Statement of Work for Aerospace, Defense, and Security Technology Research and Market Analysis

Directorate of Science and Technology U.S. Department of Homeland Security Research and Development Partnerships

1.0 Overall Objectives

The U.S. Department of Homeland Security (DHS) is committed to using cutting-edge technologies and scientific talent in its quest to make America safer. The DHS Science and Technology Directorate (DHS S&T) is tasked with researching and organizing the scientific, engineering, and technological resources of the U.S. and leveraging these existing resources into technological tools to help protect the homeland. Technology foraging supports this effort.

Technology foraging is a high impact process that proactively leverages the public and private sectors– both international and domestic – to identify, locate and evaluate existing or developing technologies, products, services, and emerging trends to expedite speed of execution, maximize partnership opportunities, and assemble resources in order to impact the development of current or future Homeland Security systems and architectures, DHS operational user needs and/or DHS S&T programs.

2.0 Contract Objectives

To support technology foraging, DHS S&T seeks web-based, on-demand (24/7) access to market research information, trends, forecasts, market analysis, technical insights, and best practices research. Access must include inquiry time with analysts who produce the research. Topics covered must include at least aerospace, defense, and security technologies.

3.0 Deliverables

The contractor shall provide membership to its research services for five (5) DHS S&T personnel. As personnel turnover is probable during the period of performance, the DHS S&T Technology Foraging Office will coordinate, through the COTR, removal of those persons no longer requiring access and addition of new users. Research will be available through a web-based interface with 24/7 accessibility. Membership will include inquiry time with analysts who produce the research content. Inquiries will be scheduled on an as-needed basis. Inquiries are expected to be 30-60 minutes in length and conducted on conference call. Inquires are expected to provide clarification on research content or insight into homeland security impact of technology.

Core research documents such as technology roadmaps or in-depth market surveys will be updated on at least an annual basis. Content on emerging technologies, market changes, and best practices will be updated on at least a daily or weekly basis. The objective is to have access to the most up-to-date information and analysis as possible. S&T performs at the cutting edge of technology innovation and will gain the most value from research content that is fresh and contains meaningful analysis on the impacts of recent technology advances.

The contractor will have an existing, client accessible, 24/7, web-based interface to its research. Research content is expected to have been developed by the contractor over several previous years. The contractor will have existing research content and analysts to show an expert level of knowledge in aerospace, defense, and security technologies.

Research content will be accurate and unbiased. Content will be from a variety of sources including industry, government, and academia. Content will include research and technology from international sources.

Topics included in the research content will cover at least aerospace, defense, and security research. Examples of technology that will be covered include unmanned aerial systems, chem/bio and explosives threat detection, border and maritime security, surveillance, and first responder equipment. Additional topics with impacts on homeland security are expected to be included. Consideration will be given to the depth and breadth of technology areas to which the contractor will provide access.

The contractor will deliver under the SOW, a monthly program status report to the DHS S&T Contracting Officer’s Technical Representative containing metrics pertaining to financial, schedule, and scope information, risk information, and performance assessment information of all work performed hereunder. The program status report shall include the number of documents downloaded, number of users, and estimate of analyst time required to answers questions / provide clarifications on reports. Significant meetings, travel, list of deliverables, and issues/problem areas will also be included. The report shall be delivered within 15 days after the last day of the prior month.
