C. The solicitation shall be changed as follows:
1. Any references to Secret Clearances in the solicitation shall be changed to DHS Suitability.
2. Any reference to Region 1 in the solicitation shall be changed to Region 11.
3. RFP Section 10C 1 (Deductions for Failure to Provide Man-hours) shall be deleted in its entirety and replaced with the following:
Deductions for Failure to Provide Man-hours
a. To compute labor-hour deductions the Contracting Officer's Representative will compare the man-hours reported by the Contractor through the DHS Form 139, Record of Time of Arrival and Departure from Buildings, or other approved Sign-in/Sign-out methods.
b. Reduction at Post: In the event that posted PSOs were released or were not required to report due to weather closure, Presidential declared holiday, or similar unforeseen occurrence, payments will be made only for the hours actually worked.
c. In the event the Contractor reports more hours than are reflected on the DHS Form 139, or any other approved Sign-in/Sign-out method, the approved method will prevail. For example: If the weekly report submitted by the Contractor indicates that an employee worked 8 hours and the sign-in/sign-out form shows that employee as having been in the building 5 hours, the 5 hours will prevail and a deduction will be taken for the 3 hours not furnished. In the event the Contractor, for any reason whatsoever, fails to provide the manpower specified for labor, to include supervisory hours, deductions will be made at a rate of $150.00 per hour.
d. The Government may assess price deductions in the amount of $50.00 per hour for each post hour where services are not rendered in accordance to the provisions of the contract (e.g. PSO on post but not properly equipped, certified or licensed).
e. Use of deductions does not preclude the use of any other remedies. The Government reserves all contractual rights and remedies.

QUESTION GOVERNMENT RESPONSE
Will incumbent personnel need to repeat the process of obtaining new PIV cards if a new Contractor is selected? Please confirm that the amount of time required per PSO to complete the issuance process for a PIV card is 20 minutes as indicated in section C.5 of Exhibit 9E, Government‐Provided Property HSPD‐12 Personal Identity Verification (PIV) Card Employee Application Process.
Please identify the enrollment station for this contract and provide the physical address. Also, will the Government provide reimbursement for any travel required?
It is likely that the incumbent PSOs do not yet have PIV cards. 20 minutes, as indicated in Section C.5 of Exhibit 9E is representative of the estimated processing timeat the enrollment station. It does not include any travel time to and from the enrollment station.
Please refer to Attachment A to this amendment for a list of HSPD‐ 12 Enrollment Sites. Offerors shall factor in all expected costs related to the PIV requirement into their price.
Based on the provided post exhibit, all posts require a DHS Suitability clearance only. Please confirm that all persons being submitted for consideration do not require a finalized Secret clearance. If not, what percentage of the guard force is required to maintain the Secret clearance?
Please see section C of this amendment.
VA PROCUREMENT – SIX (6) SITES IN WASHINGTON, D.C.
Q&A LOG
Do contractors bear the administrative costs of requesting the suitability and the employee’s time spent completing the process online only and that the Government bears responsibility for the costs related to the suitability review? Generally this is our experience working under federal contracts.
Yes, the contractor will bear all other costs associated with the suitability process.
# QUESTION GOVERNMENT RESPONSE
VA PROCUREMENT – SIX (6) SITES IN WASHINGTON, D.C.
Q&A LOG
FIREARMS
EQUIPMENT AND UNIFORMS
There is no recommended brand; however, the solicitation is hereby amended to reflect that devices needs to communicate with all PSOs within a two mile radius.
Per Exhibit 8E, radios are for contractor to contractor communications and that the cell phones are for contractor to contractor and contractor to FPS communications.
Does the government prefer any specific type or brand of communication devices on HSHQEC‐13‐R‐00007 that are tallied on Exhibit 8E
Yes, each location has storage space available.
Currently are any firearms stored at any of the 6 locations or is each PSO maintaining control of their contractor issued firearm
Will the government provide office space on‐site for the CM and administrative staff? Or must the contractor factor in the cost of maintaining off‐site office space? If the government provides office space, which of the following will also be provided: Office furniture, Computing equipment, Printer, Copier, Internet access, Phone service. If the government provides office space, what is the building address where the space would be provided?
Do the communication devices outlined in exhibit 8E have to be capable of communicating with FPS officers? If so what is the platform to be able to communicate?
What is the make and model of the 9mm firearm currently being used by incumbents?
