U.S. Department of Homeland Security Plum Island Animal Disease Center

Statement of Objective for The Supply & Delivery of Cattle

1.0 GENERAL

1.1 BACKGROUND

The Plum Island Animal Disease Center (PIADC) is located at Plum Island, NY, approximately 1.5 miles from the eastern end of Long Island’s North Fork. In June 2003, operational responsibility for PIADC was transferred from the U.S. Department of Agriculture (USDA) to the U.S.

Department of Homeland Security (DHS). Dedicated to the advancement of knowledge related to and technology for the control and eradication of foreign animal diseases, PIADC is a unique research facility whose mission includes the development of vaccines, performance of diagnostic testing, and implementation of various research projects. PIADC is a secure U.S.

Government facility.

The PIADC DHS science mission is dedicated to the development of rapid effective countermeasures to both intentional and accidental introduction of high consequence animal disease agents. The main focus of the scientific activity is focused on the development of vaccines and biotherapeutics for the control of Foot-and-Mouth disease (FMD) in food animals.

Animal efficacy studies are the only effective means for generating data required for validation and licensing of novel reagents for insertion in the national veterinary stockpile.

This contract has been identified by DHS as mission critical.

1.2 OBJECTIVE

The purpose of this project is to procure the supply and delivery of cattle to the PIADC.
