Text version
Orleans Parish Archaeological Services, Report Compilation, Orleans Parish Monitoring Activity by FEMA 2006-2009 – The Federal Emergency Management Agency (FEMA) funded demolition of damaged private residences and debris removal as a result of Hurricanes Katrina and Rita in Orleans Parish.
In 2006, FEMA negotiated a Programmatic Agreement specific to demolition of these properties (2PA) with the City, the State Historic Preservation Office (SHPO) and other consulting parties detailing FEMA’s obligations under Section 106 of the National Historic Preservation Act as amended (NHPA). The 2PA stipulates that FEMA select a specific percentage of the demolitions and monitor these for archaeological resources.
The goal of FEMA’s archaeological monitoring from June 2006 to April 2009 was to identify impact that the demolitions and debris removal activities may have had on cultural resources in fulfillment of FEMA’s NHPA Section 106 responsibilities. FEMA archaeological monitors also ensured adherence to Low Impact Removal Stipulations during debris removal activity, limiting potential impact to archaeological resources The purpose of this bid for services is to create a report for submittal to SHPO’s Division of Archaeology using FEMA’s records of these activities. FEMA is required to report these demolitions and debris related archaeological activities conducted in response to Hurricanes Katrina and Rita in Orleans Parishes to SHPO’s Division of Archaeology. This report must comply with reporting guidelines and standards set by Louisiana’s Division of Archaeology. This report will include but will not be limited to the following criteria; abstract, introduction, including description of the project, environment, monitoring description and results, summary and recommendations and references cited. This report will include all appropriate tables and photographs.
In compliance with standards set by the Louisiana Division of Archaeology, this report will summarize all monitoring work done by FEMA in this project and describe any findings as a result of this activity, including analysis of artifacts collected, preparation for curation, and curation of artifacts.
