Solicitation/Task Order Request for Proposal HSHQDC-10-Q-00492

Question: Please explain the solicitation amendment #2, posted on September 9.

Answer: This amendment removes price as an evaluation factor and removes all instructions for offerors to submit additional price information. The most qualified offeror will be identified based on technical solution and past performance grounds. Once the most qualified offeror has been identified, price will be addressed in negotiations.

Question: The table of labor categories and hours needed (in Section B.2. and the attachment ‘HSHQDC-10-Q-00492 Labor Hours Required AMEND.xls’) includes 50 hours for a Fire Protection Engineer, 50 hours for a Senior Industrial Hygienist, and 100 hours for an Industrial Hygienist. If an offeror’s IDIQ does not include these particular labor categories, which labor categories should be used?

Answer: If an offeror cannot provide a particular labor category, either directly or through a teaming arrangement or subcontract, the offeror may propose personnel exceeding the particular qualification or with qualifications that it believes are equivalent, and provide a thorough explanation. In the event that a required professional certification makes this impossible, the offeror shall provide an explanation. Labor categories may be addressed in discussions.

Question: Section 12.2 of the SOW requires that the selected offeror be represented at the kick off meeting by the POC/Program Manager, the Real Estate Specialist, and the Financial Analyst.

It is unclear which labor categories these correspond to.

Answer: The POC/Program Manager is the Senior Project Manager. The Real Estate Specialist is the Senior Civil Engineer. The Financial Analyst is the Planner.

Question: Please clarify the maximum length of the technical volume.

Answer: Solicitation amendment #2 increased the maximum page length to 25 pages. This limit does not include any cover, cover letter, or tabs. These elements are not required.

Question: Section 2.1 of the SOW implies the need for a structural engineer, but there is no mention of one in Section 2.3 of the SOW (labor category descriptions) or the table of labor categories and hours. Is a structural engineer needed?

Answer: The structural engineering function aligns with the Senior Civil Engineer and Civil Engineer labor categories, depending on the level of complexity. If there is a need for specific, detailed structural engineering work an awarded task order may be modified to include the specific Structural Engineer labor category.

Question: The table of labor categories and hours needed combines civil, mechanical, and electrical engineering and states the labor category Civil/Mechanical/Electrical Engineer.

Should these three engineering disciplines be separated? If so, do the hours need to be specified for each?

Solicitation/Task Order Request for Proposal HSHQDC-10-Q-00492

Answer: We are not able to break down the level of effort/hour need individually and with certainty for Civil Engineer, and Mechanical Engineer, and Electrical Engineer. Offerors are expected to be able to furnish all three engineering disciplines that will together not exceed a level of effort of 880 hours. However, a rough estimate as to an expected breakdown is Civil Engineer at 300 hours, Mechanical Engineer at 300 hours, and Electrical Engineer at 280 hours.

This hour distribution will not be contractually binding, but offerors may use them for planning purposes.
