Office of Health Affairs (OHA) National Biosurveillance Integration Center (NBIC)

STATEMENT OF WORK (SOW)

For

Biosurveillance Real-Time Data Feed

1.0 GENERAL

1.1 BACKGROUND

The Office of Health Affairs (OHA) serves as the Department of Homeland Security’s principal authority for all medical and health issues. OHA provides medical, public health, and scientific expertise in support of the DHS mission to prepare for, respond to, and recover from all threats.

OHA serves as the principal advisor to the Secretary and the Federal Emergency Management Agency (FEMA) Administrator on medical and public health issues; leads the Department’s workforce health protection and medical oversight activities; and leads and coordinates the Department’s biological and chemical defense activities.

Through management of the Department’s operational biodefense programs, including the National Biosurveillance Integration Center (NBIC), OHA conducts biosurveillance activities to enable early warning and situational awareness of acute biological events and support better decisions through rapid identification, characterization, localization, and tracking. The objective of NBIC is to advance the safety, security, and resilience of the Nation by leading an integrated biosurveillance effort in support of Federal, and state and local stakeholders.

1.2 SCOPE

To advance its mission, NBIC requires a real-time data feed product for use in biosurveillance. Product may include, but is not limited to; data feeds that aggregate open source information from news media, forums, blogs, and other publicly available sources providing relevant biosurveillance information.

2.0 CONTRACTOR REQUIREMENTS

Contractor will be required to perform the following task:

Task 1: Provide a real-time data feed that supports biosurveillance across multiple domains, and meets the following requirements:

· Convey information from publicly available websites including trade media, social media, subject matter expert sites, as well as any publicly available source relevant to biosurveillance.

· Convey information from a minimum of 50,000 independently published, online data sources under the guidance of NBIC, which shall be indexed every 12 hours, at minimum.

· Update content on an hourly basis, at minimum, and be available 24 hours per day, 7 days per week, and 365 days per year.

· Convey information in English from publicly available websites published in at least fifteen (15) non-English languages including, but not limited to Spanish, French, Russian, and Chinese. Translation of non-English source information should be completed within 2 hours of ingestion from the original source.

· Convey information from event-based scanning for all reported infectious disease outbreaks affecting human and animal populations with additional reporting on plant and environmental biological issues preferred.

· Convey data that provides worldwide coverage.

· Filters, tags, and curates information prior to delivery so that at minimum, a short synopsis of information contained in a single article, along with a link to the original web-hosted article is made available.

· Convey structured, event-based information including, but not limited to the specific disease/agent, location, time stamp of the original publication, and details and/or significance of the event derived from the reporting source with guidance from NBIC.

· Deliver to NBIC by secure RSS feed.

· Data feed is available for immediate delivery without development (i.e., Technology Readiness Level (TRL) 7 or higher).

The Contractor shall deliver a biosurveillance data feed that meets the above requirements within 2 weeks from date of award (DOA). NBIC will provide the Contractor with guidance about desirable publicly available data sources, filters, and other aspects of the data feed (such as the definition of “significance of the event”), as necessary, upon award.

Biosurveillance requires adaptability to emerging diseases or conditions that were previously unknown. During the period of performance, the Contractor shall implement ad-hoc requests by the Government for additional filters/queries within the human disease and animal disease domains within 48 hours of request.

The Contractor shall provide the Government with designated contact information for the Government to report technical problems/concerns (such as interruption or degradation of data feed service). The Contractor shall provide a written or oral response to the Government within 2 hours of receipt of a technical problem/concern.

The Government shall be granted a Government Purpose Rights (GPR) license to:

i. Receive, process, and store the Information pursuant to the Feed;

ii. Use, modify, reproduce, release, perform, display, or disclose technical data within the Government without restriction; and

iii. Release or disclose technical data outside the Government and authorize persons to whom release or disclosure has been made to use, modify, reproduce, release, perform, display, or disclose that data for United States government purposes.

4.0 OTHER APPLICABLE CONDITIONS

4.1 PERIOD OF PERFORMANCE

The period of performance (POP) of this contract shall be a base of one-year with 4 one-year option periods.

4.2 PLACE OF PERFORMANCE

Contractor shall perform work for this effort at their offsite location(s).

4.3 TRAVEL

No travel is required to support this effort.

4.4 GOVERNMENT-FURNISHED EQUIPMENT (GFE) / GOVERNMENTFURNISHED

INFORMATION (GFI)

DHS will not provide Contractor with office space, equipment, or supplies. DHS will provide all necessary information, data and documents, as available, to Contractor for work required under this contract.

4.5 MONTHLY PROGRAM STATUS REPORT

Contractor shall deliver a monthly program status report by the 15th of the following month to the OHA PM and OHA COR. The monthly Program Status Report shall contain metrics pertaining to financial, schedule, technical progress, deliverable status, and risk information related to the task.

4.5 INVOICES

A. Invoices will be submitted on a monthly basis, i.e., one invoice approximately every thirty days.

B. Invoices shall be paid in accordance with the Prompt Payment Act, i.e., thirty (30) calendar days following receipt of a proper invoice.

C. Invoices must be submitted to the address identified in the contract. An electronic copy of the invoice shall be submitted to the CO, the COR, and oha.invoice.consolidation@ice.dhs.gov. If it is determined that the amount billed is incorrect, the Contractor will be required to submit a revised invoice.

D. To constitute a proper invoice, each invoice must include the following information and/or documentation:

i. Name, address and telephone of the Contractor

ii. Date of invoice and invoice number

iii. Contract number and modification number, if applicable

iv. Description of the supplies/services rendered (including hours incurred, the beginning and end date rendered, and billing rate, if applicable to the contract)

v. A schedule depicting the following information by contract:

Amt. Invoiced Cumulative, Authorized, Balance This Period, Amt. Invoiced, Value of Contract

vi. Name of the COR

vii. Signature of authorized representative of the firm with the following invoice certification:

“The undersigned hereby certifies to the best of my knowledge and belief that the sum claimed under this contract is proper and due, and all the costs of contract performance have been paid, or to the extent allowed under the applicable payment clause, will be paid by the Contractor when due in the ordinary course of business; the work reflected by these costs has been performed, and amounts involved are consistent with the requirements of this contract.”
