1. Under the applicable DOL Wage Determination No.: 2005-2103 Revision No.: 11 Dated:
06/13/2011, which position classification is applicable due to the law enforcement training certification requirement?
a) 27131 - Police Officer I 26.52
b) 27132 - Police Officer II 29.67
FPS Response: The applicable wage determination labor category is Guard II ($20.57). This is the minimum amount each guard under this contract must be paid per hour.
2. Will FPS please provide either the Closed Bargaining Agreement or Wage Determination?
FPS Response: The most recent DOL wage determination (2005-2103 Rev No 11) was provided as Attachment 5 under the initial package post to the FBO website.
3. Will FPS please provide a seniority list?
FPS Response: A copy of the current seniority list will be provided as an attachment under this amendment.
4. Section C, Part II Addendum to FAR 52.212-4, Section 04 Prices A.2 on page 12 of 83 provides “The minimum wage rates and fringe benefits applicable to the Blanket Purchase Agreement (BPA) are outlined in the Department of Labor (DOL) prevailing wage determinations and/or Collective Bargaining Agreement (CBA) incorporated into the BPA.” Please provide a current seniority list of those employees performing as PSOs so offerors can accurately forecast vacation benefit costs.
FPS Response: A copy of the current seniority list will be provided as an attachment under this amendment.
5. Section C, Part II Addendum to FAR 52.212-4, Section 04 Prices B.3 on page 12 of 83 provides “For cost/price factors that are subject to variation, but are not subject to adjustment under the provisions above, contractors may factor in contingency allowances.
“Note: Increases to Supervisor wages and benefits are not subject to contract price adjustment in the subsequent ordering period periods under FAR 52.222-43(d), unless the Supervisory position is expressly covered under a Collective Bargaining Agreement or DOL Wage Determination. For Supervisor positions that are not subject to contract adjustment under FAR 52.222-43(d), the contractor is permitted to include a reasonable escalation in subsequent ordering periods (periods 1-4), based on the labor market in the geographical area that the effort will be performed.” Is it permissible to price Supervisory positions at a 5 year average instead of escalating wages each period?
FPS Response: There is no supervisory CLIN provided under this solicitation. Supervision should be priced into each offer as part of the overhead costs under the PSO CLIN.
6. HSAR 3052.209-76, Prohibition on Federal Protective Service Guard Services Contracts with Business Concerns Owned, Controlled or Operated by an Individual Convicted of a Felony is provided on pages 30-35 of 83. In which section of the proposal should Offerors provide this disclosure – Technical or Price?
FPS Response: This section can be included as part of the price proposal.
7. Section E, Part II Addendum to FAR 52.212-1, Instructions to Offerors, Proposal Submission Requirements, Subpart 1 on page 50 of 83 provides in relevant part, “Standard Form 1449, Solicitation/Contract/Order for Commercial Items – When responding to this RFP the Contractor must use the Standard Form 1449 as a cover page to the proposal.” Is the Standard Form 1449 the cover page for only the price proposal or is it also required as the cover page for the technical proposal?
FPS Response: The signed SF 1449 and amendments can be submitted as part of the Price Proposal.
8. Does the government require that Offerors fill in boxes 21 through 24, unit prices and amount, of Standard Form 1449, or will a completed Pricing Schedule suffice?
FPS Response: It would be beneficial if each offeror filled in their pricing information in boxes 21 through 24. A pricing spreadsheet detailing each offeror’s price breakdown should also be submitted as part of the price proposal. Please ensure the number in boxes 21 – 24 and the submitted spreadsheet match and there are no discrepancies.
9. Section E, Part II Addendum to FAR 52.212-1, Instructions to Offerors, Proposal Submission Requirements, Subpart 2 on page 50 of 83 provides in relevant part, “Proposals shall be comprised of TWO (2) separate sealed envelopes, the first containing two (2) copies of the pricing submission and the second containing five (5) copies of the technical submission.” Does the Government require two (2) copies and one (1) original or one (1) copy and one (1) original of the pricing submission? Similarly, does the Government require five (5) copies and one (1) original or four (4) copies and (1) original of the technical submission?
