STATEMENT OF OBJECTIVES

A. PROJECT TITLE:

Vendor Outreach Meeting Regarding Soft Sided Shelter Options for Congregate and Non-Congregate Shelter Missions

B. PURPOSE:

The purpose of this Vendor Outreach meeting is to provide an opportunity for Vendors from around the country to describe their ability to provide and manufacture soft-sided shelters. In order to better serve disaster survivors, FEMA, its Federal Partners, and Non-Governmental Organizations (NGOs) are committed to examining the market for best practices, improved product capabilities, and innovative designs. This dialogue will serve the dual purpose of allowing vendors to gain insight into FEMA’s unique product needs and providing FEMA with the information that can assist in the development of disaster planning on all levels.

C. SCOPE OR MISSION:

This shelter support will be requested during responses to catastrophic disasters anywhere within the United States, including its territories.

D. PERIOD AND PLACE OF PERFORMANCE:

This Vendor Outreach meeting should take place within the first two weeks of May, 2011. This meeting will be located at a designated conference room at FEMA headquarters.

E. BACKGROUND:

In preparation for upcoming disasters, especially catastrophic scenarios such as a New Madrid earthquake, needs and gaps based on State capabilities are being detailed. Sheltering is a high priority Mass Care objective for all levels of government and most States have indicated that their shelter capabilities will be insufficient to meet the projected need following a catastrophic disaster. FEMA is turning to the private sector to obtain a broad picture on the possible sources for procurement to meet the State’s needs. This information will be used by FEMA, its Federal partners, and NGOs in their planning missions.
