REQUEST FOR INFORMATION

HSFE80-13-I-0002

Hurricane Sandy

Modular “Stackable” Interim / Permanent Housing

EXECUTIVE SUMMARY

The purpose of this Request for Information (RFI) is to seek industry input regarding housing units intended for interim or permanent use by disaster survivors both nationwide and specifically the NY / NJ areas. The Federal Emergency Management Agency (FEMA) is interested in gathering information on modular, “stackable” housing unit designs appropriate for local weather, efficient use of limited ground space, and efficient installation (including utilities and stairways).

THIS IS A REQUEST FOR INFORMATION (RFI) IN ACCORDANCE WITH FAR

15.201(c)(7) AND FAR 52.215-3. This is NOT a Request for Proposal (RFP). An RFP is not being issued at this time, and this notice shall not be considered as a commitment by the Government to issue a RFP, nor does it restrict the Government to a particular acquisition approach. Requests for a solicitation will not receive a response.

The purpose of this RFI is to conduct market research only. Responses provided will help inform FEMA and its partners, and should not be construed as unsolicited proposals to – or providing preference in any contracting activity with – FEMA.

FEMA is interested in your schedule and capability of following two contracting options:

• Option A would include a contract for production, transportation, installation, maintenance, removal of units, and possibly remediation of installation site. Turnkey contract concept would award by a specific geographic area or by specific site.

• Option B would have the vendor producing units and providing technical assistance to FEMA and its separately-awarded contractors for the installation, maintenance, and removal of the units.

ASSUMPTIONS

• Units will be easily transportable by common carriers; with a profile that does not require oversized/overweight permits.

• Utility service design should facilitate ease of installation, connection, and maintenance in multi-stack configuration.

• Unit configuration may include a single modular unit per dwelling, or multiple units interconnected to create a single dwelling.

• Dwellings will sleep two to six adults.

• Unit / dwelling configuration must meet applicable local building codes.

• At least 20% of dwellings should be fully UFAS accessible. (Note: FEMA requires approved UFAS building and installation plans, e.g. site details such as layout and ramps. For further information, please visit: http://www.access-board.gov/ufas/ufas-html/ufas.htm.)

• Responses should include configuration without elevator, and an option for elevator if available.

• Responses should provide schedules stated in hours, assuming 24 hour operation; or if not possible, describe operation hours differences per operation need and local requirements.

REQUIRED INFORMATION

Please provide the following information, as available. Partial responses and responses including samples of multiple design options are welcome. In order to facilitate review, please provide information in the following order, including the question number on any attachments (e.g. “1-A” for “General – Provide pictures of completely installed units, for reference.”).

1 GENERAL Option A Option B

A Provide pictures of completely installed units, for reference.

B If applicable, provide specifics on previous use of unit / complex, including by whom, when, where, and purpose (especially if used in a disaster response).

C If applicable, provide information about previous unit usage, including by whom, where, and when (include use in the United States, territories, and protectorates).

2 DESIGN Option A Option B

A Can you produce units that can be installed stacked at least 3 high for occupancy?

B Provide detailed ground / foundation requirements, including type of material, for stackable group.

C How does the unit design address winter/adverse weather and hazards in all walkways/stairways?

D Provide building code certifications for complete unit design configurations and installation plans (e.g. local, IRC, UFAS, HUD).

E List NYC-specific codes which apply to unit design configurations and installation plans. For each of these, specify whether or not vendor / manufacturer is “Certified” or “Can be certified” to meet each.

F Specify whether the standard – or a separate – unit design can accommodate individuals with access and functional needs.

G Specify whether the standard configuration can be accomplished to all applicable codes without elevators. Also specify whether the standard – or a separate – unit design includes an option for elevator.

H If applicable, provide details on options for exterior finishes which can be applied to completed complex

I If applicable, provide details on options for converting the units into permanent housing.

Reminder: Responses should provide schedules stated in hours, assuming 24 hour operation; or if not possible, describe operation hours differences per operation need and/or local requirements.

3 PRODUCTION Option A Option B

A Provide available inventory.

B Provide transportation time to Brooklyn (potential staging in Brooklyn docks).

C Provide ramp-up time (days).

D Provide production per week, after ramp-up (units).

E Provide maximum production (dwellings) from the time an order is placed, including:

- units available from inventory,

- units available and/or produced throughout ramp-up, and

- units produced through 6 weeks after the end of ramp-up.

**Assume a 5 day work week in production

Week1 – W2 – W3 – W4 – W5 – W6 – Total –

W1 – W2 – W3 – W4 – W5 – W6 – Total –

F Can production be increased with the addition of subcontracting? If yes, what is the new estimated total production schedule with subcontractors?

G Specify whether standard or subcontracted production utilize manufacturing out of country.

4 SITE SELECTION

A Maximum grade for a stackable group (both axis) ?

B What information is needed for site selection in an urban area?

C What is the minimum space needed for a stackable group?

5 INSTALLATION Option A Option B

A What are the most typical and/or cost efficient configurations?

B Provide the number of crew required to set up the unit.

C Provide the total time for a crew to set up the unit.

D Describe equipment needed to install ‘stackable’ modular group.

E Provide total combined weight of stackable group.

F Are stairs and decks pre-assembled, or assembled on site?

G Does the stackable design include an elevator as a standard or as an option?

H Provide power requirements (amps), both per unit and per stackable group.

I Provide minimum water pressure for stackable group.

5 INSTALLATION Option A Option B

J Assuming utilities are available, how long from unit delivered on site to ready for disaster survivor to occupy?

6 INNOVATIVE TECHNOLOGIES

A Provide details for any power-generating features (e.g. solar cells, generators) which reduce energy consumption and/or allow unit groups to operate “off the grid.” Include whether these features are standard or optional, and the expected duration of a “full” power resource.

B Provide information about any designs which fold and/or collapse to reduce transportation and storage requirements.

C Please note any “green” technologies used in the manufacturing, delivery, set up, occupancy and/or deactivation of units; the value these present; and whether these are standard or optional.

D Please note any other innovative technologies used to improve the manufacturing, delivery, set up, occupancy and/or deactivation of units; the value these present; and whether these are standard or optional.

SUBMISSION

FEMA is requesting information on designs, requirements, and methods information which can be implemented to meet the need and two contracting options (A and B) described above. Information proposals are due seven (7) calendar days after posting.
