Questions and Responses to RFQ HSHQDC-17-Q-00195
1. Does submitting a quote constitute a binding agreement to the verbiage outlined on the solicitation?
Government Response: No submitting a quote doesn’t constitute a binding agreement to the verbiage outlined on the solicitation.
2. Will DHS sign the standard Marriott International Group Sales Agreement? If so, would DHS agree to our contract superseding the provisions outlined on the solicitation where discrepancies occur?
Government Response: DHS will not sign the standard Group Sales Agreement.
3. What format/response vehicle should be used to send my quote? (ie. Formal invoice from accounting, excel document with line items, email with bullet points, etc.)
Government Response: That is to the offeror’s discretion
4. Given the nature of a “Firm Fixed Price Contract Purchase Order,” should an unforeseen need arise while this group is on-property, how is that handled?
Government Response: It is handled by reaching out to the Contracting Officer.
5. Would the Hotel be at risk of DHS opting to accept “part” of this offer? – meaning, could DHS elect to move forward with function space use only? Or does DHS understand/agree that the use of function space is contingent upon the guarantee that I will require for the 250 guest rooms as a required bundle.
Government Response: This is a request for quotations. Quotations submitted in response to the RFQ are not offers that can be accepted by the Government. See FAR 13.004(a). Rather, the government intends to place an order with the quoter that submits the lowest price technically acceptable quote.
The Government intends to place an order for all of the services requested in the RFQ. However, in the event that the Government decides to place an order for less than the full suite of services submitted in the quote, the quoter may decline the order
6. How long will DHS deliberate proposals before awarding this bid after May 15th?
Government Response: The target award date is May 24, 2017.
7. Does the Combined Synopsis/Solicitation under solicitation number HSHQDC17Q00195 contain requirements similar to a current contract?
Government Response: This is not a continuation of a current contract or previous contract; however, the Chemical Sector Security Summit (CSSS) is held on an annual basis
8. What are the dates of the event?
Government Response: July 19, 2017 – July 21, 2017
9. Is F&B arrangements part of the contract or will individual pay arrangements for F&B be needed?
Government Response: The only beverage requirement is for water
