2. I am contacting you today to request clarification for the above referenced solicitation. The advertisement was amended on Thursday, February 9, 2012, but contains conflicting due dates. In the print view, the due date reads March 9th, but item 1 reads that the date has been extended to March 7th. Can you please clarify the due date for this submission?

Answer: The due date has been corrected to read March 9th, 2012.

4. Will there be any restrictions to adding additional sub contractors to the Team after successful selection? If there are restrictions, please specify in detail.

Answer: Because selection of firms is based upon qualifications, the extent of any subcontracting is an important negotiation topic. The clause prescribed at 44.204(b), Subcontractors and Outside Associates and Consultants (Architect-Engineer Services) (see FAR 52.244-4), limits a firm’s subcontracting to firms agreed upon during negotiations.

5. Will there be any restrictions to adding additional sub contractors to the Team after negotiated contract?

Answer: Any subcontractors and outside associates or consultants required by the Contractor in connection with the services covered by the contract will be limited to individuals or firms that were specifically identified and agreed to during negotiations.

The Contractor shall obtain the Contracting Officer’s written consent before making any substitution for these subcontractors, associates, or consultants.