FPS Response: Each offeror should submit two (2) copies of the price proposal (1 original and 1 copy), as well as five (5) copies of the technical proposal (1 original and 4 copies).
10. Section E, Part II Addendum to FAR 52.212-1, Instructions to Offerors, Proposal Submission Requirements, Subpart 3 on page 50 of 83 provides in relevant part, “Page Limitation - Excluding the cover page and past performance forms and questionnaires, the technical proposal (covering all non-price factors) is limited to twenty (20) pages in at least 11pt. font and 1” margins.” Will a smaller font size be allowed for graphics and tables?
FPS Response: Inserted graphics and tables can be included with a smaller font as long as the font is readable. The government is not responsible for misinterpreting proposals in which the font presented in graph and tables is too small to read.
11. Please confirm whether the Offeror can include headers and/or footers with essential information, such as RFP Section Name, RFP Solicitation Number, page number, and disclosure statement, within the margin limitations as long as the 11 pt. font size is adhered to?
FPS Response: Headers and Footers can be included as long as the 11 font size is met.
Will the inclusion of a Table of Contents count against the 20-page limit?
FPS Response: The Table of Contents is included in the 20 page count.
12. Section E, Part II Addendum to FAR 52.212-1, Instructions to Offerors, Proposal Submission Requirements, Subpart 6 on page 51 of 83 provides in relevant part, “Offerors, other than small businesses, shall prepare and submit a Small Business Subcontracting Plan. In which proposal section (Technical or Price) should Offerors place the Small Business Subcontracting Plan?
FPS Response: The Small Business Subcontracting Plan can be submitted as part of the Price Proposal as its own separate section from the pricing.
13. Should the Small Business Subcontracting Plan be included in the Technical Proposal, would the Government exclude it from the 20-page limit?
FPS Response: The Small Business Subcontracting Plan can be submitted as part of the Price Proposal as its own separate section from the pricing and is excluded from the 20 page technical proposal limit.
14. Section E, Part II Addendum to FAR 52.212-1 Instructions to Offerors, Price Proposal, Section 4. on page 59 of 83 provides:
“4. The Contractor shall also provide a detailed breakdown of its proposed unit prices for each contract line item.
At a minimum the breakdown should clearly and adequately provide the following:
Elements in the proposed unit prices that are associated with the level of supervision, staffing, quality control, transition, relief, COOP and other advantageous aspects proposed under the Management Approach factor.”
In addition, FAR 52.212-4, Section 04 Prices, C.3, Continuity of Operations Plan (COOP) Implementation on page 16 of 83 provides in relevant part, “All other direct costs (ODCs) associated with implementation of the COOP, including but not limited to: overtime, travel and per diem, PPE replenishment, changes to IT/communication systems or devices, and training and certification of additional personnel etc. shall be reimbursed under the Optional COOP Implementation CLIN contained in the Schedule of Supplies/Services and Prices. Since COOP implementation costs cannot be pre-determined at this time, the Government has provided estimates and established Not-to-Exceed Amounts in the Schedule of Supplies/Services and Prices.” Please identify where in the RFP (page number and section) the Not-to-Exceed Amounts are located.
FPS Response: The evaluation of a COOP Plan is not part of this solicitation and therefore the offeror does not need to submit pricing for COOP.
15. Section E, Part IV. FAR 52.212-3 beginning on page 65 of 83. In which proposal section (Technical or Price) should the Offerors place the representations and certifications?
FPS Response: Please submit the representation and certifications as part of the price proposal. Please ensure that this has been completed electronically on the http://orca.bpn.gov as well.
