The contractor shall provide a monthly report to the Contracting Officer and COTR no later than the 15th calendar day following the month that the report is due (i.e. the April report would be due May 15th). At a minimum, this monthly report shall contain all the information found at Exhibit 11.
C. Exhibit 11 is hereby added to Attachment 2, Exhibits (see attached).

Solicitation Sub-Section C-2, Addendum to FAR 52.212-4 Contract Terms and Conditions—Commercial Items, paragraph 07, Contract Transition and Phase-In, which provides for a transition range of 90 to 120 days.
The following is provided for informational purposes only:
E. Before asking any questions, please read the entire solicitation completely and carefully.
F. It is anticipated that Emergency Security Services (see Sections 3.2.1.1 and 12.4.3) will not be required under this effort. If these services are ever required, these services would be negotiated in accordance with FAR 52.212-4(c).
G. Coastal International Security (DC1128), Elite Protective Services (DC0365), and Frontline Security
(DC0467 and DC0421) are the incumbent contractors.
H. An excel version of Attachment 6 – Price Element Breakdown is attached. The Government does not guarantee that the formulas within the spreadsheet are correct. If contractors choose to use the spreadsheet, they should check all calculations for accuracy.
I. Word versions of Attachment 3 – Past Project Form and Attachment 4 – Past Performance Questionnaire are attached.
J. An excel version of Attachment 8 – Field Level Supervision Exhibit is attached.
K. With regard to questions concerning the CBAs and the Service Contract Act (SCA), the Government will not interpret provisions of these documents and/or the SCA for potential offerors who should be well versed in the SCA in order to propose on this effort. Please refer to the applicable Federal Acquisition Regulations and Code of Federal Regulations as they relate to the Service Contract Act. Service Contract Act price adjustments pursuant to FAR 52.222-43 will be conducted on the anniversary date of the contract (i.e. May 1, 2014, May 1, 2015, etc.).
L. With regard to questions concerning the training, equipment, and uniforms of incumbent contracts, the
PSOs serving under contract HSQHEC-12-D-00007 (Frontline) are trained, equipped, and uniformed in accordance with the requirements of this solicitation. However, the PSOs serving under contracts HSCEEC-08-A-00020 (DC0365) and HSCEEC-10-A-00001 (DC1128) are not trained, equipped, and uniformed in accordance with all of the requirements of the solicitation. These differences include additional recurring Government provided screening training, body armor, OC spray, semi-annual firearms qualification, individually-assigned weapons, new uniform colors, PPE Equipment and additional key personnel (Training Instructor).
M. Incumbent protective security officers (PSOs) are currently armed with the following 9mm handguns:
Glock Model 17 at DC0467 and DC0421and Smith & Wesson Model M&P at DC0365 and DC1128. If an offeror does not utilize the aforementioned weapons, they would be required to provide 3 hours of transitional weapon training (see Exhibit 4C). Please note that all PSOs (including supervisory PSOs and
PSOs on post) are required to qualify at least semi-annually with the 9mm handgun. PSOs cannot share firearms (see Exhibit 8C). Please note that there is no requirement for shotguns under this solicitation.
N. With regard to questions concerning medical standards, note that the instant solicitation’s requirements include updated/different medical standards/physical abilities testing for sites DC0365 and DC1128. All contract PSO personnel must meet all the requirements of the solicitation before they can work under the new awarded contract.
O. With regard to questions concerning implementation of FPS/PTS and assignment of the associated personnel identification numbers (PINs), the following applies: PTS is not currently operational.
Information regarding PTS and assignment of PINs shall be provided post award and upon full implementation of the PTS. DHS Form 139 will be utilized prior to PTS implementation, and then only when PTS is not operational.
P. Please note that the current contracts for sites DC0365 and DC1128 do not have requirements for employee fit testing (SOW 14.5). The current contract for the other sites, DC0467 and DC0421, do have this requirement.