The 9mm currently used is the Glock 17.
Please confirm that no personnel require the D.C. Special Police Officer (SPO) security guard card requiring PSOs to carry the .38 caliber firearm.
Special Police Officers are not required for this requirement.
Office space will be provided at each of the six (6) locations in the solicitation. Office furniture, computing equiment, printer, copier, internet access and phone service will only be provided at the discretion of the individual agencies.
Q&A LOG
Please provide the current bill rates being paid by FPS under the incumbent's contract.
This information in not necessary and will not be released by the government. (Applicable CBA has been posted)
Are current Supervisors comprised of more than one rank? If so, what rank(s) are they?
Contractors shall staff with the number and type of supervisors deemed appropriate to provide effective supervision.
While Officers are on a paid break, are they required to remain at the site to which they are assigned?
GENERAL
Besides the increased random drug testing requirements, are the drug screening standards in this RFP different from the drug screening standards currently applied to incumbent personnel? If the answer is yes, will incumbent PSOs with drug screening records that meet the requirements of the current contract be required to undergo drug screening during transition?
Yes, all employees will need to undergo drug screening during the transition.
Is the requirement for employee respirator fit testing in this RFP different from the employee respirator fit testing requirement in the current contract?
Yes. It is the responsibility of the offeror to ensure each PSO meets the current requirements of the Statement of Work for this solicitation.
The RFP indicates that the new RFP may affect the level of drug screen approved incumbent personnel. How many incumbents are screened to the new standards?
The current statement of work is significantly different than the current contract and therefore, contractor's shall assume that no incumbents are screened to the new standard.
Does the current contractor provide security services to all locations which are identified in the provided post exhibit presently?
Yes, the incumbent is currently providing PSO services at all six (6) of the locations listed on the post exhibit.
If PSOs are on paid break, they are not required to stay on site.
Q&A LOG
Does this solicitation refer to the Hours Per Year or will the company proposing security services have to use the post exhibit provided to figure out the Hours Per Year?
In the Introduction of the SOW, item # 1.1.1 references Region 1. Is this solicitation to provide services throughout region 1 or throughout region 11?
RFP Section 10C of Sub‐Section C‐2 indicates there may be performance deductions. Please indicate how much a deduction will be.
Please see section C of this amendment.
We understand that most or all facilities have areas designated for weapons storage. Please identify any buildings where weapons would not be able to be stored on site.
There are areas designated for weapon storage at each location.
The solicitation is clear on its face.
Please see section C of this amendment.
Are annual screener training and government provided orientation training conducted while on‐duty? If not, is this training billable?
This training is not conducted while on‐duty. Contractors shall factor the cost of all training time into their price. Training will not be separately billed.
Please clarify whether the initial two week supply noted in Exhibit 8D PPE is included in unit hourly rates or if it will be reimbursed under the separate Not‐to‐Exceed CLIN.
The 2 week supply of PPE noted in Exhibit 8D should be included in the offeror’s proposed price. It will not be billable against the NTE
COOP CLIN.
If requested, post award debriefings shall occur in accordance with
FAR 15.506
If we were not awarded the contract will we be able to submit a request for our Consensus Evaluation Report and/or Debrief?
PRICING
Q&A LOG
The solicitation is clear on its face.
What is the Governments estimate of annual hours ( 12 MO period on SF1449) that vendors should use to develop the pricing?
PROPOSAL
STAFFING
Does the Government require two (2) copies and one (1) original or one (1) copy and one (1) original of the pricing submission?
Similarly, does the Government require five (5) copies and one (1) original or four (4) copies and (1) original of the technical submission? Does the Government require an electronic copy (CD) of the technical and/or the pricing volumes? If so, shall offerors provide a CD with a redacted copy of the technical submission?
Is it permissible to price supervisory and overhead positions at a 5 year average instead of escalating wages each period?
Vendor pricing regarding positions excluded from the CBA shall be at the discretion of the vendor.
Does the Government require any guard mount time for the PSO’s who are “Armed.” If answer is yes, how long does the Government require before and after each shift for guard mount time?
The Statement of Work does not require guard mount. For any current guard mount requirements refer to the CBA.
The solicitation is clear on its face.
Will a smaller font size be allowed for graphics and tables? Please confirm whether the Offeror can include headers and/or footers with essential information, such as RFP Section Name, RFP Solicitation Number, page number, and disclosure statement, within the margin limitations as long as the 11 pt. font size is adhered to? Will the inclusion of a Table of Contents count against the 20‐page limit?
