EVALUATION CRITERIA AND BASIS FOR AWARD

The Government intends to award a single Blanket Purchase Agreement (BPA) in accordance with the guidelines provided by FAR and HSAR. Only vendors whose Central Contractor Registration (CCR) includes NAICS code 484122, 484230 or 488510 will be considered for award. Past Performance & Price are of equal importance. Award will be made based on the lowest price technically acceptable.

Discussions The Government intends to award without discussions with Offerors (except communications conducted for the purposes of clarification). Consequently, each offer should be submitted on the most favorable terms that the offering firm or teaming arrangement is able to submit to the Government. The Government reserves the right to conduct discussions if they are later determined by the Contracting Officer to be necessary.

Past Performance The Offerors’ proposal will be evaluated to determine the extent to which their performance demonstrates the likelihood of successful performance in providing requirements similar in size and scope of this solicitation. The Offeror must provide not less than three (3) but not more than five (5) references for which similar services were provided. The Offeror shall present the following information:

Customer Name and Address Contract Number/Contract Title Delivery Schedule/Period of Performance Contract Value Description of Work Performed Customer Point of Contact (Name, Telephone Number, E-mail and Address) for Business Manager and Technical Manager

The Government may use present or past performance data obtained from a variety of sources, to include publicly available reports and information obtained from Government wide databases, not just those contacts provided by the Offeror. The information gathered for past performance may also be used in the responsibility determination.

The Government will review all past performance information submitted with the proposal and will contact all of the referenced companies /organizations listed and others as desired, to verify past performance information.

Offerors without a record of past performance or for whom information on relevant past performance is not available will be evaluated as neutral. Offerors shall assert they have no directly related or relevant past performance experience

The Government will evaluate past performance using the following adjectival ratings:

Adjective Explanation Neutral No relevant past performance is available for evaluation. Proposal receives no merit or demerit for this factor.

Outstanding Offeror’s performance significantly exceeded most or all contract requirements. Furthermore, the offer provided significant, unusual, unique, or worthwhile features or benefits and performance was of the highest quality. No risk is anticipated with performance or customer satisfaction.

Good Offeror’s performance fully exceeds many of the contract requirements. Offeror’s performance has resulted in a high level of efficiency and productivity and quality. Minimal potential risk is anticipated with performance or lack of customer satisfaction.

Satisfactory Offeror’s performance met customer expectations or contract requirements. Some risk is anticipated with performance or lack of customer satisfaction.

Unsatisfactory Offeror’s performance was less than satisfactory and could have stood improvement. Significant risk and degradation of performance is anticipated based on the offeror’s past performance.

Offerors shall indicate whether the firm is currently enrolled in the E-Verify Program and date of enrollment, or whether the firm intends to enroll in the E-Verify Program and plan for enrollment. Offerors shall address their extent of participation in the program if currently enrolled or intent after enrollment if planning to participate. Offerors may obtain additional information about E-Verify by visiting the U.S. Citizen and Immigration Services (USCIS) website at: http://www.DHS.GOV/E-VERIFY or calling the USCIS at 1(888) 464- 4218.

E-Verify participation will be evaluated by the Technical Evaluation Team as part of the Management Approach Management sub-factor.

The Government will consider the extent to which an Offeror demonstrates current, recently initiated, or planned participation in the program and the extent of participation (entire workforce versus participation only for single, or multiple discrete workforce segments).

Offerors who are not currently enrolled in or planning participation in the E-Verify

Program will be given a neutral rating for E-Verify participation. In no instance, will lack of participation in E-Verify be evaluated as a proposal weakness.

Participation in the E-Verify program may be considered a strength in the evaluation.

Price Quote

The proposed pricing will be evaluated by the Contracting Officer for price reasonableness.
