Southern Unit

General

The standard established by this specification shall not be considered restrictive in that the supplier may provide “equal or better” units considering that the competitive price and delivery requirements can be met. These units must meet and comply with all appropriate HUD requirements, regulations, standards, and guidance. This is not a waiver of HUD requirements, regulations, standards, and guidance.

Manufactured homes being procured under this contract are for the purpose of providing temporary housing to disaster victims. Some of these units will be used on a repetitive basis and must be built for multiple uses.

These units will be subjected to continuous road travel, multiple installations and deactivations, and various to extreme weather conditions. All furniture and appliances as well as A/C must be provided with the unit or the unit will not be accepted.

Throughout this document the reference of contractor, manufacturer, and vendor refers to the company awarded the contract. The company the unit is purchased from will be FEMA’S point-of-contact (POC) for all warranties; this includes the actual unit, furnace, water heater, all furnishings, and appliances.

The delivery locations are subject to change due to disaster circumstances or situations associated with disaster and recovery efforts. The primary delivery locations at this time will be Cumberland, MD, Hope, AR, or Selma, AL. Note: AS a remainder the disaster locations are subject to change and the contractor should be prepared to ship the units to the affected disaster area location identified by FEMA. The contractor must have a rep and/or technician there when the units arrive. The first order of units will be needed as soon as possible preferably within 14 days of the contract award.

Quality of Construction

The specifications establish the minimum standards for manufactured home construction and outfitting to meet FEMA contract requirements. These units are designed for installation in approximately 80% of the Continental United States (CONUS) area. The construction and outfitting standards identify environmental living conditions necessary to provide emergency housing for disaster relief operations.

This specification does not constitute any expressed or implied deviation or waiver of any requirements of the U.S. Department of Housing and Urban Development (HUD) Standards, Regulations, or its amendments or interpretative bulletins thereof. These units must comply with HUD Standards, Regulations, and other appropriate HUD guidance. These units must be built to the most stringent code when considering this specification to HUD Requirements, Regulations and other HUD guidance. All units must comply and meet the HUD approval process.

All units shall emit limited or no detectable levels of formaldehyde. Once constructed, the unit’s formaldehyde emission level shall be less than 0.016 ppm during initial testing period prior to delivery from manufacturing plant. No Luan, MDF, Vinyl Gypsum or products which contain urea-formaldehyde will be allowed. Requests for exceptions will not be approved. An independent third party inspector/method, approved by the Government, WILL certify and present the Federal Emergency Management Agency with a document demonstrating compliance with this level. Testing WILL be conducted for each unit at the manufacturing plant prior to leaving the plant or providers staging yard. If the unit fails to meet the standard, the provider is responsible for any expenses, including retesting, to resolve the issue.

All units to include furnishings and appliances must be new. The manufacturer shall design and construct all units under this contract within a superior grade quality of workmanship. The manufactured homes procured under these specifications shall at a minimum meet the design and construction requirements established in the latest version of Manufactured Housing Construction and Safety Standards (Part 3280) as issued by the U.S.

Department of Housing and Urban Development (HUD).

Each home will have the following basic floor plan consisting of:

Attic A radiant barrier insulation system

Construction and Outfitting Specifications Structural System Main Frame The main frame of the unit will be a 12" steel I-beam. The manufacturer shall provide and install two (2) additional I-beams of the same material and composition as the main frame shall extend a minimum of 18” on each side of the axle group, with each additional I-beam measuring 14’ 0” minimum in length. The additional I-beams will be installed by DAPIA approved to the inside of each frame and centered over the axle area in such a manner that the main frame I-Beam is doubled forward and aft through the axle area. The frame shall be secured to the floor joist system and the frame alignment shall be maintained by installing appropriate steel fasteners and lag bolts at every floor joist.

Outriggers The manufacturer shall provide and install industry standard tapered outriggers (minimum twelve gauge), preformed C- or Z-type, and 12 gauge outriggers having a base of nine (9”) inches nominal. Outriggers shall be installed the entire length of the home at forty-eight inch (48”) on center (o.c.). The outriggers shall be mounted to the main frame I-Beam by DAPIA approved on both sides. The outriggers shall terminate flush with the perimeter floor joist and be secured at this point with a lag bolt.

Additional outriggers will be provided and installed at each location where a shackle (spring hanger) is mounted to the main frame I-Beam.