16. Should FAR52.212-3 be included in the Technical Proposal, would the Government exclude it from the 20-page limit?
FPS Response: Please include the FAR 52.212-3 section as part of the Price Proposal.
17. Section E, Part IV. FAR 52.209-5 beginning on page 80 of 83. In which proposal section (Technical or Price) should the Offerors place the certification regarding responsibility matters?
FPS Response: Please include this section as part of the Price Proposal.
18. Should certification regarding responsibility matters be included in the Technical Proposal, would the Government exclude it from the 20-page limit?
FPS Response: Please include this section as part of the Price Proposal.
19. In order to properly submit a proposal, can you please provide the seniority lists as all other recent FPS solicitations are properly including these with the solicitation as this would avoid unnecessary cost to agencies and taxpayers by pricing additional vacation time into our proposal that is not necessary?
FPS Response: A copy of the current seniority list will be provided as an attachment under this amendment.
20. Under an unrestricted procurement (i.e. full and open competition), FAR 52.219-4 is required.
Why is this unchecked under FAR 52.212-5?
FPS Response: the Clause has been checked and the corrected page has been included as part of Amendment 00003.
21. COOP is part of the pricing, but I do not see a CLIN for this in the pricing schedule like other FPS solicitations. Please advise how this is to be priced as typically it is a “NTE” price.
FPS Response: The evaluation of a COOP Plan is not part of this solicitation and therefore the offeror does not need to submit pricing for COOP.
22. What is the period of performance for CLINS 0003-0012?
FPS Response: The period of performance for CLINS 0003 – 0012 is estimated to be one year after the award date of the preceding period of performance start date. The estimated performance start date for the contract is April 1, 2012
23. Although the WD is included as an attachment, can you confirm that there is no CBA in place as nothing is included on the 1449 referencing the WD?
FPS Response: The most recent DOL wage determination (2005-2103 Rev No 11) was provided as Attachment 5 under the initial package post to the FBO website. The applicable DOL Wage Category for this solicitation is Guard II ($20.57). This is the minimum amount each guard under this contract must be paid per hour.
24. Since offerors are afforded a 90 day transition period, isn’t the requirement to have PSOs meet the requirements set forth in Statement (sic) of work section 5.1.2.4 at the time of submission overly restrictive especially to small businesses as we have time to recruit and hire individuals with this experience? Does the incumbent staff meet these requirements?
FPS Response: The instant requirements under this solicitation differ from the current requirements that are currently in place at CSOSA. Each offeror should ensure that each PSO they hire to stand post under this contract meets the requirements listed in the Statement of Work.
25. Exhibit 8's Contractor-Provided Items, had no Qty or N/A for any Exhibit :Uniforms, Weapon type, Communication, etc . Are there specific requirements ?
FPS Response: Section 8 and 9 under the original RFP on FBO was deleted and replaced with the pages included in Amendment 00001. Please follow the quantities and requirements listed for Sections 8 and 9 of the SOW under Amendment 00001.
26. Please clarify if there is a Clearance requirement (SECRET or TOP SECRET) for the PSOs.
Section 5.4.3.1 indicates, “…Employee must complete applicable forms in Section 5.3.2.1;
exception Standard Form (SF) 86, Questionnaire for National Security Positions must be completed in lieu of SF 85P or SF 85P-S.
FPS Response: This contract does not require a secret or top secret clearance. The clearance level required is DHS Suitability.
27. Sect. 5.4.1.2 indicates that access to classified National Security Information up to and including classification level and Special Access Programs (SAP)
Access to classified National Security information and Special Access Programs is not required.
28. What firearm is being used on the current contract?
FPS Response: The firearm currently being used is the .38 Caliber revolver.
29. Are all guards currently trained to the new contract’s standards?
FPS Response: Some training requirements have changed for the instant requirement as compared to the current requirements. It is the responsibility of the vendor to review the Statement of Work to ensure that all its guard personnel meet these standards.
