FEMA Seeks Alternative Housing Amendment 1

The purpose of this amendment is address the following:

1. Extend the closing date from July 18, 2008 to August 1, 2008. Any additional questions from contractors are due no later than July 18, 2008. Answers will be posted on www.fedbizopps.gov by July 22, 2008;

2. To provide answers to questions already submitted by contractors; and

3. Proposal delivery instructions.

Answers Provided for Contractor Questions Submitted

1. The NAICS code is wood manufacturing. We build with a superior product called Structural Insulated Panels. This way of building meets are exceeds all the wind load, energy star and all other requirements. Will this product be acceptable to bid with?

Building Materials should comply with FEMA BASELINES FOR ALTERNATIVE UNITS MAY 2008 to MAY 2009.

2. It was stated the unit size being 250sf. Is this for 1, 2, or 3 bedroom models.

Exterior Footprint of 250 square feet or greater for each model.

3. What are the square foot sizes of different bedroom models?

Exterior Footprint of 250 square feet or greater for each model. Bedroom size should comply with any applicable design codes.

4. Do you have a floor plan for each or you are requiring us to submit one?

Floor plans should be submitted for each model that fully comply with FEMA BASELINES FOR ALTERNATIVE UNITS: MAY 2008 to MAY 2009

5. I have printed out the paper to put bids on. How do we submit this to you?

Please submit electronically with your proposal to Linda Jackson, Contract Specialist, as stated on RFP.

6. I would like to know where the FEMA housing units for Solicitation #HSFEQ-08-R-0106 will be shipped to? I need this to be able to price the shipping cost.

Please indicate per mile price for delivery.

7. In preparing an alternate proposal may we use a price evaluation index other than CPI?

Example: Price per Barrel of Oil Please indicate per mile price for delivery. Please provide justification in proposal for pricing differently than CPI and why this method meets or exceeds the use of CPI

8. For purposes of the Buy American clause, is an end item defined as a deliverable item (i.e. THU) or is an end item a component of a deliverable (THU)?

An end item is defined as a deliverable item.

9. Are prices to be proposed on an FOB plant basis?

Price shall include pricing for production and delivery with delivery priced per mile.

10. Is the IAQ testing to be performed at point of manufacturer or can it be performed at a staging area?

Can be performed at either location, please indicate in proposal.

11. Is a full size mattress a 39” or a 54”?

Either is acceptable as long as bedding accommodates a minimum of three people per FEMA BASELINES FOR ALTERNATIVE UNITS

12. How do you want us to price delivery charges? Do you want us to provide pricing to multiple locations? Will you wait until the time of production to bid the delivery charges?

13. Do you want a copy of each MSDS included in the Bid or should they be available for inspection with the prototype?

Please include in your proposal.

14. Note 2, at the end of the Price/Cost Schedule, states that, “units shall be capable of being delivered and installed by a third party contractor.” At CLIN 0004 “Maintenance & Deactivation of Alternative Disaster Housing Units” and CLIN 0005 “Delivery & Installation of Alternative Disaster Housing Units” we are to give costs. Do we complete these lines with what we would charge to perform these tasks or with what we believe is a reasonable cost for a third party to perform these tasks?

Please indicate price for either relevant method and specify in-house or third party price.

15. For CLIN 0005 and Note 2, is “delivery” a per mile charge? Does delivery start from our manufacturing center or FEMA staging areas?

Yes, starts at manufacturing center

16. For CLIN 0005, do you want a lump sum plus per mile in Unit Price? Is Total Amount based upon a quantity of 1?

Yes

17. When ordering more than one unit, must all units undergo the Indoor Air Quality Testing?

Yes, 100% testing is required.

18. Section 5.16 52.232-18 AVAILABILITY OF FUNDS of the solicitation states that, "Funds are not presently available for this contract..." Does FEMA anticipate having funds before the end of Fiscal Year 2008? If not, how does this affect the potential award of a contract?

Funds will be available to purchase units if award is given.

19. Pursuant to FAR 15.303 and 15.304, in selecting bids, what are the relative weights of the following technical and non-technical factors:

Past Performance;

FEMA Housing Assessment Tool Survey Response;

Production and Methodology Plan; and Price?

All criteria judged independently, no relative weights are specified.