Front/Rear Cross members

The manufacturer shall provide and install front and rear cross members (aprons). Each cross member will be the width of the unit and constructed of a minimum 12” I-Beam. Each cross member shall be fastened to the front and rear perimeter floor joists, respectively, with a minimum of six

(6) lag bolts evenly spaced from corner to corner along the length of the cross member.

Auxiliary (Interior) Cross-members

The manufacturer shall provide and install auxiliary (interior) cross members. The cross members shall be installed the entire length of the home, located between the two main frame I-Beams, be forty-eight inch (48”) on center, and within 3” of every outrigger.

Construction and Outfitting Specifications Structural System Connections All lag bolts must be at least 5/16” x 3” and be fully threaded. At least one lag bolt must be used to connect each outrigger to the perimeter joist and at least one lag bolt must be used to connect the 1”x 1/1/2” x 12 gage clip that is welded to each main I beam and connected to each floor joist at 16” on center.

Coatings All exposed surfaces of the entire frame, shall be completely coated after welding. This coating must be waterproof. The serial number shall be painted with rust resistant black paint. Draw Bar should be painted Red to identify as Southern Unit.

Floor Joists The floor joists shall be 2” x 8” nominal and run transverse to the length of the unit. Floor joists shall be spaced sixteen (16”) inches on center (o.c.)

and splicing of the floor joists is not acceptable. A 2” x 8” nominal rim member shall be installed to enclose the floor perimeter.

Floor Decking The floor decking shall be composed of 4’x 8’ x 3/4” (23/32”) minimum thick plywood (approved sealed, non emitting plywood) panels with joists spacing index of 24 (Long edges of the panel shall be tongue and groove) and with 16" o.c. floor joists. The decking should be placed perpendicular to the joist length. All plywood must be installed tongue and groove and secured in such a manner that the wood ends terminate on structural members for proper securing. Please note previous emission requirements.

Floor and ceiling Floor and ceiling cavities will be insulated with flame retardant, insulation having a minimum R rating of 19 in the ceiling and 11 in the floor determined in accordance with 24 CFR 3280.506. Condensation control (exterior vapor barriers) and vapor retarders will be installed in accordance with section 24 CFR 3280.504 of the Standard. Please note previous emission requirements.

Interior Walls A minimum 1” x 3” bottom plate shall be installed at all locations of interior walls. All interior walls studs shall be framed (studded) with minimum 2” x 3” nominal lumber spaced on 16” centers. Interior walls shall be secured to a minimum 2” x 3” top plate. All openings for interior doors and alcoves will be double framed with the same materials as the interior door studs and shall have headers/framing member from the top of the door to the ceiling. Please note previous emission requirements.

Construction and Outfitting Specifications Structural System Roof Trusses Roof trusses shall be installed the entire length of the home on 16” centers and each must align with an exterior wall stud. The roof trusses shall not be cut for the passage of any electrical, plumbing, and/or mechanical system. Exterior roof coverings shall be secured to 3/8”structural rating sheathing. See Part 3280.305 (HUD standard)-Table of Design Wind Pressures.

Exterior Walls The exterior wall framing (studs) shall be 2" x 6” nominal at 16”o.c. and secured to the top and bottom plate. The strapping of the wall studs to roof trusses and perimeter joists must be 26 gage minimum steel straps or brackets at 16"o.c to conform to the requirements of Wind Zone III.

The exterior walls shall be insulated with flame retardant insulation having a minimum R rating of 19. Condensation control (vapor barriers) will be installed in accordance with Part 3280 (HUD standard) 24 CFR 3280.504.

Vapor retarders must be installed in accordance with Part 3280 (HUD Standard) 24 CFR 3280.504(b1- b4) or as noted in RFP. The insulation shall be “batt” wall insulation for this application. Shall have an installed exterior vapor barrier only, not interior. Please note previous

A strap must be secured to each full length wall stud on each side of all double-framed door and window openings (Straps are not required on jack studs).

All exterior openings such as windows, doors, drain pipes; etc… shall be caulked to prevent air and moisture penetration.

The unit must have a minimum 3/8” thick structural rated sheathing on all exterior walls.

Air Supply Ductwork

All warm air supply ductwork shall be constructed of metal or insulated fiberglass materials and be complete with joint stays and sealed ends. All seams will be sealed with UL 181 or 181A-listed duct mastic tape, which will be verified before acceptance, with mechanical fastening to assure airtight construction with a maximum 3 percent duct loss. A Pressure test will be conducted before acceptance of unit. No construction debris or sawdust may be left in the duct system.