30. Will all guards’ training carry over to the new contract?
FPS Response: It is the vendor's responsibility to determine whether the training requirements of incumbent PSO personnel meet the training requirements set forth in the current procurement.
31. Will office space be provided by the Government?
FPS Response: As of now, there is space that is provided by the government. Please note however that this space may not be available for the duration of the contract and the government is not obligated to provide new space if the current space becomes unavailable.
32. Exhibit 8E requires the contractor to provide portable handy-talkie radios to operate on frequencies specified by the Government. In order to correctly price the radio, please provide the make, model, and frequency range of the current equipment. This will assist us in pricing a suitable item for the contract.
FPS Response: The government currently provides radios at this location. Please note however that these radios may not be available for the duration of the contract and the government is not obligated to provide new radios if the current ones become unavailable.
If the radios become contractor-provided, any industry standard radio equipment would be sufficient.
33. Section 1.1.1 of the Statement of Work on page 6 of 62 provides in relevant part, “Occupational Safety and Health Administration (OSHA) considers PSOs, as First Responders Awareness level (CFR 1910.120 (q)(6)(i).”:
OSHA defines First Responders (awareness level):
First responders at the awareness level are individuals who are likely to witness or discover a hazardous substance release and who have been trained to initiate an emergency response sequence by notifying the proper authorities of the release. They would take no further action beyond notifying the authorities of the release. First responders at the awareness level shall have sufficient training or have had sufficient experience to objectively demonstrate competency in the following areas:
An understanding of what hazardous substances are, and the risks associated with them in an incident.
An understanding of the potential outcomes associated with an emergency created when hazardous substances are present.
The ability to recognize the presence of hazardous substances in an emergency.
The ability to identify the hazardous substances, if possible.
Given that OSHA’s definition of first responders at the awareness level requires an intimate knowledge of hazardous materials, is any additional training required for uniformed contract employees to qualify as first responders at the awareness level?
FPS Response: No additional training is required other than what OHSA would require.
Normally, officers will not come into contact with hazardous material. The officer’s role in any Hazmat situation would be to notify emergency responders, block off access to any contaminated area. Possible hazmat events might include substances enclosed in suspicious packages, substances intended used as a method of attach, spills involving cleaning agents, These type of events would typically be rare. The officers should not expose themselves to these items. If exposed they should remain in the area, to prevent contamination to others, secure the area, and await emergency responders.
34. Section 5.1.2.5 of the Statement of Work on page 16 of 62 provides in relevant part “Government may require PSOs to possess proficiency in a specific language for certain posts and will indicate this requirement in Post Exhibit (Exhibit 1).”
As no language proficiency requirements have been indicated in the Post Exhibit, please confirm that the Government does not require any specific language proficiency besides English on this contract.
FPS Response: English is the only language each PSO needs to be able speak for these requirements.
35. Section 5.2.2.1 of the Statement of Work on page 17 of 62 provides in relevant part, “Contractor shall require PSOs to undergo a pre-employment medical/physical examination and every three years thereafter. A licensed physician shall administer the examinations and document results on Medical Questionnaire (Exhibit 7).”
Are the medical standards established in Section 5.2.2.3 of the RFP different from the medical standards applied to incumbent personnel?
FPS Response: Yes, standards have changed from previous statement of work requirements. Each offeror should review the SOW section pertaining these standards in order to ensure all of its guards meet the requirements.
36. Will incumbent PSOs who meet the medical/physical standards of the current contract be required to take a medical/physical examination during transition due to changed medical standards?
FPS Response: Yes, all PSOs are required to meet the conditions of the instant requirement. The standards listed under the current contract will no longer be valid.
37. Section 5.2.4.1 of the Statement of Work on page 20 of 62 provides “PSOs must submit to urine drug screening as part of initial pre-employment process and during recurring medical examination every three years.”
Are the drug screening standards in this RFP different from the drug screening standards currently applied to incumbent personnel?