20. Specifically regarding the Past Performance factor, what are the relative weights of the various subfactors:

1. offeror shipped units in a timely manner;

2. units were delivered in the quantity ordered;

3. units were of acceptable quality; and

4. offeror provided acceptable warrant support.

21. Specifically regarding the FEMA Housing Assessment Tool (“HAT”) factor, what are the relative weights of the subfactors?

a. FEMA HAT Survey that has 42 categories. Are these 42 subfactors are of equal weight?

No specific sub weights are indicated; the tool is judged as a whole.

22. Specifically regarding the Production and Methodology Plan, what are the respective weights of the two relevant subfactors (Compliance Approach and Production Capability)?

All criteria judged independently, no relative weights are specified.

23. Specifically regarding the Price Factor, what is the weight of price versus technical factors. Proposal states: “Technical evaluation factors including past performance are combined, are [sic] important than price.” See page 5-5. Is the word “more” or “less” missing?

The word “more” was missing in the quote referenced.

a. What is the respective weight of price for different Sub-CLINS? Will the government simply add all of the Sub-CLINS to arrive at a CLIN price?

Yes.

24. Acceptance and Storage of Unit: How soon after a unit is completed (the “Ready Date”) will FEMA take possession of unit? Who will be responsible for storage fees of units after the Ready Date?

Manufacturer is responsible for delivery to location as specified in task order and shall be coordinated with the Contracting Officer. Once an order for homes is placed, trailers will travel to the effected site so there should be no storage fees.

a. Confirm that FEMA may be invoiced after the Ready Date.

Contractors may submit their invoices every thirty days after contract award.

25. Transportation Costs

a. How does FEMA plan to address transportation costs for units after their Ready date?

i. Will FEMA cover all transportation?

ii. Will FEMA bid these costs separately?

26. PRICE/COST SCHEDULE

a. Is FEMA only expecting fixed price quotes for the first year, or for all option years as well?

i. The SUB-CLIN price chart only covers the first year (August 1, 2008-May 31, 2009). What form should be used for option years?

Please project for option years using the same form for each future year.

ii. What is the scope of work for CLIN 0004, “Maintenance & Deactivation?

Please provide basic maintenance and deactivation cost and indicate in proposal how cost was deduced (e.g. previous experience) and services included.

iii. What is the scope of work for CLIN 0004, “Delivery & Installation?”

Please provide basic installation cost and indicate in proposal how cost was deduced (e.g. previous experience) and services included. Please provide delivery cost in price per mile.

b. Option Years

i. In Paragraph 3 of the notes at the end of the price/cost schedule, it advises to “refer to the solicitation clause for information on application of CPI for pricing of Units in the Option Years.” The Solicitation does not contain a CPI clause. The Federal Acquisition Regulation (FAR) has “economic price adjustment clauses for commercial contracts” (e.g., FAR 52.216-2, “Economic Price Adjustment – Standard Supplies,” 52.216-3, “Economic Price Adjustment – Semi-Standard Supplies,” and 52.216-4, “Economic Price adjustment – Labor and Materials”), but these are not cited in the Solicitation and do not make any reference to the CPI. What pricing terms does FEMA expect offerors to use for option year pricing?

c. Paragraph 2 of the “Notes” (after CLIN 0005) references the “Product Specifications Baselines.” Is this reference to the “FEMA Baselines for Alternative Units: May 2008 to May 2009” provided with the Solicitation?

Yes

d. Is the offeror required to submit a price for CLINS 0004 and 0005 for the option years as well? Will these two CLINS be evaluated in the same manners as the other CLINS? See, for example, page 5-5, Non-Technical Factor, Price.

The offeror is required to submit a price for CLINS 0004 and 0005 for the options years. These CLINS will be evaluated in the same manner as the other CLINS.

e. Will FEMA accept proposals with price escalators covering the first year (provided price escalators are tied to material and labor costs)?