Construction and Outfitting Specifications Structural System Anchor Straps Each home shall be equipped with vertical and diagonal straps to meet the requirements of 24 CFR 3280.306. All vertical and diagonal tie straps must be coated with zinc or other approved galvanic protection that provides at least .60 ounces per square foot of surface coating on all exposed sides. The anchor straps shall not be spliced.

Construction and Outfitting Specifications Transportation system

Axles All homes will be equipped with at least five new DAPIA approved axle assemblies. A minimum of three axles will be equipped with electric brakes within the capacity for the unit size and weight. Axle assemblies supplied shall be designed for extensive use and long life application.

Axles should be rated the appropriate pounds at 50-mph and have a minimum rated axle of 6000 lbs.

Outer Bearings The minimum basic radial load shall be 1580 lbs. A minimum thrust rating for the capacity for the unit size and weight. The minimum required operating life is 3,000 hours.

Load Capacity. The minimum load capacity of the complete hub, drum and bearing assembly shall be rated for the design of the home. The hub/drum/armature shall be of a one-piece (unicast) type with the brake armature surface machined into the inner flat surface of the hub/drum casting. The brake drum surface shall also be machined for true operation.

Brakes The electric brakes assemblies shall be manufactured to all SAE codes and have a design braking force to equal the minimum axle capacity for the unit size and weight.

Springs Springs shall be of the multi-leaf type and appropriately rated with an over the axle mounting assembly (Shackles, bolts, bushings, etc.). Shackled shall be secured to the main frame I-beams by continuous weld.

Tires and Rims All tires and rims shall be new and free of defects. Tires shall be size 8.00 x 14.5, 10 ply Series “E”. Rim clamps, bolts, nuts or other related tire-mounting hardware must be new.

Drawbar The drawbar should be three to four feet and will have to be welded not bolted. The drawbar ("A" frame) shall be made of 12" I-beam and installed in such a manner that it is centered for proper towing and is secured by continuous weld to two points on the front cross member and two points on the main frame I-beam. A cross member of the same material as the drawbar will be secured to the inside of the drawbar by continuous weld.

The cross member will be located midway between the coupler hitch and the buckplates. An additional cross-member will be installed and secured by continuous weld inside the drawbar at the point where the drawbar legs are welded to the main frame I-beam.

Construction and Outfitting Specifications Structural System The Screw Jack The screw jack should be the industry standard bolt in type.

Exterior Covering

Exterior Siding Covering

Unit siding shall be the manufacturer’s standard full vinyl siding materials or similar. The color shall be white or off-white only.

Roof Covering All roof assemblies must include non-rust rain channels. Rain channels shall not be punctured with weep holes over windows and doors. The minimum size of the rain channels is 1 ½” high x 1” channel width. The roof must be installed within the manufacturer’s standard and construction with adequate ventilation.

The roof must have a shingle roof covering to resist the loads indicated in the Table of Design Wind Pressures in 24 CFR 3280.305 and be secured with 6 corrosion-resistant fasteners per shingle through underlayment which is cemented to 3/8” structural rated roof sheathing.

Light or White colored composition Shingle with a minimum solar reflectance equal to or greater than Energy Star specifications for low sloped roof products

Bottom board Bottom board of the home shall be secured to prevent rodents from entering the unit and shall be moisture resistant under the entire home. The underside of the home shall be enclosed in accordance with 24 CFR 3280.305(g)(5). Plastic materials require a minimum of 20 mil thickness.

Allowance to install cross tie anchoring buckles shall be made.

Interior Heating and Cooling System (shall have a minimum air exchange rate of 0.35.)

Furnace The unit will be equipped with at least a 95% efficient electric furnace

(central heating system) capable of maintaining an average of 70 degrees Fahrenheit temperature. The furnace (central heating system) shall operate according to 3280.510. The furnace shall also be built or equipped for the installation of a package type air conditioner and have space in/on the furnace cabinet if required, for an A-coil evaporator unit and a 4-wire thermostat connects connections completely installed. Each furnace shall have instructions attached to the furnace. The furnace shall be complete with a factory-supplied base suitable for a forced air duct distribution system.

The output shall not be less than 40,000 BTU and in accordance with 24 CFR 3280.501 and 24 CFR 3280.701.

