PART II, ATTACHMENT 1 – STATEMENT OF WORK
U.S. Department of Homeland Security Science and Technology Directorate
Cyber Security Division
Transition to Practice Technology Demonstration Day for Investors, Integrators, and IT Companies–West
I. Purpose
This is a Statement of Work (SOW) for the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Cyber Security Division (CSD) Transition to Practice (TTP) Technology Demonstration Day for Investors, Integrators, and IT Companies (I3)–West.
The TTP I3–West Demonstration Day will be held May 12, 2015 in the San Francisco Bay, CA area; specifically Santa Clara, Redwood City, Menlo Park, Palo Alto, or Mountain View.
This is a SOW for the rental of conference facility space and the provision of related supplies and services, listed in Section III Scope, only. The requirement does not include conference planning services.
II. Background
Because cybersecurity is a shared responsibility across the public and private sectors, DHS S&T initiated the TTP program in response to the White House’s Comprehensive National Cybersecurity Initiative and the White House’s Federal Cybersecurity Research and Development (R&D) Plan, which outlines TTP as a Federal Cybersecurity R&D Thrust. The mission of TTP is to identify mature federally funded cybersecurity research. The current focus is on Department of Energy and Department of Defense national laboratory research and on transitioning the research into products that are available to the entire Homeland Security Enterprise. TTP accomplishes its mission by developing partnerships and serving as a connection point between the federal research community, network operators (CIO/CISO), and private industry, historically three groups that have interacted inconsistently. TTP will leverage the technology transition methodology utilized by the DHS S&T Cyber Security Division (CSD) and based on the CSD R&D Lifecycle, thereby reducing the time it takes to transition cybersecurity research into practice.
The TTP I3–West Demonstration Day will be held for the second time on May 12, 2015. It will provide cybersecurity professionals and technology investors from private industry with an opportunity to view live demonstrations of innovative federally funded cybersecurity research, to which they would not be exposed otherwise. Nine technologies that are not commercially available will be demonstrated. The purpose of the demonstrations is to encourage the adoption and deployment throughout the Homeland Security Enterprise of leading-edge cybersecurity technologies with the potential to strengthen organizations’ cybersecurity postures within 12-24 months. TTP will be leveraging research conducted at Department of Energy national labs and Department of Defense labs. The demonstration is an opportunity for investors, integrators, and IT companies to view the technologies being demonstrated and to identify tools to pilot.
HSHQDC-15-Q-00079 Page 13 of 28
This demonstration is a critical step in transitioning federally funded cybersecurity research into production pilots and eventually into commercially available products that will benefit the Homeland Security Enterprise.
III. Scope
The Demonstration Day will be preceded by a setup day on May 11, 2015.
The conference facility must be located within the city limits of Santa Clara, Redwood City, Menlo Park, Palo Alto, or Mountain View, CA. The facility must be located within ½ mile of multiple eateries. The conference facility must have on-site parking or accessible parking within two blocks. To facilitate timing and coordination, the conference facility must be able to accommodate all requirements within one location.
The requirement is not for third party conference planners; offers from third party planners will not be considered.
The required conference facility space and related supplies and services specifically consist of the following tasks:
TASK 1: The contractor shall provide the following space:
• One General Session room to accommodate a minimum of 200 and a maximum of 300 participants set up theater-style, with a classroom setup for four people up front;

• One Planning Office room to accommodate 10 people set up boardroom-style.
These rooms must be available on the May 11, 2015 setup day by 3:00 PM. The Technology Demonstration breakout rooms and Planning Office room must be able to be locked from the setup day through the completion of the event. The contractor will provide keys and/or access cards to the Technology Demonstration rooms at no additional cost to the government.
(As used in this document, “at no additional cost to the government” means the price of the referenced supply or service shall be included in the contractor’s quoted firm-fixed price, and the contractor shall make no additional charges to the government for the referenced supply or service above the firm-fixed price. “At no additional cost to the government” means any charge, for a supply or service included in this Statement of Work, that is typically charged a la carte or variably based on usage, shall be included in the contractor’s quoted firm-fixed-price.)