Yes

27. This Solicitation is for the acquisition of “commercial items” under FAR Part 12, “Acquisition of Commercial Items,” as represented by CLINS 0001 through 0003. CLINS 0004 and 0005 address “construction” or “service” type contracts. Confirm, the following clauses apply only to CLINS 0004 and 0005:

a. 52.217-8, “Option To Extend Services” (page 5-18);

b. 52.222-7, “Withholding of Funds” (page 5-19) – construction contracts;

c. 52.222-13, “Compliance with Davis-Bacon” (page 5-19) – construction contracts;

d. 52.222-27, “Affirmative Action Compliance Requirements for Construction” (page 5-19);

e. 52.232-5, “Payments under Fixed-Price Construction Contracts” (page 5-24);

f. All of the FAR clauses with the 52.236X designation (e.g., 52.236-11, Use and Possession Prior to Completion” at page 5-27); and

g. All of the FAR clauses with the 52.242X designation (e.g., 52.242-14, “Suspension of Work” at page 5-28);

h. 52.246-13, “Inspection of Construction” at page 5-29 FAR 52.217-8 applies to all CLINS, all other FAR clauses applies directly to CLINS 0004 and 0005.

28. Is there a minimum/maximum number of units that FEMA will order?

A minimum of 1 will be ordered per each award.

29. ATTACHMENT: FEMA BASELINE FOR ALTERNATIVE UNITS (MAY 2008-MAY 2009)

a. This attachment requires “a NOAA/FCC approved weather radio.” Please indicate the type of weather radio (i.e.- free-standing or a fixed, wall-mounted unit)

At minimum a NOAA/FCC approved radio must be provided, but type is not indicated. Please indicate type in proposal.

b. This attachment requires a formaldehyde test under procedures that are said to be attached. Testing procedures are not attached. Please identify testing procedure, duration, acceptance levels, and related information.

Please see Page 48 and 49

30. This attachment requires a “minimum two year warranty on structure.” Please identify the basic terms that warranty must cover.

Please indicate terms of warranty in proposal.

31. Please resolve conflict between solicitation documents:

a. Page 5-17, Section (o) states: “Contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.”

b. Page 5-31, Section 5.25 52.246-17(4) states: “All implied warranties of merchantability and ‘fitness for a particular purpose’ are excluded from any obligations contained in this contract.”

c. Which warranty clause governs on this issue specifically, and on warranties generally?

Both Section (o): “Contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract” and FAR 52.246-21, Warranty of Construction, applies.

32. This attachment states “maintenance required shall not exceed once per month.” Please elaborate on what this requirement means (i.e.- are filter changes maintenance, is window cleaning, etc.)

Any action required to be performed is considered maintenance.

33. This attachment only goes through May 2009. Will the requirements for option years change and, if so, will pricing be renegotiated?

At this time the requirements will remain the same; any changes to scope of work will be negotiated at a later date.

34. ATTACHMENT: FEMA RUGGED TWO BEDROOM PARK MODEL This attachment only contains pages 9 and 10. Is this the entire document?

Yes, please disregard page numbers

35. Does this attachment apply to one bedroom and three bedroom units as well?

Yes

36. Inspection is governed by the standard FAR provision for Commercial Items (52.212-4), which provides for an inspection/acceptance of the supplies. However, the attachment “FEMA Rugged Two Bedroom Park Model Procurement Specifications” has a detailed inspection regimen. Please clarify which provision governs.

Both.

37. If one's unit is not built utilizing any formaldehyde containing materials which could be verified by a third party test, would your agency consider exemption from requiring additional tests on every single unit? Random tests could be completed at any time, thereby providing a record of compliance, which would greatly reduce the testing costs to be incurred.

No.

38. Will your agency pay for the testing costs and services separate from the unit's purchase price? (testing services, utility used during 14 day test period, space, security costs) Unit price shall include testing cost and services. Offeror may include breakdown of testing price in proposal.

39. Is vendor required to provide a second precharged A/C refrigerant line for the subsequent installation of A/C system, as a first one would have been used during testing?

If required, please justify in written proposal and submit with bid.

40. Do you have a list of government approved industrial hygienists to perform such tests?

No; however, you should consult with health agencies to find an AIHA approved hygienist.

41. Where are delivery costs to be quoted to? Selma, AL, Cumberland,MD, Hope AK?

Please indicate per mile price for delivery

42. We are very interested in receiving bid documents for the ALTERNATIVE HOUSING project in D.C, however the bluebook specifications are not clear we were wondering if you could shed some clarification on the project in terms of how it will be broken down for section on construction or any other possibly information.

Unclear question.

43. Stated that Contractor is to provide 1 prototype? Please confirm that it is a total of 3 prototypes: 3 bedroom, 2 bedroom and 1 bed room prototypes.