FPS Response: Yes, the frequency of testing has been changed to annually for each PSO under the new resultant contract.
38. Will incumbent PSOs with drug screening records that meet the requirements of the current contract be required to undergo drug screening during transition because the drug testing standards have changed?
FPS Response: Yes, previous contract requirements and standards will no longer be valid.
39. Section 5.3.1.15 of the Statement of Work on pages 22 of 62 provides “Contractor is responsible for all costs associated with obtaining and renewing suitability clearances for employee associated with this contract.”
Does this section mean that contractors bear the administrative costs of requesting the suitability and the employee’s time spent completing the process online only and that the Government bears responsibility for the costs related to the suitability review? Generally this is our experience working under federal contracts.
FPS Response: The solicitation is clear on its face.
40. Section 5.3.2.2 of the Statement of Work on page 22 of 62 provides “Any investigation conducted by or for another federal agency on an individual that is of same or higher type and scope as one required for position is sufficient to meet investigation requirements if investigation occurred within past five years.”
Was the investigation conducted on incumbent personnel the same or higher type and scope as the one required for PSO positions under this RFP?
FPS Response: There was a change in the investigation standards. Currently PSOs are required to have an MBI. The NACI form of investigation is no longer valid.
41. Section 5.4.2.6 of the Statement of Work on page 26 of 62 provides “Contractor is responsible for all costs associated with obtaining and renewing security clearances for each contract employee.”
Does this section mean that contractors bear the administrative costs of requesting the clearance and the employee’s time spent completing the process online only and that the Government bears responsibility for the costs related to the clearance process? Generally this is our experience working under federal contracts.
FPS Response: The solicitation is clear on its face.
42. Please provide an estimate of how long the Government clearance process takes for transition period planning purposes.
FPS Response: The estimated time for a final suitability decision varies with a minimum of 90 to 120 days. The estimated time for a clearance would have to be addressed with the Defense Industrial Security Clearance Office DISCO.
43. Section 6.1.1 of the Statement of Work on page 28 of 62 provides, “COTR has discretion to accept or deny proposed exemptions for previous training and/or certifications obtained under another FPS contract. Previous training and certification documentation and/or credentials must be valid and meet requirements of this contract to be considered.”
Is the current security force trained to each of the training specifications identified in Exhibits 4B through 4G of this procurement? If not, please specify which exhibits incumbents must receive training on during the transition.
FPS Response: Yes
Section 6.4.1.2 of the Statement of Work on page 29 of 62 provides in relevant part, “Required training includes both, recurring and “one-time only” courses. If completed successfully, one-time only courses are not required to be repeated during contract period. One-time only courses are:
Contractor-Provided Basic Training (Exhibit 4B) Contractor-Provided Initial Weapon Training and Qualifications (Exhibit 4C) Government-Provided Orientation Training (Exhibit 4F) Government-Administered Written Exam (Section 6.5)”
44. Does the Government and/or the incumbent contractor have evidence that all incumbent PSOs have successfully completed the aforementioned training? If not, please indicate the types of training that incumbents must receive during transition to be eligible to perform under the contract resulting from this RFP.
FPS Response: . Any documentation regarding training is maintained by the current vendor and must be obtained either from the current vendor or the indidivual PSOs..
45. Does the phrase “…are not required to be repeated during contract period” mean that because this is a new contract that incumbents must retake the listed training during transition?
Or is the Government’s intent that the “one-time only” courses are taken only one-time regardless of how many times the PSO transitions to a new contract and/or contractor?
FPS Response: One time training requirements do not have to be repeated provided PSOs retained and can produce a copy of their certificate.
46. Section 6.6.4.1 of the Statement of Work on page 31 of 62 provides “Contractor shall complete Transitional Weapon and Weapon Platform Change training in accordance with Exhibit 4C.”
Is the 3 hour Transitional Weapon Training and Qualification identified in Exhibit 4C applicable for incumbent PSOs?