Q. With regard to questions concerning the incumbent PSO training records, as the incumbent contractors maintain all training records, the Government cannot guarantee which records will be available to the successor contractor although the Government will make its best efforts to obtain all training documentation for the successor contractor. PSOs shall have all training records in relation to the contract’s requirements in order to stand post under this effort and the successful offeror is responsible for all costs in ensuring that all PSOs meet all requirements regardless of what documentation is provided by the incumbent contractors.
R. With regard to questions concerning a potential site visit, a site visit will not be provided to potential offerors.
S. With regard to questions concerning GSA Schedules, the following applies: This RFP is not for a GSA Schedule acquisition conducted in accordance with FAR 8.4; therefore, offerors are not required to have a GSA Contract and the Industrial Funding Fee (IFF) does not apply.
T. With regard to questions concerning weapon storage, there are areas designated for weapon storage at each of these locations. Please note that clearing barrels, gun lockers, etc. (SOW 14.4.3) are contractor furnished.
U. With regard to questions concerning space for supervisors or other contractor personnel (i.e. contract manager) at these locations, this would be at the discretion of the tenant agency. Please note that copiers, fax machines, computers, etc., would need to be provided by the offeror.
V. In relation to the post exhibit (Exhibit 1), all posts are armed to include all proposed supervision which is also armed. Further, “M-F” posts exclude federal holidays while “7 days” posts include federal holidays.
W. PIV cards will be issued in Bren Mar, VA. Offerors shall price this requirement out (i.e. travel time, waiting in line, etc.) in their proposal as current PSOs at all sites do not have FPS issued PIV cards. It is estimated that it will take 20-30 minutes for a PSO to receive their PIV card once they are signed in at the Bren Mar facility (Alexandria, VA). Please note that the screening training (Exhibit 4G) is also currently conducted at this same facility.
X. Pre-Proposal Conference for Request for Proposal HSHQEC-13-R-00001 is being held on Thursday, November 8th at 10:00 a.m. at the Mellon Independence Center located at 701 Market Street, Suite 3200 Philadelphia, PA 19106. See attached Pre-Proposal Notification for details.
Y. Please note that most or all of the incumbent protective security officers received NACI clearances under the current contract, but FPS now requires MBIs. It is the responsibility of the offeror to ensure each protective security officer meets the current requirements of the statement of work for this solicitation. The Government is responsible for the processing and review of suitability packages only. The contractor is responsible for all costs associated with obtaining and renewing the suitabilities for employees under this contract.
Z. Please note that in relation to SOW reference 14.4.6, weapons are store on site. In terms of contingency rounds (SOW 14.4.6), a minimum of 100 rounds of 9mm ammunition shall be stored at each site.
Contractors shall use their discretion in relation to rotation of ammunition and ensure no damaged ammunition is utilized under this effort.
AA. Please note that the table of contents, coverpages, etc., are not exempt from page limitations. Completed past performance questionnaires shall not be submitted as part of an offeror’s proposal. Font smaller than specified in the solicitation will be acceptable for graphics and tables only if the font is legible to the Government. The Government is not responsible for any mistakes in evaluation due to its inability to read the provided text in the graphics/tables of the proposal. The Government has no limitations on the use of headers or footers although the required font would be 11 pt. Include your representations and certifications as well as the SF1449 and signed amendments with your price proposal. If these documents are included in the technical proposal, they will count against the page limitations. Continuation pages for the Past Project forms do not count against page limitations.
BB. As explained in sections 3.5.3 and 5.2.1.3 of the Statement of Work, it is the responsibility of the contractor to be in compliance with any OSHA regulations.
CC. Please note that the drug screening standards are different than the incumbent contracts at sites DC0365 and DC1128 and security officers will be required to undergo drug screening during transition.
DD. In terms of past performance, unarmed security contracts would not be considered relevant past performance in terms of complexity.
EE. Please note that all supervisory personnel shall be trained, uniformed, equipped and armed per the contract requirements.
FF. With regard to questions related to current levels of supervision, this is not considered relevant to the present requirement as the Government is looking for an offeror’s approach to supervision at these facilities. When filling out the field supervision post exhibit (Exhibit 8), productive posts (Exhibit 1) shall not be converted to supervisory posts. Supervision shall be specifically delineated for each facility under this RFP.