Only 1 prototype is required

44. If multiple makes and styles available, how does government want that presented? Separate submittals or as an addendum?

A singular proposal is preferred.

45. Does government want lease option (as opposed to purchase)?

A lease option may be presented in a detailed justification within the proposal.

46. Can we assume all units must meet the FEMA baselines for alternative units? As noted: FEMA rugged 2 bedroom park model was the only procurement specification provided. No procurement specification provided for 1 bedroom park model or 3 bedroom park model. Should we assume, other than bedroom quantities, procurement specification to be same for 1 & 3 Br Units.?

Yes; baselines and specifications apply to 1, 2, and 3 bedroom units.

47. Are units to be standalone? i.e. – driveways.

48. Are they to be complexed? i.e. – multiple units to a parking lot?

53. Will the government require on-demand production or is the gov’t prepared for a pre-positioned force of T.H.U.’s?

54. In the pricing section it talks about one, two and three bedroom housing units, but the attachment specifications only addresses the 2 bedroom Park Model homes. Does this mean we should only fill in the data for the 2 bedroom units and submit out bid or are there further specification packages being released for the other sizes of homes?

Specifications apply to 1, 2, and 3 bedroom units; the document title is an error.

55. Can you please clarify how the bidder is supposed to detail delivery charges for freight on each home from the manufacturing facility to a staging area?

Please indicate per mile price for delivery

56. Are freight cost changes limited to a measurement based on the CPI, or will the bidder have some way to pass along freight changes?

Please indicate in proposal per mile price for delivery.

57. Can you please clarify whether the delivery charges that are to be shown in CLIN 0005 are related to delivery of the unit from the staging area to final set-up and occupancy?

58. Is a bid mandatory for CLIN 0004 and 0005 related to Maintenance and Deactivation Services and Delivery and Installation?

Yes

59. Can you explain why there is no option for price changes to Maintenance & Deactivation Services and Delivery and Installation Services similar to homes based on the actual numbers of homes awarded?

The only guarantee is award of one unit if your proposal is accepted.

60. Since there is no advice to the bidder in the RFP related to potential timing or size of orders, how will FEMA weight the size and capacity of the bidder in its evaluation?

No relative weight is given to any particular item; proposal will be reviewed as a whole.

61. If the bidder provides information in the proposal related to its ability to provide homes, could the bidder be obligated to build homes or accept an order that exceeds its capacity as stated in the proposal?

Please outline any limitations in the proposal.

62. Since the RFP allows for the potential of significant design and construction differences between bidders how will FEMA evaluate such differences, especially as it relates to price, in the award of the bid?

No relative weight is given to any particular item; proposal will be reviewed as a whole.

63. Since the criteria of the RFP encourages design and construction that may be proprietary and confidential intellectual property, and furthermore could be extremely critical in FEMA’s evaluation of the proposal, would you explain under what circumstances that such information in the bid package would be made public?

If the government selects a design it can be re-used in later RFPs under extreme circumstances in order to meet requirements. For example if a large amount of units are needed and offeror cannot meet the required demand, the government may compete it.

64. Question: Since the criteria of the RFP encourages design and construction that may be proprietary and confidential, and furthermore could be extremely critical in FEMA’s evaluation of the proposal, would you explain how a bidder might provide such information in the bid package that would remain confidential and proprietary, even if such bid is subject to inquiry or protest?

If the government selects a design it can be re-used in later RFPs under extreme circumstances in order to meet requirements. For example if a large amount of units are needed and offeror cannot meet the required demand, the government may compete it.

65. Question: Can you please clarify the phrase in the RFP “Refer to the solicitation clause for information on application of CPI for pricing of Units in Options Years”?

CPI will be utilized as a guide for adjustments in pricing when exercising an option.

66. Can you please indicate the actual clause and where it is located in the RFP that relates to application of CPI for pricing in option years?

There is no clause in this solicitation addressing CPI. There is a statement which addresses CPI on the last page of the Price Schedule.

67. Does the phrase in the RFP “Refer to the solicitation clause for information on application of CPI for pricing of Units in Options Years” mean that prices for homes in option years will be calculated using the original bid price and applying the CPI to such price?

Yes

68. Since building materials and delivery costs are moving at a much higher rate that the published CPI (Less than 4%, as opposed to approximately 12%) can you please explain if the bidder may apply some other index or pricing mechanism for option years other than the CPI?