Air Conditioner The home shall have an appropriate sized air conditioner, in accordance with ACCA Manual J requirements, that is compatible with the furnace and unit size. The air conditioner system must be completely installed at the production facility. This includes duct work, installation manual, and any other materials needed for the installation. (Note: The air conditioner must be provided with the home). The air conditioner must be the type that is installed on the side of the home and must be able to maintain an average of 75 degrees Fahrenheit temperature. Supply ducts shall be located in the ceiling.

The thermostat shall be a digital readout with automatic settings from heat/cool

Electrical Service Electrical System

The unit electrical service shall consist of a 200 amp, 120/240 volts 4-wire panel board, complete with master and branch circuit breakers. The distribution panel board shall be flush mounted inside the left exterior wall in the rear bedroom on road side. The panel board shall be of a dead front, safety type, equipped with thermal magnetic molded case circuit breakers of the quick break type having trip indicators and common trip on all multiple breakers. A circuit directory will be permanently affixed to the inside of the circuit breaker access door. All circuits will be clearly and legibly identified.

Service Entrance Junction Box

Each home will be equipped with an appropriate hinged, metal service entrance junction box mounted to a floor joist between the I-beam and the sidewall in such a manner that the distance from the bottom side of the junction box to the floor joist is no more than eight inches (8"). The junction box shall be mounted at a sufficient distance beneath the unit to prevent rainwater penetration without installing special rain shield and located the behind the rear entrance/exit door without impeding the entrance or exit of the home. The conductors shall be continuously and appropriately color-coded or coded using colored tape wrapped around both ends of the conductors for a minimum of three inches (3"). Paint is not acceptable for coding wires.

Telephone/Cable Inlet

Each home will be equipped telephone/cable inlet. The telephone junction box inlet will be located four feet behind the rear entrance/exit door and must not impede the entrance or exit of the home. The inlet must be functional, accessible and does not obstruct access to and/or from the door.

Lighting Requirement

Minimum interior lighting requirements shall include a ceiling mounted fixture in the bedrooms, hallways, kitchen, living room, dining area, water heater compartment, and bathroom. All lighting fixtures will be standard fixtures, and wall switch controlled. No hanging lights. The bathroom shall have a lighted exhaust ceiling fan.

Ventilation Each bathroom exhaust fan must exhaust minimum 50 CFM directly to the outside. This is the measured flow, as installed, and not the rated flow by manufacturer. Kitchen exhaust fan must exhaust minimum 100 CFM directly to the outside. This is the measured flow, as installed. There must be a whole house ventilation system that supplies 50 - 90 CFM of filtered air when the cool/heat system is operating.

Electrical Service Fixtures and Receptacles Exterior Fixtures An “UL” approved weatherproof exterior lighting fixture and associated wiring will be provided at each exterior entrance/exit door. Fixture shall be equipped with CFL bulb equivalent to 60 watt incandescent bulb. An interior wall switch will be installed near the exterior entrance/exit door the light serves. The fixture shall be metal with a non-breakable globe.

Interior

Interior Receptacles

All electrical outlets shall be 18" off of floor. All switches and thermostat shall set at 48" off of floor. Electrical receptacles will be installed in accordance with industry standard except that self-contained devices are not permitted. Receptacles near wet areas will be protected with ground fault interrupter protection. A minimum of four receptacles are required in the kitchen area above the counter. The receptacle for the range shall be flush mounted in the wall to the rear of the appliance. The receptacle for the refrigerator shall be located so it can be unplugged without moving the appliance. The unit will be equipped for washer and dryer hook-up. Each bedroom shall have a receptacle on each wall.

Exterior Receptacles ( Heat Tape)

Each home will be provided with a heat tape receptacle located under the unit and within two feet (2') of the water pipe inlet. It shall be a single outlet with weatherproof case. The exterior receptacle for the heat tape shall not be protected by a ground fault circuit interrupter.

Weatherproof outdoor duplex receptacle

One (1) weatherproof outdoor duplex receptacle flush mounted on the exterior wall of the home, approximately five feet (5') forward of the water inlet and approximately six inches (6") up from the floor level.

Phone and Cable Television Jack: Each unit shall have a pre-wired television jack installed in the living room.

Telephone jack: Each unit shall have a pre-wired telephone jack installed in the living room and master bedroom.

