RFP No. HSHQDC-13-R-00030

QUESTIONS
RESPONSES
1
Attachment 1, Statement of Work, Section 3.0 (page 2) requires the contractor to possess a Category III Special Nuclear Material (SNM) license issued by the US NRC ( or Agreement State) at time of award. Given the uniqueness of these requirements, the lead-time necessary to obtain this license, and because a contractor must have a need for such a license to be able to apply, would the government permit an offeror to propose a subcontractor that possesses these qualifications at time of award while the prime obtains the necessary license?
As stated on page 1 of the solicitation, this requirement is a total small business set-aside. If a prime (prime) contractor is proposing a subcontractor (sub), then either: 1) both the prime and the sub must both be small businesses, or; 2) the small business prime may propose a sub that is other than a small business, BUT the small business prime must be able to perform 50% of the work for each year of the contract in accordance with FAR 52.219-14.
2
If a contractor does not currently have a Category III SNM license but has other NRC (or Agreement State) licenses AND has the infrastructure (facilities, equipment, personnel and processes) in place to be eligible for a Category III SNM license, can the offeror provide evidence of this eligibility in its proposal to be eligible for an IDIQ award?
No. As required in the Statement of Work, Section 3, the offeror "must possess a Category III Special Nuclear Material (SNM) license issued by the US Nuclear Regulatory Commission (or Agreement State) at time of contract award. This requirement is of paramount importance as the material will be transferred to the awardee for immediate custody.
3
Is there an incumbent for this work and if so, could you please identify the incumbent?
The current incumbent is the U.S. Navy.
4
How much material (per radioisotope) in grams is going to be supplied or acquired for the project
A list of US Government Furnished equipment and Material will be furnished to the vendor upon contract award including all radioactive material
5
What form will these materials take, e.g., sealed, unsealed, neutron source?
All radioisotopes will be sealed sources. The Government will furnish sealed neutron sources. Additional sources may need to be purchased under the contract to support future characterization events.
6
Will the materials be provided as GFE or will the contractor be required to acquire the materials
The Government will provide the offeror with existing radioactive and nuclear materials. The offeror may also be required to purchase (as part of the program) additional materials to support future test and evaluation campaigns under individual task orders.
7
Attachment 1, Statement of Work, Section 4.1.4 (page 3) states 8 characterization events will be performed under this SOW. Does this quantity (8) apply to the one year base period or the potential 5 year period
Eight characterization events will occur over the course of the five-year IDIQ contract. Each event will be a separate task order that will be executed at the discretion of the Government.
8
Attachment 1, Statement of Work, Section 6.0 Key Personnel (page 5) requires a Chief Financial Officer (CFO). We understand the role of a CFO from a business operations perspective, but specific to DNDO’s requirements please provide insight into any unique role this person would perform within the SOW.
The Chief Financial Officer is not required as key personnel. The Statement of Work has been revised accordingly.
9
Section B of the RFP (page 3 of 47) states the total amount of all orders under this IDIQ will not exceed $9.5M. Does this limit apply to the one year base period or the potential 5 year period
The $9.5M IDIQ ceiling applies to the potential five-year period.
10
RFP, Section L Instructions , page 39 , 52.212-1 (c) Periods of Acceptance of Offers states 30 calendar days, and page 43, 52.212-1 Addendum states 120 calendar days. Please clarify
The provision in the addendum takes precedence over the standard FAR provision. As such, offers must be held firm for at least 120 calendar days.
11
RFP Section L Instructions , page 39 , 52.212-1 (e) Multiple Offers by same offeror will be accepted, and page 43, 52.212-1 Addendum states offeror shall submit one offer. Please clarify

12
Is there an anticipated date of award for this work
OPO expects to award a contract for this requirement before the end of March.
13
Attachment 1, Statement of Work, Section 10 Personnel Security Clearance/Facility Clearance indicates a minimum SECRET clearance for the company. Can the offeror obtain the TS clearance for the company to hold the TS clearances for personnel after contract award

The Chief Financial Officer is not required as key personnel. The RFP has been revised accordingly.
22
Based on our experience with this area of work/customer, International travel will be required. The RFP only mentions CONUS travel, how will OCONUS travel be handled?
International travel may be required for individual characterization events. Terms of each event will be negotiated upon execution of the associated task order.
23
Are there any Font/Format requirements for the response?
Yes. For documents with page limitations the font shall be Times New Roman, size 11, with margins no less than 0.5 inches. Volume I must be either Microsoft Word or a searchable PDF. Volume II must be Microsoft Excel.
24
Cost proposal requirements for labor, only require labor rates for the PoP listed in the RFP. However, ODC and travel costs are asked for in specific detail. Since this proposal effort is for the IDIQ response, and details for these are costs would vary based on the requirements of the individual Task Orders. We would anticipate that this would include typical third party subcontracts, travel requirements, special test object/fixture design and procurement. Would it be acceptable to provide example cost for a typical Characterization Task Order event with fixed overhead and G&A burden rates that we would use for all TO’s throughout the PoP?
Pricing for ODCs and materials are not required at the IDIQ level. The RFP has been revised accordingly.
25
Under the Management Approach section of the Technical Volume, would it be acceptable to discuss the top tier structure and key personnel for the IDIQ contract but provide documentation on how the details of a program management plan will be developed as we anticipate the program management plan’s details will adapt to the changing requirements from TO to TO?
Yes.