Please provide justification in proposal for pricing differently than CPI and why this method meet or exceeds the use of CPI

69. Is the bidder limited to price changes based on the CPI in option years or may the bidder propose different pricing for each option year based on the bidder’s estimation of cost changes?

70. Do all of the testing protocol for formaldehyde and other volatile organic compounds apply to this RFP that were included in HSFEHQ-08-R-0078 and 0084, or is the only criteria for acceptance under testing related to less than 16 ppb for formaldehyde?

Yes, all apply.

71. Is the 16 ppb ambient air level for formaldehyde an absolute standard, or will FEMA make allowances for homes that test close to such standard (for example at 20 ppb), and if so, how will that be administered?

No, all units must test less than 16 ppb to be accepted

72. Since the RFP description details that this is a full and open competition, can you please clarify why there is language in Section 5, paragraph 5.1 (a) that refers to small business qualifications?

This is a full and open competition. Information is provided in FAR 52.212-1, Instructions to Offerors, for informational purposes and is required in a commercial acquisition.

73. Can you please clarify whether a manufacturer’s approved DAPIA, Construction Manual and QC program as certified by the PIA for HUD Code manufacturer’s meet the requirements of the FEMA Baselines for Alternative Units related to government approved Quality Assurance/Quality Control Programs, and if not, can you provide further clarification as to what type of government approved program is required?

Yes.

74. Reference Section 2.1, Price/Cost Schedule- Please confirm that the RFP requests completions of only CLINS 0001, 0002, 0003, 0004 and 0005 and that the associated SUB-CLINS of AA through AK are not to be completed for the July 18, 2008 submittal.

Each proposal should contain pricing for all SUB-CLINS AA through AK. These Sub-Clins are provided to allow step ladder pricing. The Government expects a discount for larger quantities ordered.

75. Reference Section 2.1, Price/Cost Schedule- Please confirm that the bidder must provide pricing for all three CLINS 0001, 0002, and 0003. Failure to do so shall render the bid non-responsive.

Only one CLIN of 0001, 0002, or 0003 is required. Offeror may propose a 1 bedroom, a 2 bedroom, or a 3 bedroom design or any combination thereof.

76. Reference Section 5, SOLICITATION PROVISIONS, 5.2 EVALUATION—COMMERCIAL ITEMS, Factor 3, Production and Methodology Plan—Please confirm that the “Offeror’s plan approach to meet the production demand for this solicitation” and “production capability” applies only to CLINS 0001, 0002 and 0003 and not to SUB-CLINS AA through AK.

Correct.

77. Can you confirm if there is any precast or cast stone on the above mentioned project? If so, can you provide plans for bidding?

Please refer to FEMA BASELINES FOR ALTERNATIVE UNITS: MAY 2008 to MAY 2009 for building material guidance.

78. Reference SF 1449 – Item 20 Schedule of supplies references IDIQ type procurement. Does the government intend to issue a delivery order for a quantity of one (1) each of CLIN 0001, 0002 and 0003 at time of award?

Upon award the government is obligated to purchase only 1 unit (total) but reserves the right to order more.

79. Subsequently, does the government intend to establish yearly minimum order commitments, either by CLIN or dollar value for any option year(s) exercised?

No Only one CLIN of 0001, 0002, or 0003 is required. Offeror may propose a 1 bedroom, a 2 bedroom, or a 3 bedroom design or any combination thereof.

80. Reference Section 2.1, Price/Cost Schedule- Please confirm that the offeror must provide pricing for all five CLINS 0001, 0002, 0003, 0004 and 0005 in order to be considered responsive, i.e. offer must be All or None.

CLINS 0004, 0005 and at least one CLIN of 0001, 0002, or 0003 are required.

81. Reference Section 2.1, Price/Cost Schedule- The price/cost schedule for CLINS 0001, 0002, and 0003 reflects a unit price for manufacturing and testing of unit, however, the FEMA acceptance procedures state that the “inspector” will conduct the indoor air quality testing. If so, what testing is the offeror to provide as part of the unit price?

Price should include manufacturer and testing of unit including cost of approved hygienist for testing. Government acceptance will be conducted by FEMA technical monitor.

