About this file

This is a Statement of Requirements (SOR) and Description of Requirements (DOR) document for procurement of Motorola APX 6000 Series handheld radios to support HSM-78 flight line operations at Naval Air Station North Island in San Diego, California.

The requirement specifies delivery of 12 Motorola APX 6000 VHF Model 2.5 portable radios with associated software and support equipment. Each radio unit must include ADP software with DSP-based crypto capabilities and analog operation software. The procurement also includes 12 IMPRES 2 lithium-ion batteries (2550 mAh capacity), one multi-unit six-display charger, and six desktop single-unit chargers. All radios must be fully programmed and configured for compatibility with existing communication systems, operate across 700/800 MHz and VHF/UHF bands, support digital APCO P25 Phase 1 & 2 and analog MDC-1200 systems, and meet MIL-STD-810 environmental standards with IP68 water/dust intrusion ratings. Each radio includes three years of essential service warranty. Equipment must be delivered new, compliant with Federal and Department of Defense standards, and ready for immediate operational use. Delivery is required to HSM-78, NAS North Island, Building 1456, Room 121, San Diego, CA 92135. The Technical Point of Contact is Mandy Ojo at (619) 545-7533, with Edgar Corral (Requestor) at (619) 767-7986 as the secondary contact. This is a pre-solicitation by the Naval Supply Systems Command to replace end-of-life communication equipment critical to safe and effective flight line operations.

2.0 DESCRIPTION OF REQUIREMENTS (DOR): HSM-78 OPERATIONS

2.1 General Information

Objective: This Description of Requirements (DOR) defines the minimum requirements for the procurement and delivery of Motorola APX 6000 handheld radio communication equipment in support of HSM-78 operations.

Background & Justification: HSM-78 requires reliable and mission-capable radio communications to support safe and effective flight line operations. Current handheld radio equipment used by flight line personnel, maintenance teams, and Squadron Duty Office personnel has reached end-of-life. Replacing these obsolete systems is mission-critical to ensure safe, effective, and interoperable fixed-base communications.

Mission Impact: Upgrading to the APX 6000 will restore reliable real-time coordination between maintenance personnel and aircrew, resolving degraded communications, improving situational awareness, and mitigating operational risks on the flight line.

2.2 Equipment Requirements

The Contractor shall provide the following hardware, software, and warranty items. All equipment must include ADP software DSP-based crypto and analog operation software capabilities.
