DR-4277-LA Direct Feeding SOW FOR OFFICIAL USE ONLY
Federal Emergency Management Agency (FEMA) Procurement Sensitive Data
FOR OFFICIAL USE ONLY
Statement of Work Department of Homeland Security (DHS)
October 14, 2016
1.0 PROJECT TITLE
FEMA DR-4277-LA, Supplemental Disaster Food Commodoties
2.0 BACKGROUND
Due to the scale and nature of damages as a result of August 2016 Louisiana Floods, disaster feeding has continued at a heightened rate almost 60 days post-declaration. The Louisiana Mass Feeding Task Force (MFTF) and area food banks assert that the sustainability of current and projected levels of feeding will require additional food resources. These high feeding demands are caused by a number of variables such as: large number of disaster survivors dislocated from homes and support systems, especially those residing in Transitional Sheltering Assistance (TSA) hotels and Manufactured Home Unit (MHU) commercial parks; limited or no public transit with the exception of one parish; and the slow recovery of retail food sources in some parishes.
On the recommendation of the MFTF, the State requested and FEMA agreed to provide feeding resources to supplement the feeding of up to 10,000 disaster survivors residing TSA hotels, MHU commercial parks, and eventually at MHU group sites.