FPS Response: Yes
47. Please confirm that the 40 hour course identified in Exhibit 4C (4 hours Use of OC Spray, 4 hours Use of Baton, 8 hours Firearms Maintenance, Safety and Handling, and 24 hours Initial Firearms Familiarization Fire) is only required for new employees.
FPS Response: Yes, with the exception of OC Spray. OC Spray training was not a requirement under the previous Statement of Work.
48. Section 6.8.1 of the Statement of Work on page 33 of 62 provides “PSOs must maintain a valid/current certification for First Aid/CPR/AED, from American Red Cross (ARC) or American Heart Association (AHA).”
Do incumbent personnel possess current First Aid/CPR/AED certification that meets the requirements of the RFP?
FPS Response: Yes, however these certifications do expire and it is possible that the some of the PSO training may expire shortly or at anytime after the start of the contract.
49. Section 11.2.5 of the Statement of Work on page 47 of 62 provides in relevant part, “CM shall be available during normal working hours (8:00 a.m. to 4:30 p.m.) within 30 minutes by telephone or in person to discuss deficiencies. After normal duty hours or on weekends and holidays, CM shall be available within two hours.”
Please confirm that the government does not require a full-time, onsite Contract Manager.
FPS Response: The solicitation is clear on its face.
50. Section 11.3.2 of the Statement of Work on page 48 of 62 provides in relevant part, “Under no circumstances, shall Supervisors perform productive hours while working in a supervisory capacity.”
Does this mean that supervisors are not allowed to provide relief?
FPS Response: Supervisors cannot provide relief while working in supervisory capacity.
It the supervisor is providing relief, than the supervisor is working as a PSO and the supervisor position is vacant during that time. Supervisory personnel can work as a PSO or as a relief officer when not on duty as a supervisor. They may not work both positions at the same time.
51. Section 12.1.2.1 of the Statement of Work on page 49 of 62 provides “Contractor shall provide breaks and/or meal periods in accordance with minimum state requirements and/or applicable Collective Bargaining Agreements. Exhibit 1 specifies which posts require a PSO relief provision.”
Will a break/lunch room and lockers be provided for contractor employee use?
FPS Response: The agency is currently providing this; however, there is no obligation for them to continue to provide this throughout the contract service period.
52. There are no state requirements in regards to breaks and/or meal periods in the District of Columbia, and there are no Collective Bargaining Agreements applicable to this RFP, yet the Post Exhibit specifies that all three (3) posts listed require relief.
Please describe the relief provisions required under this procurement, including the number and length of each break and meal period for each post as well as which relief periods are paid or unpaid.
FPS Response: Relief is provided in accordance with the provided hours on the post exhibit. Fifteen minutes break periods are paid and should be included in the offeror’s pricing. However, any provided lunch breaks are unpaid and should not be included in the submitted price proposal.
53. Please describe the relief provisions currently afforded to employees, including the number and length of each break and meal period for each post as well as which relief periods are paid or unpaid.
FPS Response: FPS Response: Relief is provided in accordance with the provided hours on the post exhibit. Fifteen minutes break periods are paid and should be included in the offeror’s pricing. However, any provided lunch breaks are unpaid and should not be included in the submitted price proposal.
54. Section 13.5 of the Statement of Work on page 52 of 62 addresses Personal Identity Verification (PIV) Cards.
Do incumbent personnel have active PIV Cards? Do incumbent personnel need to repeat the process if a new Contractor is selected? Please confirm that the amount of time required per PSO to complete the issuance process for a PIV card is 20 minutes as indicated in section C.5 of Exhibit 9E, Government-Provided Property HSPD-12 Personal Identity Verification (PIV) Card Employee Application Process. Is the enrollment station for this contract located at the CSOSA Building (633 Indiana Avenue, NW, Washington, DC)? If not, please provide the physical address where the enrollment station is located.
