(the “Central City NRHD Project,” or the “project”)

5. POC—FILING DEADLINE—SELECTION
1.
INTRODUCTION
FEMA seeks to have a complete resource level inventory of the approximately 4000 buildings in the Central City National Register Historic District in Orleans Parish, Louisiana. The production of the inventory is called the “project”, and the area in which the inventory will be conducted is called the “Project District.”
FEMA seeks proposals from qualified professional entities under MOBIS Schedule SIN 899-1, to provide such GIS-based investigative, management, reporting, survey and other services in order for the Agency to conclude the Project. A general description of anticipated effort is described in the attached Scope of Work (the SOW) . In keeping with the language of the SOW, a potential candidate for award is referred to in this RFP as “contractor.”
FEMA is required under the provisions of the Stafford Act, as amended, to secure the goods and services it requires from “local vendors” as that term is defined in the 2006 amendment to the Stafford Act. As a result, this RFP is open only to those contractors who have an office situated in, and have at least 50.1% of their income derived from work performed in, the State of Louisiana.
FEMA seeks the most expeditious and cost effective means of concluding the Project. While the Agency anticipates that the Project may take as long as 5-6 months to conclude, FEMA welcome suggestions, set out in the Proposal, on how the contractor would expedite delivery of services while assuring that the end result is cost-beneficial to the government. To that end, the Agency’s Technical Evaluation Committee (the TEC) will consider favorably those proposals which address these dual concerns.
The timing of this RFP is to release it to potential contractors no later than 2:00 p.m. CST, Wednesday, March 4, 2009, and receive complete proposals from interested parties no later than 12:00 noon, CDST, Thursday, March 12, 2009. Barring discussions among contractors within the competitive range, notification of award is anticipated to occur no later than close of business Wednesday, March 18, 2009, with release of task order under the contractor’s GS contract to follow immediately thereafter.
2.
SUB-CONTRACTING TO BE CONSIDERED BY AGENCY
A potential contractor may include in its proposal an approach for sub-contracting some, but not a substantial portion, of the work to be performed under the Project. Such sub-contracting, if approved by Agency, would be based on the assertions in the proposal of the contractor that the sub-contractor(s) personnel shall be:
A. fully trained by contractor prior to engaging in assigned work;
B. managed and monitored by contractor staff (who meet the terms of Section 3, below), while engaged in performance of assigned work; and, C. fully justified in the contractor’s proposal as a means: (i) to reduce the time period of the Project, and/or (ii) to reduce the overall cost of the Project, and, (iii) to assure the quality and value of the deliverables without affecting the Project Schedule.
A sub-contractor need not be MOBIS-listed, but, as set out in the following Section, contractor must be party to a GS MOBIS Contract and qualified to provide archeological services.
3.
PROVIDER REQUIREMENTS
FEMA seeks written proposals from MOBIS-listed contractors located and primarily doing business within the State of Louisiana. Proposals received from entities shall contain language that the contractor “meets the requirements for local set aside under the provisions of the Stafford Act, as amended.” Contractors who do not comply with this requirement will not be considered.
Each contractor must affirmatively undertake in writing in its Proposal to:
A. use its personnel on the Project who meet the professional standards outlined by the Secretary of the Interior’s Professional Standards and Guidelines for Architectural History, Architecture or Historic Architecture (the SOI Standards); and, B. assure that such personnel, (or such sub-contractor personnel as contractor manages), will to the extent applicable, perform all work in accordance with the Louisiana Division of Historic Preservation standards and guidelines as detailed by the State Historic Preservation Office.
FAILURE TO PROVIDE THESE UNDERTAKINGS IN THE PROPOSAL SHALL BE REASON TO DISQUALIFY SUCH PROPOSAL.
4.
CONTENT OF PROPOSAL
FEMA anticipates that, at a minimum, the proposal will address the Agency’s needs, objectives and requirements as presented in this solicitation and in the SOW. FEMA welcomes any suggestions on how best to proceed with the Project: innovative and cost-effective approaches will be favorably received. In particular, the Agency welcomes proposals that set forth a combination of contractor personnel who meet the appropriate SOI Standards working with and managing personnel who may not meet such Standards (whether employed by the contractor or by a sub-contractor), and which best achieve completion of the Project at a cost which represents the best value to the Government.
5.
FORM OF PROPOSAL
This solicitation envisions receiving proposals which contain two or three separate parts:
· Project Proposal;
· Sub-Contracting Proposal (optional), and
· Cost Proposal.
A contractor may, for ease of preparation, combine the first two parts listed above. The Cost Proposal, however, must be submitted separately from other parts of the proposal. If a contractor submits a proposal under which it would perform all work, and a separate proposal that includes a sub-contracting approach, the Cost Proposal should present a price comparison between the costs to the government of the Project Proposal without sub-contracting, and a Proposal which includes sub-contracting.
The fact that a contractor may choose not to provide a sub-contracting approach will not negatively affect consideration of that contractor’s proposal.
A complete proposal, comprising two or three parts, should not exceed thirty pages in length, shall be set out in text not smaller than 12 point Courier or equivalent, and contain no more than five pages, total, devoted to bios and listings of publications in relevant fields. This limit is imposed to avoid lengthy, overly long bios and CV’s. Contractors are strongly urged to limit those references to recent work performed in the area of the current Project.
NB:
In the event the proposed initiation of the Project conflicts with a contractor’s present ability to timely commence work, the Agency encourages the submission of a proposal in any event. To the extent the proposal submitted in such circumstances merits further consideration, the Agency may opt to defer commencement of the Project in order to accommodate such contractor’s schedule.
6.