Interior Lighting Fixtures

All interior lighting fixtures shall be ceiling mounted, wall-switched controlled, have dual sockets, be equipped with non-breakable shades, CFL bulb equivalent to 60 watt bulb installed. Lighting fixtures shall be provided in the living room, kitchen, all bedrooms, bathroom, hallways, and dining area. No Glass is Permitted.

Plumbing Service: The plumbing shall be on the left side on the unit when facing the unit. The kitchen and bathroom shall be back to back.

Interior Heating and Cooling System (shall have a minimum air exchange rate of 0.35.)

Plumbing System The main water supply pipe shall be of 3/4" CPVC or PEX and extend from the water heater compartment to a point not more than six inches (6") below the bottom board of the home. Distribution lines from the water heater compartment shall be not less than one-half inch (1/2") CPVC or PEX pipe for four (4) fixtures and shall not be less than three-quarter inch (¾”) CPVC or PEX pipe for five (5) or more fixtures.

All connection lines from the 1/2" or ¾” distribution lines to the fixture it supplies shall be of three-eighth inch (3/8") I.D. Type "L" copper with brass connectors or appropriate. The bathroom and washer and dryer shall be located within the same area of the home and back-to-back to the kitchen and water heater. The 3/4" main water supply inlet pipe will be equipped with a metal, 3/4" master shut-off valve (gate valve) and a 3/4" metal compression faucet (hose bibb).

Interior walls where water lines are shall be removable access panels to all joints. The access panels shall match the walls and have vents for adequate circulation of air. An individual shutoff valve shall be provided at each installed plumbing fixture.

Winterization Water shall not be used to test water supply lines. All drain lines shall have antifreeze poured into all traps, including washer drain, after the flood test.

Faucet Assemblies All faucet assemblies in the home shall be of the dual shutoff valve type.

Kitchen Each home will have completely installed a self-rimming double bowl, stainless steel sink. Shall have one spray nozzle with minimum 12” extension. Each sink bowl will be fitted with a metal strainer basket assembly and appropriately sized strainer baskets. Hot water and drain pipes must be insulated to protect against contact. Also there shall be no sharp or abrasive surfaces underneath.

Drainage System

All fixtures will be provided with an adequate drainage system, each connecting to a main sewer line, which will run below the floor and above the bottom board to the place of exit in the rear of the axles. The sewer line will exit the home not less than two feet (2') but not more than three feet (3') behind the rear axle. The exit pipe shall protrude at least six inches (6"), but not more than eight inches (8"), from the bottom board, shall have a threaded end, and be capped with a removable plastic cap and chain. The drainage system must be accessible without removing the axles for installations and deactivations.

All water lines shall be installed to a point above the flooring in such a manner that opening of the valves result in the complete drainage of the water lines. The drain valves shall be brass.

Interior

Shower

Bathroom shall have a 30” x 60” roll in type shower unit installed to manufacturer’s standard. The unit will be provided with a curtain rod, shower curtain and curtain hooks. As you walk into the bathroom the shower will be on the left side. When facing the shower the faucet will be on the right hand side. The shower must have a non-skid surfaces and a secured foldable seat on adjacent wall from controls.

Commode

Industry standard. As you walk into the bathroom the toilet will be on the right side after the sink. The commode shall be located within 18 inches from the wall.

Washer/Dryer Area

Industry standard. The washer and dryer will be located in front of the bathroom and next to the furnace area. The area must accommodate a standard size washer and dryer.

Water Heater Compartment

The water heater compartment will be located on the left side of the bathroom after the tub across from the toilet. The access shall be from the exterior, curb side.

Appliances All appliances must be high-efficiency appliances and energy star qualified.

Water Heater A 40-gallon electric dual element quick recovery water heater. The water heater will be complete with a pressure relief valve, drain pan, and a metal tank drain valve. The valves and drain pan shall be separately piped four inches (4") to six inches (6") below the bottom board of the home and shall be at least five inches (5") away from the water inlet pipe. The water drip collection pan, relief valve and drain pan shall be separately piped to the exterior. Piping shall be installed at the factory. Place relief valve to exterior but pointed down with downward directed outlet to ground.

Range 30" self cleaning electric cooking range. Include four (4) burners, thermostatically controlled oven, and a lighted, power-vented range hood (one-piece construction). A separate sidewall vent is not acceptable. The range shall be secured to the floor with two (2) angle (gusset type) brackets. The range shall be plugged into the receptacle.