FPS Response: Incumbent personnel currently do not have PIV card, so once PIV cards are needed to be issued, each PSO will need to go through the process. The PIV card process is estimated at 20 minutes. The enrollment station is located at 6315 Brenmar Drive in Alexandria, VA
55. Section 14.4.8 of the Statement of Work on page 55 of 62 provides in relevant part, “Exhibit 8C specifies amount and type of ammunition, including additional rounds for contingency. For those contracts storing weapons on site, Contractor shall store and secure additional ammunition on-site, periodically rotating old duty ammunition with new ammunition. (Terms of solicitation will expressly state if weapons can be stored on Government site. If terms do not explicitly provide for on site storage, such storage will not be available).”
As no terms have been expressly stated, please confirm that this RFP does not allow for weapons to be stored on site.
FPS Response: Weapons are stored on site.
56. If this contract does allow weapons to be stored on site, will the government provide the safes needed to store the weapons?
FPS Response: No, safes are provided by the vendor.
57. Section 14.5.3 of the Statement of Work on page 56 of 62 provides, “Contractor shall follow OSHA standards for respiratory protection including Appendix D to 29 C.F.R. § 1910.134. FPS will require Contractor to medically evaluate and clear contract PSOs for the use of respirators, at least every three years, in accordance with 29 CFR 1910.134. Contractor is responsible for employee fit testing at such time a public health authority declares the use of respirators to be mandatory.”
Is the requirement for employee respirator fit testing in this RFP different from the employee respirator fit testing requirement in the current contract?
FPS Response: The current standards are the same; however, if OSHA regulations change, you may have to meet the new requirements.
58. Are incumbent PSOs with current respiratory protection clearances required to take a respiratory protection examination during transition because the respiratory protection standards have changed or are new?
FPS Response: The current standards are the same; however, if OSHA regulations change, you may have to meet the new requirements.
59. Exhibit 4C, Contractor Provided Initial and Transitional/Platform Firearms and Less-Than- Lethal Weapons Training and Qualification includes shotgun qualification requirements on pages 36 and 37 of 112. Also, a “Shotgun Qualification Course” is included on page 41 of 112 although shotguns are not identified in Exhibit 8C: Contractor-Provided Firearms and Ammunition.
Does this contract require every PSO to qualify with a shotgun?
FPS Response: No
60. Does this contract require that shotguns be made available to PSOs? If so, where are they stored and what method of storage is required?
FPS Response: No
61. Attachment 2(a), Post Exhibit, does not indicate whether or not security service will be required on holidays for each post. It appears that only the Main Lobby Access Control post (Post ID#1) requires services on holidays based on the total number of days provided for each post.
Please confirm that Post ID#2 and Post ID#3 do not require services on holidays while Post ID#1 does require services on holidays.
FPS Response: Yes, that is correct.
62. Are weapons allowed to be stored on the CSOSA site?
FPS Response: Yes
63. The post exhibit for the current incumbent contract includes a fourth post of a Supervisor manned M-F 0700-1900, 12 hours per day. Is it the intent that offerors should build in 60 hour per week of supervision or has this requirement been eliminated?
FPS Response: FPS is no longer identifying supervision as a post. The vendor will be required to provide adequate supervision and the vendor should identify in their proposal how they intend to supervise their employees. The cost of supervisor is incorporated into the vendor’s bid price. If after award supervision provided is found to be inadequate, the vendor will provide sufficient supervision at no additional cost to the government.
64. Section 4.1.4 and 4.1.5 regarding PSO licenses. DC regulations do not allow an SPO to maintain more than one SPO certification. Therefore the moment the PSO transfers their license to the successful contractor the PSO’s old SPO with the incumbent contractor will no longer be valid.
FPS Response: This is a DC requirement and beyond FPS control to change. Incumbent Special Police Officers will have to transfer their Special Police status according to the rules governed by the District of Columbia.
