Intent to Sole Source Notice
Department of Homeland Security
a) This is a notice of intent by Department of Homeland Security’s (DHS) Domestic
Nuclear Detection Office (DNDO) to establish a two (2)-year Delivery Order (DO)
FY14-15 for the Small Vessel Standoff Detection (SVSD) program with Sensor
Technology Engineering (STE). DHS will procure the STE Maritime RadPack
Accessory Kit for the United States Coast Guard (USCG) on the basis of other than full and open competition procedures pursuant to FAR 6.302-1(C), “Applications for Brand
Name Description”. This is not a Request for Quotes or Proposals. No contract award will be made on the basis of responses to this notice. The purpose of this notice is to allow interested parties to assert and explain their capability to perform the work described.
b) USCG requires 55 STE RadPack Maritime Accessory Kits in FY14 with an option to procure an additional 50 STE RadPack Maritime Accessory Kits in FY 15. The STE
RadPack Maritime Accessory Kits will be procured with the following specifications:
• Pelican Case with moderator
• Wireless control set
• (2) Nylon Ratchet Straps
• Dry bag
• 35 foot extension cable
• System Software Version 2.9 Upgrade
c) The statutory authority permitting other than full and open competition is 41
U.S.C.253(c)(1) pursuant to FAR 6.302-1(C), only one responsible source and no other supplies or services will satisfy agency requirements.
d) The USCG currently employs over 300 RadPack backpack radiation detection systems in their Wide Area Search mission. This system was tested for use in a new Small Vessel
Standoff Detection mission and found to be effective and suitable if additional accessories available from the vendor were provided. Deploying this system for multiple missions leverages the training and maintenance infrastructure already in place for the Coast Guard reducing lifecycle sustainment costs. The accessories are only available through the original vendor and require a minor firmware upgrade in addition to the hardware components identified above. 55 existing RadPack systems are intended for upgrade in year 1. In anticipation of potential revisions to the Coast Guard’s deployment strategy, an option for purchasing additional 50 upgrades in year 2 is included for planning purposes.
e) The USCG intends to upgrade the existing 55 RadPack Systems in year one of the contract vehicle, and in anticipation of potential revisions to the Coast Guard’s deployment strategy, an option for purchasing additional 50 upgrades in year 2 is included for planning purposes. Thus per FAR 6.302-1(a)(2) and FAR 6.302-1(a)(2)(ii), the needed Maritime Accessory Kit is available from only one vender at this time, is a product acquisition to be used by the USCG, and any additional third-party developed
Maritime Accessory Kits would require significant Performance and Operational testing thus producing substantial duplication of costs to the Government that is not expected to be recovered through competition.
f) Interested parties may submit responses to this notice. All responses must demonstrate clear and convincing evidence of capability. Responses may be submitted until 12:00 PM