Refrigerator

18 c. f. frost-free refrigerator with freezer. The refrigerator shall be secured to the floor and to a wall stud. The refrigerator shall be plugged into its receptacle. The receptacle must be located in a position that the refrigerator can be unplugged without being moved. Must be able to be opened from the inside.

Microwave Oven

Each unit will have a minimum 1.2 cu. ft microwave with child lock.

Furnishings Furnishings shall be the manufacturer’s standard for functional quality. All furniture shall be assembled with all packing material removed. All furniture shall be upright and bunched against the front wall of the room or area it services. Tape shall not be used to secure furniture.

Bedrooms Each bedroom will be furnished with one full size mattress, box spring and a metal bed frame, one chest of drawers; two nightstands and a double strength mirror, measuring 24 in. x 30 in. installed in an appropriate area in each bedroom. Please note previous emission requirements.

Living Room

Each living room area will be furnished with one (1) sleeper sofa, one (1) armchair; one (1) coffee table; and one (1) end table. Please note previous

Dining Room

The dining room area will be furnished with dinette table to accommodate six people and six chairs. The minimum size of the table shall be 3’x5’.

Safety Equipment Smoke Alarms

Each unit will have interconnected smoke alarms that utilize the electrical system of the home as the primary power source (w/battery back-up included). Smoke alarms shall be equipped with push-button testing and temporary silencing devices. Provide a smoke detector in each bedroom and in the living room/dining/kitchen area. Each alarm shall follow 24 CFR 3280.208. Shall be equipped with a strobe component.

Fire Extinguisher Each home will be equipped with a five-pound A-B-C type fire extinguisher and a mounting bracket. The mounting bracket will be secured to a wall stud in the kitchen area.

NOAA Weather Radios.

Each home will be equipped NOAA weather radio in each Bedroom. The NOAA radio should be placed on a separate electrical circuit and require the use of a battery as a secondary power source in the event of a power failure. The wiring circuit for the NOAA radio should not include any switches between the overcurrent protection device and the radio and should not be protected by a ground fault circuit interupter. Shall be equipped with a strobe component. Shall be approved by FCC and NOAA.

Safety Equipment Walls Industry standard. Vinyl-covered gypsum is NOT permitted. All panels shall begin and terminate at on wall studs. All panel joints shall be made flush as possible and covered with adequate joint compounds or molding strips. All panels shall be secured to each wall stud it comes in contact with. Molding All trim molding used in the home will be color matched or color coordinated to the interior paneling. All seals, joints, door and window frames, corners, etc., will be finished with approved moldings. All exposed panel edges, such as access panels, shall be covered with permanently attached non-plastic edging. Please note previous emission

Ceiling Panels Industry standard. Please note previous emission requirements.

Floor Covering All interior floor covering shall be durable and low maintenance, be continuous roll, non-foam resilient, non-skid floor covering. Carpet is not acceptable anywhere in the home. A scrap of carpet approximately 30” by 15” shall be placed at each entrance as a foot-wipe pad. Heat duct openings will be covered with a 4" x 10" minimum, metal, adjustable louvered covering (register). Please note previous emission

Cabinetry Industry standard. Please note previous emission requirements.

Bath Room

The bathroom shall include industry standard surfaced mounted lighted medicine cabinet and other bathroom accessories, which includes an installed toilet paper holder and towel rack. The commode and lavatory will be on the right side as you walk into the bathroom and bathtub will be on the left side. Please note previous emission requirements.

Bedroom

The bedroom will be equipped with enclosed closet space. The closet space shall be equipped with a shelf and rod, running the length of the closet and supported on both ends. Please note previous emission

Cabinets

All cabinets will be wall mounted constructed with a finish compatible with the interior decor. Please note previous emission requirements.

Southern Unit

Countertops Standard. Please note previous emission requirements.

Access System (Doors) Exterior Door

Each exterior door is to be an industry standard 36” by 76” minimum insulated fiberglass or steel door with a minimum R3.5 rated insulation.

The door shall be pre-hung, and open inward and is fully insulated with no voids and weather stripped. The doors shall be mounted in such a manner that the hinged side is toward the front of the unit and when fully opened the door shall not come in contact with any window. The doors will not be on the same side. When facing the unit from the drawbar the front door will be on the left side and the rear door will be on the right side near the back. Each entrance door must have passage locks installed. All key operated dead bolt locks must use a dedicated key, separate from passage lock. All locks shall be master keyed. The threshold of the doorway should be even with the adjacent floor.

