FCC measurement history FCC has acquired and analyzed data on legacy PSTN More recent and evolving broadband interest

Section 706 of 1996 Telecommunications Act annual report on availability of advanced telecommunications services to all Americans Resulted in information on deployment of broadband technology

(“Form 477”) but not its performance

FCC’s National Broadband Plan – March 2010 Proposed performance measurements of broadband services delivered to consumer households Work plan evolved from recommendations of National Broadband

The MBA project - logistics Cooperative:

13 largest ISPs covering 86% of US subscribers DSL, HFC, FTTH, satellite vendors, trade groups, universities and consumer groups

Initially, enrolled roughly 9,000 consumers as participants 6,241 participants for 2016 report (measured Sep./Oct. 2015) 4,165 reporting ”white boxes”

MBA: from wireline to mobile Smartphone app runs in background on volunteers phone Runs automatically at random times performing measurements Only gathers network related data and anonymizes results to protect privacy Client software provided as open source

4 major carriers (AT&T, Sprint, T-Mobile, Verizon)

Gathering data since August 2013, but data not yet public 9

Using MBA for reliability assessment?

Data currently not available in real time During disasters, need to distinguish power from broadband outages Limited geographic resolution

Example: AT&T 9-1-1 outage on March 8, 2017

Overview of NORS and DIRS

Cybersecurity and Communications Reliability Division

Public Safety & Homeland Security Bureau

Jeffery Goldthorp

Purpose of Outage Reporting Improve response to a crisis provide real-time information on major communications outages during a crisis Improve communications networks reliability & security (patterns) Improve disaster recovery (lessons learned) Individual reports are confidential NORS: “normal” outages, extensive reports DIRS: large-scale disasters, brief reports
