Government Contract Audit Services for Louisiana Maintenance and Deactivation and Group Site Ground Maintenance Contracts Proposed Statement of Objectives (SOO)

I. PURPOSE:

The purpose of this requirement is to obtain government contract audit services for fifteen (15) Maintenance and Deactivation Contracts (MDC) and fourteen (14) Group Site Ground Maintenance Contracts (GSMC).

II. BACKGROUND:

The Federal Emergency Management Agency’s (FEMA) mission is to support our citizens and first responders to ensure that as a nation we work together to build, sustain, and improve our capability to prepare for, protect against, respond to, recover from, and mitigate all hazards. FEMA is authorized pursuant to the Robert T Stafford Disaster Relief and Emergency Assistance Act to provide assistance to disaster victims under a Presidential declaration of disaster and emergency. FEMA established a regional office, the Louisiana Recovery Office (LRO), to support recovery efforts for Hurricanes Katrina and Rita.

The devastation caused by Hurricanes Katrina and Rita was catastrophic and left many individuals in need of shelter. FEMA’s Individual Assistance (IA) program through the Office of the Chief Procurement Officer (OCPO) contracted for various services in response to Louisiana’s housing needs. Two of the major requirements were for the maintenance and deactivation of temporary housing units (MDC) and group site ground maintenance (GSMC). The MDC contractors provided technical assistance related to the maintenance and deactivation of temporary housing units (mobile homes, travel trailers, and other types of prefabricated housing). The GSMC contractors maintained the group sites by ensuring that the amenity facilities, grounds, and infrastructure were in a safe, secure, and sanitary condition.

To ensure that we are being stewards of the taxpayer money, the LRO is seeking government contract audit services to determine whether funds were spent in accordance with contracts and applicable laws and regulations.

III. SCOPE:

The contractor shall provide all labor, material, equipment, tools, and supplies, to meet the performance objectives listed herein. The contractor shall accomplish all performance objectives in accordance with Generally Accepted Government Audit Standards (GAGAS), Generally Accepted Audit Standards (GAAS) and all other applicable Federal, State, and local laws and regulations.