A smaller font size can be used for graphics and tables so long as they are legible. In addition, headers and footers are also allowable.
The inclusion of the table of contents will not count toward the page limitation.
Q&A LOG
TRAINING
How many of the current personnel have all required training in accordance with the new RFP? Is it current? Will the training be grandfathered?
The Statement of Work (SOW) required training has changed significantly. The SOW is current as of October 2011. Incumbents will not be grandfathered.
Will incumbent personnel be required to attend orientation training?
If the incumbent can present a valid certification, they will not be required to attend orientation training.
We understand that this is not a weapons platform change from what incumbent Officers are currently using. This would imply that only the 3 hours of Transitional Weapon training is necessary for incumbent personnel. Is any transitional weapon training required if we provide the same weapon brand/model that the PSO's currently carry?
If the weapon brand/model remains unchanged from the current requirement, transitional weapons training will not be required.
Please provide what physical/medical examination standards have changed from the current contract to the current solicitation which would affect the qualification of incumbent PSO's. Will incumbent PSOs be required to undergo all physical/medical examinations requirements under this RFP during transition? Or will certain requirements that remain unchanged be waived for incumbent PSOs that meet such requirements?
With regard to questions concerning medical standards, note that the instant solicitation’s requirements differ from the requirements in the current Contracts. All contract PSO personnel must meet all the requirements of the solicitation before they can work under the new awarded contract. Some new standards include the step and treadmill test.
Are supervisors permitted to work in a capacity other than a supervisory capacity? If yes, are supervisors working in non‐ supervisory capacity permitted to provide relief and/or stand post?
Please refer to section 11.3.2. The solicitation is clear.
Posts that require relief are outlined in the post exhibit. Offerors shall refer to the CBA for provisions on relief.
Are all officers required to have relief breaks?
Q&A LOG
Contractor shall ensure the completion of 40 hours of Contractor‐ provided Refresher Training (Exhibit 4E) within three years of basic training or previous refresher training conclusion date.
Offerors shall refer to Section 11.4 of the SOW for information regarding Training Instructor requirements.
Yes, all PSOs must meet the FPS medical and physical requirements stated in the solicitation.
The training and/or range time to be provided to the PSO in order to re‐qualify is at the contractor’s discretion. See SOW Paragraph
6.6.3.3 which states “Contractor shall ensure PSO receive necessary firearms training and/or range time to successfully re‐qualify during the semi‐annual requirement
Can you please verify the semi – annual weapons qualification hours? Is it just the firing range or is there a certain amount of hours that are required semi‐annually?
Is there a difference between the GSA 10A Medical Physical and the New Requirements given to us per the RFP.
What does DHS require/allow for a trainer to have in order to sign off on the training certifications?
Given that OSHA’s definition of first responders at the awareness level requires an intimate knowledge of hazardous material, is any additional training required for uniformed contract employees to qualify as first responders at the awareness level?
The contractor must comply with all required OSHA training requirements. SOW Section 12.2.1 states that the “Contractor is responsible for compliance with workplace regulations, including but not limited to OSHA regulations.
Please confirm that the 40 hour course identified in Exhibit 4C (4 hours Use of OC Spray, 4 hours Use of Baton, 8 hours Firearms Maintenance, Safety and Handling, and 24 hours Initial Firearms Familiarization Fire) is required for both incumbent and new employees.
Yes, this is required for both imcumbent and new employees.
However, PSOs that have copies of current firearm certification may be exempt. Note that weapons certificationr equirements are outlined in the SOW and exhibits.
I understand that the Officers have to qualify twice a year per the contract, but do the Officers have to have 40 hours of refresher training per year?
Q&A LOG
Is a specific Washington DC security guard company license required?
Information regarding licences is available in Section 4, "Authority and Jurisdiction, Permits, Licenses, and Adherence to Laws"
In the event of large and small‐scale events such as natural disasters, civil disturbances, or other unanticipated events, is the Emergency Surge Security Force (ESS) expected by DHS to have the same qualifications (Firearms training, DHS training, etc) as the PSO’s that normally work the Basic Service outlined in this contract?
If not, what are the minimum requirements required for employment in the Emergency Surge Security Force?
Any PSO that stands post is required to be fully qualified in accordance with the statement of work.
