Reference: RFP Section 5.4, Security Clearances, Subsection 5.4.1 General Information

Subsection 5.4.1.2 of the Statement of Work indicates that the Contractor may require access to classified information up to and including Top Secret classification level. Subsection 5.4.1.1 states that the Government will notify Contractor of the required security classification of the contract and elements thereof by use of a DD Form 254 or other written notification. Since the RFP does not currently contain a draft DD Form 254, will the Government be providing Contractors with a draft DD Form 254 or other amendment detailing these security requirements prior to the due date for submission of proposals? This information will be necessary in order to accurately estimate cost impact to the Government.

No, the Government will not be providing a draft DD Form 254. IAW Section 5.4.1.2, a Top Secret facilities clearance is required for this contract. Section 5.4.2.4 indicates that 5.4.2.4 (b) is applicable. 5.4.2.4 (b) states that DHS may sponsor Contractor for a facility clearance, if contract performance requires access to classified information and Contractor selected for award does not possess a facility security clearance that is equal to level for work on this contract as specified in Section 5.4.1.2.