65. SOW Section 5.1.2.4 requires all PSOs to have a min of three years of verified experience as a certified law enforcement officer in a public setting and successful completion of a federal/state certified Law Enforcement Education and Training or Police Officer’s Standard Training course.
With these requirement which is the applicable WD Police Officer I or Police Officer II?
FPS Response: The applicable WD for this solicitation is Guard II ($20.57). This is the minimum amount each guard under this contract must be paid per hour.
66. Exhibit 3C Contractor’s Certification of Government-Provided Training requires a contractor representative to sign for completion of Orientation Training, Screener Training, or Other Training.
Can you please clarify if these items are Government provided and therefore certified by the Government representative or if the Contractor is responsible for completing Exhibit 3C?
FPS Response: The contractor is responsible for completing Exhibit 3 C.
67. Exhibit 4, item 4 Contractor-Provided Annual Weapons Refresher Training (Firearms) states annual in the title of semi-annual in the frequency. Is the weapons training required annually or semi-annually (maintaining the understanding that the weapons qualification…range only…is still required semi-annually)?
FPS Response: It is a semi-annual requirement.
68. Section 14.4.11 of the PWS states that the PSO must qualify with the weapon used on post and that there will be “no sharing” of weapons. As any successful bidder would be providing weapons that are not currently on post will the incumbent officers be required to re-qualify with their new duty weapon or will their qualification status be “grandfathered”? (If incumbent contractor is not required to re-qualify their officers for this new contract they will be placed with an unfair advantage.)
FPS Response: Yes
69. Section 14.4.11 of the PWS states that the PSO must qualify with the weapon used on post and that there will be “no sharing” of weapons. Does this apply to all current qualified PSO who are currently working on FPS contracts or does it only qualify to new hires and any semi-annual qualifications?
FPS Response: All PSOs must meet the contract requirement regardless of their status.
70. Page 41 of the exhibits includes a shotgun qualification course. Are there any posts on this contract that require shotgun qualification?
FPS Response: The exhibit regarding the shotgun qualification course does not apply to this procurement. Please disregard any references to the shotgun qualification course.
71. Are the incumbent PSOs in full compliance with the solicitation’s requirements?
FPS Response: No, the requirements have changed, and the solicitation is clear on its face.
72. If the incumbent PSOs are not in full compliance with the solicitation’s requirements which specific requirements are they missing?
FPS Response: Some training requirements have changed for the instant requirement as compared to the current requirements. It is the responsibility of the vendor to review the Statement of Work to ensure that all its guard personnel meet these standards.
73. Para 14.4.8 states the specific amounts of ammunition including contingency are found in Exhibit 8C, but 8C doesn’t indicate the number of rounds to be carried or used for contingency.
FPS Response: The minimum number of duty rounds should not be less than 18. Six loaded into the weapon, and two speed loaders with six rounds each.
74. Does the site require a contractor supplied clearing barrel and safe?
FPS Response: Yes
75. SOW Paragraph 5.2.4.5 says Contractors shall perform 100 %, Annual drug screen for all PSO. SOW paragraph 5.2.4.1 says every 3 years. Which is correct for this contract?
FPS Response: This contract requires 100% drug screening annually and the initial drug screening conducted as part of the physical will count as part of the 100% testing for that year. The contract also requires a physical every three years. When the initial and the three year physical is required, a drug test is to be conducted at that time. This will count as the annual drug test during that year. For times when there is no requirement for a physical exam, a drug test is required to meet the annual requirement.
76. SOW Paragraph 6.7.3.2 says 30 days after first test fail, while SOW Paragraph 6.7.3.4 says 90 days after first test fail. Which is correct for this contract?
FPS Response: For the exam the officer will be given two attempts to take the exam and can do that in 30 days. It the officer fails on the first attempt and waits more that 90 days to take the exam then the exam is invalidated and the officer will be barred from taking the test again for one year.