82. Reference Section 2.1 Price/Cost Schedule – CLIN 0004 is for maintenance and deactivation of units. Please provide details on scope of maintenance and deactivation items. More specifically, for deactivation does this include disconnection of facilities, disassembly, removal, storage, transport, etc.

Please provide cost of basic maintenance and deactivation of units and indicate in proposal the services to be completed.

83. In addition, is FEMA seeking a price for CLIN 0004 on a per unit per month basis without regard to quantity of units or number of months?

If you intend to specify price per quantity please include with bid.

84. For purposes of price evaluation for CLIN 0004, please advise the quantity to be considered for each of CLINs 0001, 0002 and 0003 and the number of months for maintenance and the number of deactivations per CLIN.

Minimum quantity of 1 and price should be indicated as ‘per month.’

85. Reference Section 2.1 Price/Cost Schedule – CLIN 0005 asks for delivery and installation of alternative units, however, there are three distinct models being priced. If the solution being offered results in a different level of installation labor for each CLIN, is it acceptable to price this line item with SUB-CLINS corresponding to the unit CLIN?

Yes.

86. In regard to delivery, please provide a destination in order to provide a delivery price?

Please indicate per mile price for delivery.

87. Given the uncertainty of installation locations, how does the offeror establish which Davis Bacon county determination applies for purposes of pricing CLIN 0005?

Please indicate per mile price for delivery.

88. For purposes of price evaluation, please advise the number of units by CLIN to be priced for installation and the delivery destination (county and state).

Please reference pricing sheet.

89. Reference Section 2.1 Price/Cost Schedule- Note 2 indicates that orders under the resulting contract can be either FOB Destination or FOB Origin. Please confirm this is the intent.

Please indicate per mile price for delivery for either FOB location.

90. Reference Section 5.2 Evaluation – Commercial Items, Non-Technical Factor 1, Price – Item (b) provides that “the government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirements.” Please advise where the option years are to be priced and for purposes of price evaluation what quantities will be considered?

Please include all option years in proposal with minimum quantity of 1.

91. Many Statements and Requirements within the RFP seem to indicate that FEMA is looking for a manufactured home as opposed to a modular home. For example, the FEMA Baseline, introduction paragraph states "units would likely be subjected to extended road travel, multiple installations" – this would only be true for a manufactured home as opposed to a modular home. The FEMA Baseline, Section Code Compliance & Design, states "unit shall be designed to US and/or industry-recognized building codes such as HUD or IRC." HUD only pertains to manufactured homes, not to modular. The FEMA Baseline, Section Installation, states "unit shall be easily transported" – this would only be true for a manufactured home as opposed to a modular home. The Procurement Specifications 2.a states "a pre-delivery inspection each unit shall occur prior to delivery of the unit." This again would only be true for a manufactured home as opposed to a modular home that is assembled directly onsite, not within a factory. Is FEMA searching specifically for a manufactured home – or – are they searching for either a manufactured or modular home?

This solicitation is not limited to manufactured homes only. Homes should be transportable in some fashion and capable of re-use.

92. Is the manufacturer required to contract with the independent IH to perform the IAQ test on the unit and accordingly pay for the indoor air quality testing or will the government be contracting directly for the IAQ testing?

Manufacturer will hire and pay for IAQ testing services with government approval.

Proposal Delivery Instructions

1. An original and two (2) copies of the Technical Proposal and an original and two (2) copies of the Business Proposal shall be submitted in two separate binders. They shall be enclosed in a sealed envelope to the issuing office specified in the solicitation. The proposal shall show the hour and date specified in the solicitation for receipt, the solicitation number, and the name and address of the offeror on the face of the envelope.

2. Your proposal must be submitted not later than 2:00 pm local time on August 1, 2008 at the issuing office. The issuing office and place designated for receipt of proposals is:

PROPOSAL DELIVERY INSTRUCTIONS

1. Mailroom Procedures – The proposal must be properly identified on the face of the envelope as set forth above in order to ensure that the date and time of receipt is stamped on the face of the proposal envelope since the Agency mailroom receiving procedures are: (a) date and time stamp those envelopes identified as proposals and deliver them as soon as possible to the appropriate procuring activity, and (b) only date stamp those envelopes which do not contain identification of the contents and deliver them to the appropriate procuring activity through the routine mail delivery procedures. If the above is followed, proper consideration can be given to the proposals.

2. There will be no electronic or hand delivered proposals accepted.
