will then be tested for quality in step two. Quality testing is defined as a durability test. Testing will take two days and will consist of each item being worn or used for one day, then washed or cleaned, worn/used a second time for one day, and then washed/cleaned a second time. Wash and wear evaluation will be on the lack of shrinkage, minimal fading, the look of the embroidery, and the samples overall durability after two wearings and two washings/cleanings.
If there is a domestic offer that is not low offer, and the restrictions of the Buy American Act apply to the low offer, price reasonableness will be evaluated in accordance with FAR Subpart 25.105.
CONTRACT TERMS AND CONDITIONS
Any contract awarded as a result of this solicitation shall be subject to the terms and conditions of the Federal Acquisition Regulation (FAR) as applicable and shall be incorporated by reference in the contract. In addition to the FAR contract terms and conditions, the contract shall also incorporate Department of Homeland Security (DHS) Specific Clauses.
