[Question #1] Exhibit 1 indicates that relief is required for posts G26A and G26B for building # WA7587. Can this relief be provided by the officers manning posts G-26 and G-26C?

[Answer] No. G-26C is a 24 hour post for Sat – Sun and G-26 is a 12 hour post (6PM – 6AM) for Mon – Fri. G-26A and G-26B work Mon through Fri from 0700 – 1700. During this time, they are the only posts stationed at building WA7587, Tacoma Union Station (TUS). Relief is required for each post.

[Question #4] In the Scope of Work Section 2.2.2 page 9 the outgoing contractor must provide the new contractor with training records and personnel files. Are the training requirements in the existing contractor consistent with the training requirements under this RFP?

[Answer] This section 2.2.2 refers to this RFP and the phase out in 5 years. The current contract does not have this phase out statement. The training requirements are similar, but not the same.

[Question #5] It is our understanding that under the requirements of the new contract, the contract awardee should have documents pertaining to the basic FPS training and firearms training for each officer working under the contract. In the absence of such documents, the contractor will be required to retrain the officers who are missing these documents?

[Answer] If any documents can not be located, it would be the responsibility of the new contractor to retrain the officer.

a. Does the incumbent contractor have the above stated documents for each incumbent personnel?

[Answer] The current contractor does have the certificates for their contract requirements.

b. Will the incumbent contractor be required to provide these documents to the awardee?

[Answer] The existing contract does not require the contractor to provide documents to the awardee of this new contract.

[Question #6] In the Scope of Work Section 6.6.7 indicates “other Weapons” as Not Applicable;

however in sections 7.3.1.5 in employee’s files it indicates officers must have Baton and OC Spray Certifications. Are these required under this contract?

[Answer] This contract requires all officers to be certified and carry a baton/OC spray while on duty.

[Question #7] Are the incumbent contractor personnel current on their training for Baton and OC spray as required under the subject RFP?

[Answer] The existing contract has different requirements; they are not current per this new SOW.

[Question #8] Do all of the sites under this contract have magnetometers and X-ray screening? If not, please specify the sites that require magnetometers and X-ray screening.

[Answer] This SOW requires all PSOs to have the magnetometer and x-ray training. There is only one post that has a magnetometer and x-ray screening station (G-60, US Attorney Office in Tacoma).

[Question #9] The FedBizOpps notification for the subject procurement states the response date as October 25, 2010 which conflicts with the response date in the RPF which is October 27, 2010 (Section E, II). Please clarify.

[Answer] Proposals are due NLT 14:00PM (PST) on 27 October 2010.

[Question #10] The RFP is missing post exhibits on the training, uniform, firearms and firearms qualification. Please provide all the applicable post exhibits.

[Answer] The missing Exhibits (Exhibits 2 thru 10) will be incorporated in the RFP by Amendment

PA0001

[Question #11] Which weapons platform (.38 or 9mm) are the incumbent contractor personnel currently on?

[Answer] The current contractor uses a 40 cal, GLOCK, Model 22.

[Question #12] Please inform the number of hours per week of supervision the incumbent contractor is providing under the current contract. OR Please provide the incumbent contractor’s supervisory to PSO ratio either in terms of full time equivalents or hours.

[Answer] The existing contractor is providing adequate supervision hours for this contract. It is unknown the total hours that they are providing. The existing contract does not have a billable position for supervision. It is up to the contractor to provide appropriate supervision for this requirement.

[Question #13] Reference Section C.II.03, provides that the contract maximum is the total awarded price, inclusive of all optional ordering periods (to include the 6 months option available under FAR 52.217-8). Additionally, Section E.II (b), pg 59 states, “The Government will evaluate offers for award purposes by adding the total price for all the options (including the 6 month option available under FAR 52.217-8) to the total price for the basic requirement”. The same language is used again in Section E, “Price Proposal”, #6, page 55. The price schedule, however, does not provide for pricing the six months “option to extend services” under FAR 52.217-8. Please clarify.

[Answer] Please use Section B – Pricing Schedule for your proposal. For the six months option available under FAR 52.217-8, no separate pricing is required. The Government will use the rates for the 4th option year for the six months option period for evaluation purposes.

[Question #14] The dates of the existing collective bargaining agreement (July 1 – June 30) do not coincide with the schedule contract period dates (April 1 –March 31). With this lack of continuity, the cost of the wages, health and welfare benefits and the retirement fund costs will change via the CBA in the initial and renewal periods after the first 90 days of each period. How can this change in costing be demonstrated in the required price element breakdown spreadsheet that was provided within the

RFP?

[Answer] Please reference Articles 7 and 11 of the CBA as their dates match the contact performance periods.

[Question #15] Can the Past Performance Questionnaire be distributed in a word or workable PDF file to be distributed electronically to our current and past customers?

[Answer] The Past Performance Questionnaire in MS Word format will be posted in FedbizOpps.

[Question #16] Can the CM and Trainer be the same person or are they to be two separate individuals?

[Answer] This SOW requires a Contract Manager and a Trainer to have specific qualifications; they can be the same person if they meet the requirements.
