The subscription services will provide the Terrapixel Image PatchTM cloud service for the DHS Geospatial Management Office (GMO). The period of performance for this software renewal will be one year. The proposed contract action is for services which the Government intends to award to only one source under the authority of FAR 13.106-3(a)(2). Interested sources may submit a letter via email to the Contracting Officer identifying their interest and capabilities to respond to the requirement. Responses must be received by Noon EDT on or before September 11, 2013. A determination to compete this procurement based on responses to this notice is solely within the discretion of the Government. Below are the submission instructions for the interested sources.
SUPPLIES AND SERVICES
The Department of Homeland Security (DHS) has broad and diverse missions in domains that include emergency management, law enforcement and intelligence that are supported by geospatial information technologies. The GMO is the DHS lead for establishing Departmental geospatial information and technology programs, directives, initiatives, standards, techniques; and ensuring the security of geospatial data, geographic information systems software and hardware and geospatial applications Department-wide. DHS has a long tradition of using post event remote sensing and imagery data to support recovery and mitigation efforts. Other DHS components use imagery data to support a variety of different homeland security incidents or events. The law enforcement community uses imagery extensively in planning, preparedness and monitoring activities supporting National Special Security Events (NSSE). The Customs and Border Protection (CBP) Office of Border Protection and Immigration and Customs Enforcement (ICE) routinely uses imagery to document border incursion incidents. The National Programs and Protection Directorate (NPPD) Office of Infrastructure Protection uses imagery to assist in the development of mitigation plans for critical infrastructure and uses post-incident imagery to assess the condition of critical infrastructure after a natural disaster or emergency. This software (web services) will enable DHS missions to upload, process, and publish collected geospatial imagery and share that information securely across the Homeland Security community.

The period of performance is for one 12-month base period from 9/27/2013 to 9/26/2014.
Please note that the dates are estimates.