Exterior Water Heater Access Door

All homes shall have an installed and insulated exterior access door to the water heater compartment. Note: Manufacturers may ship with each home a 3/4" single piece exposure 1 rated plywood or 3/4" exposure 1 rated structural rated sheathing cover and the screws needed to secure the plywood to the exterior wall of the home in lieu of providing an exterior passage door or having the water heater access panel/door tested to the Wind Zone III requirements of the Standards (Part 3280-Manufactured Home Construction and Safety Standards).

In addition, the manufacturers using this alternative will be required to add an additional stud on each side of the opening to facilitate the securment of the plywood or structural rated sheathing panel cover to the exterior wall.

Manufacturers using this alternative will also be required to include the information in their instructions on how to secure the plywood to the exterior wall in order to protect the opening in a high wind event. This alternative is limited to an electric water heater access panel/door only.

Other alternatives that are available to meet the requirements of the standards for wind protection for the water heater access panel/door include the use of an exterior passage door or to provision of a water heater access panel/door tested to the requirements of the Standards.

Interior Doors

All interior passage doors must be 32” wide when the door is open in a 90° position. The threshold of the doorway should be even with the adjacent floor.

Windows (Egress window)

All windows shall have approved child resistant mini-blinds installed. The minimum size will be approximately 30" x 54"and be listed and labeled for use as an egress window with operating instructions affixed to each

window. Screens shall be held in place during transit with a removable, reusable, non-corrosive, shipping clip(s). Tape or other temporary securing methods shall not be utilized to secure screens. Maximum U factor 0.36;

no shutters.

Transport Readiness The manufacturer and/or supplier of the unit shall ready the units for transport to the designated area and/or installation site.

Road Ready Condition

The units must be in transportable and road ready condition when received at staging. Units that are not in a transportable and road ready condition (such as flat tires, damaged axles, etc) will not be considered acceptable.

Southern Unit

FEMA Acceptance 1. An onsite, inspection may occur at any time during the manufacturing process. In process inspections shall be accomplished in accordance with Clause 52.246-2 Inspection of Supplies—Fixed-Price.

2. Pre-Delivery Inspection –

a. A Pre-Delivery Inspection each unit shall occur prior to delivery of the unit. Final Inspection shall consist of a review of any documentation generated about the unit during the manufacturing process, a physical inspection of the unit and review of all required documentation associated with the unit.

b. The Government shall complete the entire Pre-Delivery

Inspection process before reporting results to the Contractor.

c. The Pre-Delivery Inspection report shall be recorded as either compliant or non-compliant.

d. Compliant units shall be ready for issue, with the exception of very few, easily correctable problems. The Contractor shall have 24 hours to correct these problems.

If the problems are not corrected within 24 hours, the unit shall be deemed non-compliant. Inspection of these minor problems shall be limited to the specific problems noted during the Pre-Delivery Inspection.

e. Non-compliant units shall either be brought into a compliant status within 48 hours of completion of the Pre- Delivery Inspection, or shall be removed from the inspection point by the contractor. Non-compliant units removed from the inspection point may be brought into compliance at another site and re-submitted for full Pre- Delivery Inspection. Any transportation or rework necessary to make the unit compliant shall be accomplished at no additional cost to the Government.

f. Re-inspection of non-compliant units shall consist of the entire Pre-Delivery Inspection procedure.

FEMA Acceptance 3. Indoor Air Quality Testing:

a. Upon completion of the Pre-Delivery Inspection, an Indoor Air Quality test shall be conducted in accordance with the Indoor Air Quality Test procedure.

b. The Contractor shall prepare the unit for the Indoor Air

Quality Test. These reparations shall include all actions for the 14 day pre-test period.

c. The Contractor shall cooperate with Inspector who shall conduct the Indoor Air Quality Test.

d. Upon completion of the Indoor Air Quality test, the Inspector shall provide both the Government and the Contractor a copy of the test results.

4. Final Inspection and Acceptance:

a. Final Inspection and Acceptance shall occur at the point of delivery.

b. Final Inspection may be a comprehensive as needed to verify compliance of the unit, but as a minimum shall consisted of a documentation review and inspection for any damage incurred during shipment.

c. If the shipment from the Contractor’s facility to either a

Staging area or installation area is to be accomplished by other than the Contractor, then the conforming Pre- Delivery Inspection and acceptable Indoor Air Quality Test shall be the basis for the Final Inspection.

d. Units found to be non-compliant during the Final

Inspection shall either be brought into a compliant status within 48 hours of completion of the Final Inspection, or shall be removed from the inspection point by the contractor. Non-compliant units removed from the delivery point may be brought into compliance at another site and re-submitted for full Pre-Delivery Inspection.

