One question about the Past Performance Questionnaire—is this to be completed by a contract officer for work we are conducting for a federal agency? The Past Performance Questionnaire should be completed by either the Contract Officer, Project Manager, or COR (Contracting Officer Representative) for work conducted for a federal agency.
We understand that the Past Performance section of Volume II (Business Proposal) should discuss three projects/contracts. Does this mean that each project/contract should be accompanied by its own Past Performance Questionnaire (Attachment 2)?Yes each project/contract should be accompanied by its own Past Performance Questionnaire.
Once the Past Performance Questionnaires are sent to the evaluators, by when do the evaluators need to submit these to FEMA?Past Performance Questionnaires are to be submitted with your proposal by the time specified in the solicitation.
Regarding the cost bid in Volume III (Cost), should we interpret this as a cost break-down by task, or are more details required? There is no guideline on how to develop your cost proposal.
The Period of Performance specified in the SOO is 18-24 months, but the solicitation lists it as 12 months. Which should we be proposing, and are these referring to different periods?A price should be provided for the contract that addresses a one year performance period (Base Year) and a second year performance period (Option Year 1).
Related to the Period of Performance as specified in the solicitation, what is “Option 1?” The document states, “If Option 1 is exercised, the Period of Performance shall be from the effective date of the option through 12 months.”Option Period 1 is the next year of the contract after the period of performance ends for the base year example: Base Year Award of Contract 08/04/2016 through 08/03/2017; Option Period 1 08/04/2017 through 08/03/2018.
Is any consideration given to cost-share for this proposal? There is nothing stated about this in the solicitation, but is this a factor in the award? It is acceptable to provide consideration for cost-share as long as it's advantegeous to the government. Your technical proposal should state who you propose to work with but not include any information related to cost. The cost proposal can identify any price related information from your partner.