Any transportation or rework necessary to make the unit compliant shall be accomplished at no additional cost to the Government.

e. Acceptance shall be after acceptable completion of the

Final Inspection.

5. Documentation: The contractor must provide the government a copy of all shipping documents showing Contractor’s name and Contract number.

Southern Unit

Miscellaneous Master Keys The contractor shall furnish 3 sets of keys for homes procured.

Master keys shall be provided and packaged separately, with an identification number on each key, bar code number or VIN. The master keys must be received with or prior to delivering the first unit.

Warranty The contractor shall identify a POC for handling warranty items and the vendor needs to provide FEMA the procedure for reporting warranty items to the vendor. The manufacturer shall also provide a supplier list, including company name, address and phone number of the suppliers of the various components of the home.

The contractor awarded the contract will be notified of any unit accepted, but later identified as non-compliant. The vendor must repair or replace these items at no additional cost to the government within 48 hours. This includes items missing that were not shipped.

Certificates of Origin

The certificate of origin must be provided at the time of billing. The certificate of origin must accompany the invoice.

Manufacturer’s Installation Manual

Manufacturer’s installation and anchoring guideline and technical data for installation of the unit shall be provided in a packet stored in a readily locatable area within the unit and a copy shall be forwarded to the FEMA designated address via next day delivery upon award of this contract. The size and spacing of pier and foundation supports as well as perimeter supports at each side of exterior passage doors shall consider the additional dead loads required by these specifications and be designed for a soil bearing capacity of 1,000 PSF.

Unit Floor Plan The manufacturer shall provide a complete set of DAPIA approved plans per model of the home to include floor plan and electrical/plumbing diagrams. If using an approach which differs from the one provided by the Government the manufacture shall provide this approach with their bid, quotation or proposal to allow for adequate time to be considered for approval by Government.

Southern Unit

Testing Requirements

The following tests are required prior to delivery and may be witnessed at the discretion of the Government in accordance with the Standard.

The government may request additional testing requirements as needed.

• Water piping will be tested with air only with the water heater disconnected (100 PSI)

• The drainage and vent system and the plumbing fixtures

• The electrical system.

• Emission levels, CFR 3280.406.

• HVAC System

• Wind, Thermal, Roof loads

• Documentation explaining mold resistance measures taken

• Indoor Air Quality Test (to be preformed by an independent third party inspector approved by the government.)

Include documentation showing specification compliance.

Delivery Schedule The Contractor shall provide a realistic delivery schedule for the units with their bids, quotations or proposals.

This schedule must include the number of units that would be at the FEMA designated delivery location by the dates (not the ship date).

This schedule will also identify the projected completion date and the time it would take to provide the units from the date the order(s) are placed.

The final schedule must be provided prior to contract award and the schedule must be consistent to the schedule provided under the bid process.

The contractor shall meet their projected delivery schedule according to the contract award or The Government may make alternative arrangements to acquire other units and/or may terminate the contract for default.

Company Commitment

The contractor must demonstrate the capacity to support this mission and delivery schedules. If the company is supporting other FEMA disasters the company must also demonstrate continued support for those disasters as well, to include meeting those delivery schedules.

Also, the contractor shall have a representative and technicians at the delivery locations to prepare the units for acceptance. FEMA is not obligated to provide an area or space for this purpose.

Unit designated number

All units must have a unit designation number. The “designated number” is:

• Approximately 3 to 4 inches high black colored numbers and should be visible form the street.

• Located on the left front corner of the unit when facing the unit.

• Approximately three feet high from the bottom of the unit.

• Consists of the contract number and the sequence number of the unit on the specific contract. Example 3025-0015 which indicates the contractor number 3025 has delivered the 15th unit on this contract and has been shipped into inventory. (Note: Confirm the contract number with FEMA prior to using).

Unit Barcode All units must have a UPC bar code on the front left side of the unit and inside the unit under the unit data sheet. Shall end with the letter R.

Weight Sticker All units must have a weight sticker located next to the VIN sticker. The weight shall be the actual deliverable weight, including installed furniture etc.
